An Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting of July 17, 1997, was held on
July 10, 1997, 7:00 P.M., Municipal Court/Police Facility, 230
Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:

Statement of Meeting Notice was mailed to The Home News Tribune,
The Star Ledger and posted on the bulletin board on July 3, 1997.

BOROUGH ENGINEER REPORT:
1. Pre-Con. meeting for improvement to Federal Boulevard and
Leffert Street was held on 6/13/97. The representative for the DOT
also attended and it was discussed with the DOT representative
about using savings due to the low bid and in bid item of milling for
improving Raskulinecz Road which badly needs redoing. It was
agreed by all. The traffic control requirements were discussed in
detaiJ with the Police Department also. The work has been started
as scheduled, by the week of July 7,1997. It is planned that both
these roads will be completed by August 1997.
Councilmember Failace asked where Raskulinecz Road was.
Mayor Sica replied that it was by Tulnoy Lumber.
2. Applications for the DOT grant for 1998 have been submitted by
the due date, as below:

These roads were selected from the prepared road list.
3. We have procured an additional grant of $100,000.00 for
improvements to the Industrial Road in addition to the previously
approved amount of $21 0,000.00, totaling now to $310,000.00.
The designing and preparing bid documents will now be prepared on
the revised amount. The deadline to award this bid is March 26, 1998.

DISCUSSION
Mayor Sica told the Borough Engineer that they should get that out as
soon as possible so we can get it done this year. It is not going to make
it through the Winter.
4. There is some amount available with the Road Department. It was
discussed and agreed to use this to resurface a section of
Romanowski Street between Cooke and Pershing Avenues, near the
Post Office which is in very bad condition. It is estimated to be less
than the public bid threshold. He said he is in the process of obtaining
quotes and these will be submitted by the next meeting.
Mayor Sica said the money came because of the snow removal. We
have $10,000.00 in there so we can get (inaudible). The mess is right
by the Post Office.
5. Finally, a closure permit has been obtained for removal of
Underground tanks at the Recreation Center. He said he had a long talk
with the Bureau Chief of the Department in the D.E.P. He stated that if
the removal of the tanks is found harmful to the structure, or too close
to the foundations, it is quite as per regulations to abandon these tanks
on site by opening these out and fill them with clean sand and leave
them underground. The Inspecting Consultant in this case is Angelo
Volettuto. He is a licensed PE and has to fill out D.E.P. forms for
"Abandoning on Site" sign and seal it and fax to the D.E.P. and it will
be accepted and approved. This procedure is within D.E.P. regulations.
Mr. Volettuto has been informed of this conservation with the D.E.P.
6. As the Contractor for the Recreation Center has completed all the
work except the site work since last month. His final bill for all
building work is prepared and recommended and retainage is released
after obtaining "Maintenance Board" for one year ftom June 12, 1997.
The Bond amount is $57,34.77 and the retainage released is $11,146.32
the total amount does not exceed the approved amount. The Contractor
has agreed to finish site work once the issue ofU.G. Tanks is resolved.
However, he is still requesting a walk through inspection at the earliest
because the Borough is going to take over the building.
Mayor Sica said the contractor that donated all that concrete work for
the foundation will be coming in for some permits to build a substantial
building at US Metals in addition to that other building that is going up
from the Planning Board. He said he spoke to somebody about the
Mobil track that Giordano bought. A Company called Duie Pyle
purchased it and they are going to put an 80 x 420 feet building on it.
When we talk to the contractor on finishing up the site work, lets look
at the possibility of doing it with mostly concrete and we'll get the
concrete for ftee. He said they should get started on it right away
because they are going to be pouring concrete and we can't ask them to
stop what they are doing. If we can get Ted Surick to get a few trucks
over to the Crusher he said he would give him enough big stones to put
in ftont there where they can't move them. The dock is okay to walk on
but not to drive on. Those people are going to fall in one of these days.
Councilmember Failace said he drove down there the other night and
there were about eight cars on there.

