REGULAR COUNCIL MEETING, JUNE 17, 2019
CALL TO ORDER
Mayor Carrie Tergin called the June 17, 2019 City Council meeting to order at 6:01 P.M.
ROLL CALL
The f ollowing Council Members were present for the roll-call:
Present: Fitzwater, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, and W ard
Absent: Graham and Wiseman
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Hussey to adopt the agenda. Councilwoman W ard
seconded the motion. There being no objection, the motion to adopt the agenda was
approved unanimously.
MISCELLANEOUS AGENDA ITEMS
City Administrator Steve Crowell and Police Chief Roger Schroeder presented the June
Outstanding Employee Service Award to Police Officer Charlie St. Onge.
Councilwoman Erin Wiseman arrived at 6:08 P.M. to the meeting.
In honor of the Stanley Cup Champions, the St. Louis Blues, Mayor Tergin presented a
proclamation declaring June 12th as “Let’s Go Blues Day” in the City of Jefferson.
“Gloria” was played in Council Chambers to celebrate the team .
Gail Strope, Human Resources Director, introduced the City’s 2019 Summer Interns:
Mariah Best Parks, Recreation, and Forestry Department
Garrison Castor IT
Jensen Peel Human Resources
Ashley Rehagen Police Department
Cory Strope Engineering
Austin Petersen, KWOS on-air personality presented the “Mid Missouri Disaster Relief
Radiothon” information to City Council. The radiothon is schedule from 6:00 A.M. to
6:00 P.M. on June 21, 2019. Proceeds will go to the United Way of Central Missouri.

Councilman Mihalevich motioned, and Councilwoman W ard seconded the motion to
approve the above appointments. The motion passed unanimously.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
a. Fire Chief Matt Schofield introduced Missouri Task Force One (MOTF-1)
members attending the meeting. (The group was invited by Mayor Tergin and
Councilmen Hussey and Kemna.) Task Force Leaders Leslie Crews, Chuck
Leake, and Doug Westhoff were in attendance along with fifteen other members
and two cadaver dogs who responded the evening of the May 22nd tornado and
the following days. Mayor Tergin presented MOTF-1 with a City Coin and
thanked the men and women for responding to the City when it was needed
most.
b. Matt Morasch, Director of Public Works, presented an update on tornado clean-
up and relief efforts. For those affected by the tornado and/or flood, Mayor Tergin
asked that they call 211 to register with the United Way. If there are still
questions after speaking with United W ay, they are encouraged to contact
Catholic Charities at 573-635-7719. Catholic Charities is overseeing long term
recovery case management. Volunteers should register at
https://www.unitedwaycemo.org/node/114 or by calling 211.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Councilman Mihalevich announced the Finance Committee meeting scheduled for
Thursday, June 20th at 7:30 a.m. in the Boone/Bancroft Room at City Hall.
Councilman Kemna announced the rescheduled date of Cole County Day at the
Springfield Cardinals Game. The new date is August 10, 2019.

Mayor Tergin made the following announcements:
The USS Missouri postal stamp was unveiled at the State Capitol on June 11th.
Save the Date for the Missouri 2021 Bicentennial which is scheduled for
Tuesday, August 10, 2021.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru
The Lincoln University Board of Curators met on June 13th and extended Dr. Jerald
Jones Woolfolk’s contract as Lincoln University’s President until 2024.

A motion was made by Councilman Hussey and seconded by Councilwoman Ward to
approve the Consent Item. The motion was approved unanimously.

City Counselor Ryan Moehlman presented a City Charter review to the Mayor and City
Council.
APPROVE CLOSED SESSION MINUTES FROM JUNE 3, 2019 MEETING
Councilwoman Ward motioned to approve the June 3, 2019 Closed Session Minutes.
Councilman Prather seconded the motion. The motion passed by the following roll-call
vote:

Ward, and Wiseman

UNFINISHED BUSINESS
Mayor Tergin announced the Guns and Hoses Hockey Tournament Event between the
Jefferson Police Department and Jefferson City Fire Department. The event is
scheduled for August 24, 2019.

Mayor Tergin will be out of town for the July City Council meetings. President Pro
Tempore Mihalevich will be chairing the two July meetings.

A motion to adjourn was made by Councilman Hensley, seconded by Councilman
Hussey, and approved unanimously at 7:32 P.M.
