Absent: Jason Klump The Chair read the Recording or Taping Notilacation: "As required by the Open Meeting Law we are informing you that the Town will be audio and video taping this public meeting. In addition, if anyone else intends to audio or video tape this meeting he or she is required to inform the chair." 6;30 pm Public Hearing Introduction of newly elected member of the Planning Board; Kari Hoffmann and re-elected member Elizabeth Taylor. Welcome Eversource Tree Trimming: Paul Sellers, Senior Arborist with Eversource (formerly NStar) will be reviewing the next steps in their-Vegetation Maintenance Program and Utility Pruning to take place on Route 6A, as well as Crosby Lane, Ellis Landing Road, Great Fields Road, Linnell Landing Road, Millstone Road, Stony Brook Road and Tubman Road, Mr. Paul Sellers, Eversource rep., not in attendance. We will take public comments tonight; Margie Austin, 28 Cedar Lane. (Robinwood) Many trees on Crosby Lane and 6A, she wants lines buried but cost prohibitive Concerned about aesthetics and health of trees. Would hate to lose vegetation along the lanes to the beaches. Think trimming would be detrimental to trees. Trees to be removed or pruned should be marked first for review. Are owners contacted regarding private trees to be pruned or removed? BOARD DISCUSSION Collum-take under advisement Judd- Mark trees for pruning or removed? Leven-There are specific measures if going to remove a tree Page 1 of 3 PB Minutes 5-27-15 draft.doc Marilyn Mooers Senior Dept.Assistant Hoag- Last year Eversource trimmed trees on a private street/did not notify residents/cost prohibitive to bury lines now Hoffmann-notified letter from Eversource describing cutting specifications Collum-I hope Eversource will speak about the 25' from top to bottom issues/beauty vs. power outages.Also speak about the health of the trees. DeRuyter- to bury the line more trees would have to be removed (off the roadway), trimming is the only way to protect the power lines, Leven- some of this is done to protect the trees Austin- if some trees need to be removed can they be replanted with limited growth. Hoffmann- Brewster Reconnaissance flan by Cape Cod Commission- one described is Great Fields Road. When is the cutting going to happen? Are there other road paving projects? Miller- There are some paving projects being discussed Janet Husband, Linnell Landing Road- This tree trimming is neither reasonable nor aesthetic. Sad, mutilated trees. Time to compromise/ replace trees that look terrible. Collum- how far can we push to remove trees instead of pruning? Miller- limited jurisdiction on 6A, but other roads we can work together Collum- normally trees to be removed in the right of way must come to us, can we have a plan with him Taylor- maybe we should look at burying the power lines, maybe as the state opens the road MOTION by Scott Collum to close to Public Input. Second by Nick DeRuyter. VOTE: ALL AYE Planning Discussion #2015-13 Approval Not Required: Maryann Otto (represented by Edwin Gless), 132 Old Red Top Road, Map 12, Lots 47 and 48 (formerly Map 37, Lots 66 and 70) seek to combine two existing lots into a single lot. • Owned the lots since 1982 • North lot is developed • South lot vacant • Would like to expand but addition crosses interior lot line • Zoning Agent wants interior line removed • Bank also requires lot line to be removed • Frontage is OK BOARD DISCUSSION DeRuyter- any legal issues? NO MOTION by Scott Collum to endorse 2015-13 as presented. Second by Nick DeRuyter. VOTE: ALL AYE Approval of Minutes MOTION by Nick DeRuyter to accept Minutes of April 8, 2015 as amended. Second by Scott Collum. VOTE: 4-0-2 (Hoffmann- Hoag) TOPICS BOARD DID NOT REASONABLE ANTICIPATE ZBA-Ask Marilyn to send agenda and PDF's as received Hoffmann-would like to talk about how to make this Board and topics more accessible to the public. Judd-all Board and members should be more pro-active Taylor- Need to be able to focus on what is within this Boards purview. Hoffmann-would like a list of Planning Board responsibilities on agenda or website for public information DeRuyter- maybe green paper for Site Plan Judd- wants checklist for applications Hoag- Many on this Board are working; maybe a short list of what the Planning Board should be looking at for the topic for each meeting.
