A RESOLUTION: AMENDING TOWN COUNCIL RULES OF PROCEDURE
WHEREAS, Town Council ("Council") last revised its Rules of Procedure on May 14,
2019; and
WHEREAS, Council desires the ability to enter closed sessions at its work sessions, but
only to discuss appropriate matters and listen to staff presentations and take no formal action as a
result of these presentations and discussions, other than the required motion to enter a closed
session under Code of Virginia § 2.2-3711, or any other statute that permits a closed session and
the mandatory roll -call certification required after a closed session pursuant to Code of Virginia
§ 2.2-3712; and
WHEREAS, Council desires to amend a sentence in Section 13 (Additions to Current
Council Meetings) of its Rules of Procedure to change the language from discretionary to
mandatory; and
WHEREAS, Council desires to add the agenda item of "Additions to Future Council
Meetings" to its Regular Business Meeting agendas in addition to its Work Session agendas.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Town Attorney should amend Council's Rules of Procedure in the following ways:
1. Add language to Section 11 (Committee of the Whole/Work Session) to enable
Council to enter into closed sessions during Work Sessions, but only to hear staff
presentations and discuss items and to take no formal votes other than those required
to enter a closed session under Code of Virginia § 2.2-3711, or any other statute that

permits a closed session, and the mandatory roll -call certification required after a
closed session pursuant to Code of Virginia § 2.2-3712;
2. Amend the third sentence in Section 13 (Additions to Current Council Meetings) to
read, "Additions to next -day meetings are limited to items requiring minimal staff
time and, as there would be limited time to inform constituents, items that are likely
to be without controversy."
3. Add to regular business meeting agendas the agenda item of "Additions to Future
Council Meetings" as is done on Work Session agendas.
