Absent: Nick deRuyter Other attendees:Sue Leven,Ann Kitchell, HWG,Attorney Andrew Singer and Sean Reilly,Coastal Engineering The Chair read the Recording Notification: "As required by the Open Meeting Law we are informing you that the Town will be videotaping this public meeting. In addition,if anyone else intends to audio or video tape this meeting he or she is required to inform the chair." 6:30 pm Planning Discussion • Anne Kitchell stated that she has been working on drafting a Stormwater Bylaw&Regulation. • Clarification was made on two items:single-family residential projects and what would fall on the owner,and unpaved roads and paved parking lots. • The draft that is currently being worked on stated that a 2500sf disturbance would trigger the regulation. It would be part of the building application. The advantage is that it would allow the PB to control the small lots in town and the hiring of an engineer would not be required. A single page sketch included could be part of the building application. • There was a long discussion on different aspects of this potential regulation. • There will be more discussion on this in the future as it gets finalized. 7:00 Pm Public Hearin Site Plan Review Special Permit:#2015-01—Applicant:Gloriae Dei Artes Foundation,Inc.Owner:William S. Kanaga and Christopher W. Kanaga,Trustees,Representative:Andrew L.Singer,Esq., for property located at 36 Southern Eagle Cartway,Assessors Map 138, Lot 43 (formerly Map 30, Lot 18)in the RM and RR Zoning Districts. The applicant is proposing to replace two existing greenhouses and one existing building in the rear of the property with a new 8,000 sq.ft.engineered steel building with basement for non-profit arts education,storage,and repair and maintenance of materials. Attorney Singer asked for a continuance until the March 11, 2015 meeting. Collum made a Motion to continue this hearing until March 11,2015, Leaning seconded, all Aye,Vote:6-0-0 Site Plan Review Special Permit:#2015-05—Applicant and Owner: Latham Centers, Inc., represented by Andrew L Singer, Esq.for property located at 36 Southern Eagle Cartway,Assessors Map 138, Lot 43(formerly Map 30, Lot 18) in the RM and RR Zoning Districts. Attorney Singer stated that this is a non-profit, residential school that qualifies as an educational use under MGL Chapter 40A Section 3. Their goal is to accommodate all the students on their main campus. They will also be improving accessibility, common areas and providing enhanced security. The Cape Cod Commission has determined that this project does not require a review by them due to the size. A new Title 5 system will be installed. The proposal is in line with the current bylaws and will not be detrimental to the public. There is no proposed change in the use of the property. The new building will be in the center of the campus and will be more than 71 feet from the nearest property. Conservation Commission has approved the project as well as the Historic District Committee. Mr. Reilly from Coastal Engineering stated that he met with the Fire Chief and went over access to the property and the Chief had no issues with the proposed changes. There were questions about the proposed septic system. Leaning asked when construction would be started. Reilly stated that they hoped to begin by March 15tH Taylor asked about the addition of any vegetation. Reilly stated that there would be some re-vegetation between the buildings. There was some concern about the noise from the new generator. It was stated that they would have it on a timer for daytime. There was no more public comment. Hoag made a Motion to close the public hearing for#2015-05, Leaning second,all Aye,Vote: 6-0-0. Klump made a Motion to approve Special Permit#2015-05, Latham Centers, Inc.,Collum second, all Aye,Vote:6-0-0. • Approve minutes from 1/14/15 o Collum made a Motion to approve the minutes of 1/14/15 as written, Klump second,all Aye, Vote-5-0-1(Collum). Topics the chair did not reasonably anticipate. Leaning stated that he thought the Board should put off the Master Plan/Comprehensive Plan until the fall. He thinks it would be a good idea to familiarize the public with the plan first. Anne Kitchell will incorporate new comments into the draft. It was noted that the fall draft would need to be completed by the end of May. Leaning made a Motion to adjourn, Collum second,all Aye,Vote 6-0-0.The meeting ended at 8:15 pm. The next meeting date is 2/25/15.
