HomeMy Public PortalAbout1962-11-24 Meeting139 A Resolution formulated by the Tri County League of Municipalities objecting to the Reapportionment Plan was presented to the Council. Mr. Anderson explained that the Reapportionment Plan would go before the Federal Courts if not approved by the voters on November 6th. He asked the Council to consider this fact before acting on the Resolution: After discussion Mr. Beatty moved to adopt RESOLUTION NO. 100 RESOLUTION OF BAI HARBOUR VILLAGE, FLORIDA URGING DEFEAT OF THE APPORTIONMENT MEASURE AT THE NOVEMBER 6, 1962, GENERAL ELECTION. Mr. Hart seconded the motion and it was unanimously approved. Mrs. Martin Pulcher, Mr. and Mrs. William Logan and Mr. Lockard Row appeared before the Council to request the Village to take some legal action regarding the effects of the dredging at the Interama site. Mr. Anderson explained that the Village could not become a party in a suit even though a taxpayer's property was being discolored and the odor most offensive. After discussion it was moved by Mr. Hart, seconded by Mr. Beatty and unanimously voted that the Village pass Resolution #101, to be prepared by Mr. Anderson, expressing concern over the damage and annoyance being caused the Village tax— payers, a copy of which is to be sent to the Interama authorities. Mrs. Pulcher also requested the Village to notify the owner of the lot behind her property of the debris thereon and also requested him to remove the coconuts from the trees next to her pool enclosure. Mr. Webb said he would be happy to write Mr. Hawley a letter on this matter. Mr. Hart made a motion that the meeting be adjourned, seconded by Mr. Beatty and unanimously carried. ATTEST: Village Clerk COUNCIL MINUTES November 24, 1962 Mayor �r The Council of Bal Harbour Village met on Saturday, November 24, 1962 at 9:30 in the Village Hall. Present: Messrs. Beatty, Faulkner, Hart, Kirkeby and White. Also present were W. H. Webb, Village Manager; Mary T. Wetterer., Village Clerk; Thomas H. Anderson, Village Attorney. October 27, 1962 140 Upon motion of Mr. Faulkner, seconded by Mr. Hart, the minutes of the previous meeting of October 27, 1962 were approved as submitted. The Village Manager presented the application for liquor license at the Singapore Hotel by Bernie Bercuson and Irving J. Lovitt. He explained that after the first of the year a new corporation will be formed with Mayer Wessell and a new application will be processed. Mr. Hart moved that the liquor license be granted the Singapore upon com— pletion of the investigation. Mr. Beatty seconded the motion and it was unanimously carried. The Village Clerk advised the Council that an application for 5 U Drive It cars at the Singapore had been filed by the Springer Motor Company and an application for 10 U Drive It cars at the Americana had been filed by the Hertz Corporation. After discussion Mr. Faulkner moved to accept the applications of Springer Motor Company and the Hertz Corporation. Mr. Hart seconded the motion and it was unanimously ap— proved. Mr. Faulkner reported that dedication services for the Tri City Library will be held on Sunday, December 9, 1962 at 2:30 PM and invited the Councilmen to attend. The Village Manager presented a request from the Americana Hotel to use the garage area for exhibition purposes January 20th through January 25th, 1963. After discussion Mr. Faulkner movtd to grant the request of the Americana to use the garage for display purposes on January 20th through January 25th providing all, fire regulations are adhered to. Mr. Kirkeby seconded the motion and it was unanimously voted. Mr. Faulkner raised the question as to whether the restriction on left turn movement of east bound traffic at Harding Avenue and 96th Street would be put into effect in the near future. After discussion Mr. Faulkner moved that the Village Manager write a letter to Mr. Clyde R. Husk, Traffic Engineer for Metropolitan Dade County Public Works Department objecting to the no left turn sign at Harding Avenue and 96th Street. The motion was seconded by Mr. Kirkeby and unani— mously carried. Due to Christmas Eve falling on Mmday the Council voted to give the employees an extra holiday this year. Mr. Webb suggested that employees having to work their regular shifts on this day and on Christmas Day be allowed two extra vacation days in lieu of double time payment. The Village Manager reported that Senator Cliff Herrell ad— dressed a letter to the Mayor advising him that a Legislative Week End in Miami was being planned by the Miami Junior Chamber of Commerce and the Dade Delegation to the Florida Legislature starting November 29, with the citizens of Dade County serving as hosts, Senator Herrell requested a financial contribution from all cities. After discussion November 24, 1962 141 Mr. Faulkner moved that if the Village Manager recommended it, Bal Harbour contribute $100.00. Mr. Kirkeby seconded the motion and it was unanimously voted. There being no further business, on motion of Mr. Hart, seconded by Mr. Beatty, the meeting adjourned. Faulkner, Hart and White Absent: Mr. Beatty and Mr. Kirkeby Also present were W. H. Webb, Village Manager; Mary T. Vetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. Upon motion of Mr. Faulkner, seconded by Mr. Hart, the minutes of the previous meeting of November 24, 1962 were approved as submitted. The Village Manager read a letter from Mr. Clyde R. Husk, Traffic Engineer, Metropolitan Dade County, written in reply to our letter of November 24, 1962 reflecting the Council's objection to the proposed turn restriction at 96th Street and Harding Avenue. Mr. Husk advised the Council that he would present valid reasons why this turn— ing restriction will be advantageous at the time the final plans are made for the widening of 96th Street. Mr. Webb read a letter from Dr. Irving Muskat, Chairman, Inter — American Center Authority, in reply to Resolution ##101 passed by the Council expressing •oncern over the damage and annoyance caused the residents of Bal Harbour by the construction of Interama. Dr. Muskat advised the Council that the Metropolitan Department of Health had conducted many tests on the gas odor and that there is no evidence of a public hazard. Mr. Anderson suggested that a copy of Dr. Muskat's letter be sent Mrs. Martin Pulcher and Mr. Lockard Row, who had appeared at the Council meeting of October 27, 1962 requesting that the Council take some legal action regarding the effects of the dredging at the interama site.