Mayor Sica said one of them is going to fall into the water. He asked DISCUSSION
Councilmember Failace to call Ted Surick and have him put one truck
on and all day long he can run back and forth while he has the machine.
Councilmember DuPont said to clarify that they know about the tanks
underground. (Inaudible). But (inaudible) will require us at every
circumstance whether we leave them in or take them out (inaudible). It
has to be certified.
Borough Engineer Parmar spoke and he was inaudible.
Councilmember DuPont said even if it is completely clean and not
contaminated soil, (inaudible) is requiring the test and he understands
that, just so you understand too.
Borough Engineer Parmar said that would be Angelo Voletutto. He
knows what he is doing because (inaudible).

Mayor Sica said he knows that they will want some certificates on the
fill we put back in. He said he has that so it's not a problem.
Councilmember Fazekas said for the past two months he has mentioned
the Fire Station and the roof and they have not gone anywhere on this.
He said he received a list but what he wanted to know is where they
really stand on it.
Borough Engineer Parmar reply was totally inaudible.
Councilmember Fazekas said the whole thing is getting damaged. It
rained again and it is going to the second floor.
Mayor Sica said what they have to determine is whether they want to
put up a whole new roof or patch it. He told the Borough Engineer to
get an estimate for doing the complete room or just patching it.
Borough Engineer Parmar was inaudible.
Councilmember Fazekas asked if the alternative is not to do it.
Mayor Sica said the alternative is if a contractor goes up there and
looks at it and gives us a decent price to fix it without removing the
whole roof and putting a new one on then we will go that way. If we
have to put a whole new roof on we have to bite the bullet and put a
whole new roof on.
Councilmember Fazekas said it is damaging the second floor.
Mayor Sica said to get a couple of quotes to have a new roof put on. If
it over the bid then (inaudible).
Councilmember DuPont said he has been looking at the map with the
roads on it and he agrees with 98% of it. (Inaudible) to be addressed
and he knows the Council wants to start (inaudible). He said he knew
(inaudible) took care of a few (inaudible). He asked if the Council was
going to pick the roads to be repaired.

Councilmember DuPont said Harrison Avenue is a mess.
Mayor Sica said for them to come in tomorrow and sit down with him
and write up a priority one, two, three, and four. We will bid them all
and just prioritize how much money we are going to spend.
Borough Engineer Parmar said (inaudible) then we can justify that
(inaudible). They might not accept the whole thing.
Engineer's report continues:
An additional amount of $900.00 is to be approved as CO for weather
stripping on all Exterior Doors. There was an error on (inaudible)
which had to be adjusted which increased the total area of the building
by 50 feet for an additional amount of $3,553.00 is to be approved as
CO.
7. On instructions ftom Councilmember DuPont, the Engineer
inspected the Borough Dock on the Arthur Kill in detail on July 8,
1997. The findings and recommendations have been documented and
distributed to the Mayor and all Councilmembers.
Mayor Sica said that John Spoganetz, Esq. will not be here. He then
asked if they were going into Closed Session in reference to what
happened in Borough Hall today.
(Inaudible) replied yes.
Councilmember Fazekas said he requested some information from Pat
Holden concerning grants that are available to the community. He said
what he did with that information, being the Internet buff that he is, he
looked around to see if we can get additional grants. He said he came
across a few consulting companies that specialize in obtaining grants
and also planning for the community. He said he gave some
information and said it might be a good idea for them to come before
the Council and present themselves. Mark is an associate along with
Randall (inaudible) and he would like to present them along with their
company and what they provide as a service. They may be able to help
us.
Mark Luckington said the name of their company is (inaudible). ( the
report is totally inaudible).
Councilmember Fazekas said this is one of the things that is out of the
$88,000.00 that we received for the Community Block Grant. We took
$60,000.00 out of that and utilized that for Housing. Housing is funded
and there are grants available for the housing that could have been
utilized rather than use the Block Grant money because the Block Grant
money we could utilize to improve streets or storefronts or purchasing
equipment. He said one of his concerns is that the Housing has monies
available. The three items that he looked at when he saw the block we
spent $28,000.00 for Housing Vehicle and another $7,000.00 for
(Councilmember Fazekas said he forgot) and another $15,000.00 for
purchasing another item. He said that was his concern. He wanted to

know why they were spending it for what it is really made for. That
was some of the areas and he said he gave them a list. What he wanted
to know was what they were missing. Have we missed the boat on
something?
The reply was inaudible.
Councilmember Fazekas said they were using some of the slated UEZ
money in that area.
Councilmember DuPont said they would both be covered. How about
radio equipment and that kind of stuff?
The reply was inaudible.

