Watershed Discussion (20 Minutes)
Council directed staff to look into having each watershed area pay for their portion of the
residential equivalent fee (REF). Attached are the results of that analysis. Staff is requesting
approval to move forward with breaking out watershed dues from storm water fee on utility bills.
Comprehensive Plan Timelines (20 Minutes)
Staff is requesting further City Council consideration and discussion of the proposed Steering
Committee for the Comprehensive Plan. Staff is proposing a committee of 7, but is looking for
Council feedback regarding the membership of the committee. Staff is preparing information for
the "kick-off' at Medina Celebration Day and awaiting the release of the system statements from
the Metropolitan Council.
Mediacom Update (20 Minutes)
Staff and Cable Franchise Attorney Mark Ayotte continue to work with Mediacom on an
amendment to the Franchise Ordinance to address the ongoing issues with the broadband
buildout. The proposed amendment will be sent to Council Members if it is completed in time
for the September 15th Work Session. Staff may also request formal action at the September 15th
City Council Meeting if the amendment is ready.

All,
I found the attached two documents on this matter.
It looks like Scott's memo said ^' $16.23 per $100,000. That is probably true for residential values under $500,000.
I found closer to $18-$20 per $100,000 on the properties I looked at when you get to higher values.