Mayor Sica asked if they would send us a list of grants that you think
are available that would pertain to a Town like Carteret. We'll sit down
and look at it and maybe we will pick out one or two of them and then
talk about putting you guys on at an hourly rate and giving them a shot
at getting us one and if we are successful we will go from there.
Councilmember Fazekas said he would like them to look. One thing is
the planning aspect of it. He said what he means is that he would like
them to also plan (inaudible).
Mayor Sica said that was what he was saying, if they give us a list of
what they think is most desirable for a Community like ours. You have
to do some of the work yourself to see what the town needs and tell us
that these grants could be available to you. Then we could pick out the
ones we want to try for based on your (inaudible) of our chance of
getting it.
(Inaudible) said he could probably put together a list tonight or
tomorrow but he is not sure the best way to go is with a "laundry list".
Mayor Sica said he didn't want a "laundry list" he wants a list that they
think we can get. The Mayor said he did not want one hundred things
on there. He said he would recommend that they send us three or four
that you think are desirable to a Community because you have worked
in Communities like Carteret. Then we'll pick from that three or four
and see how successful you are and then we'll go from there.
(Inaudible) said maybe it would help if Councilmember Fazekas spoke
to us. We all have different things and Councilmember Fazekas knows
a lot about computers and it is a big thing (inaudible).
Mayor Sica said if you want to do that you can call the Municipal Clerk
and she will give you everybody's phone numbers and how to get in
touch with them. You can get some ideas from the Council. You can
have each one head up a different department.
Inaudible said the bottom line is money, we all know that. We come up
with the task but the bottom line is always money.

Councilmember Failace said when they spoke about the things that we
missed you said we had a list.
Councilmember Fazekas said yes but he did not want to bring it up.
There are some opportunities we did miss but we are not going to be
able to do anything. He said he did not want to dwell on it, he wants to
go forward. He does not want to get into that aspect of the grants.
(Inaudible) asked where they got $400,000.00 for the construction of
the Senior Citizen Center.
(Inaudible) replied that is under the Small Community Block Grant.
You are now in the County Block Grant and you are not allowed to be
in both. If you were to ever opt out of the County then you would be
able to apply for those grants. As long as you are in the County you are
eligible to get the money from the County.
Councilmember Fazekas asked if that was just a designation for the
town that you could get out of. Would there be more monies available?
Mayor Sica said sometimes yes and sometimes no.
Councilmember Failace said sometimes that is the best way to go.
(Inaudible) said for $600,000.00 a year. We can apply for $200,000.00
a year for Housing and we always get more than 50% of that. We can
apply every year also, on top of the $200,000.00, for $400,000.00 for
the Senior Citizen Center and things like that. He said that was a little
more competitive probably one in three. If you do the numbers you
might still be better off with the (inaudible). It is something to think
about but the only bad thing about the County is that you never get it
all.
Councilmember Gutowski asked how do you help your clients produce
affordable Housing.
(Inaudible) replied that in regards to the Municipal Government we
help them to secure the funds that are needed. In the case of Carteret
that is not the problem, we help administer problems (inaudible). He
said maybe this would be a good time to say that they can customize
their services to the appropriate use to whatever situation they are in.
Carteret has a Community Development Office and they have staff.
Whereas, if there wasn't a Community Development Staff we would
need to do everything.
Mayor Sica said if you could give us an idea about some of the grants
that you think we might qualify for and then we can sit down and
discuss it. Maybe we'll take a shot at it. We'll give you an hourly
contract and see what you do with it.
(Inaudible) said the only thing, and Mark is alluding to it, it is not just
the idea of getting paid. We'll be happy to pick up the phone and talk to
everyone but there is a planning process that we usually go through.
We (inaudible) assessment and we sit down with the department heads
and we meet with you and it is hard for us to come in ftom the outside
and it is very (inaudible). He said he did not know of anyone who
spends more time finding out information on grants but there is so

much that we need to focus and we need to look at what your priorities
are.
Mayor Sica asked him what he was looking for on the hours for that.
The cost is on the back of the book. It says $65.00 to $100.00 an hour.
How many hours would you figure it would take to do that? He then
asked that they get a proposal to them to do exactly what he is saying.
To sit down and talk about what are needs are and give us the dollar
amount of how much you want to do that. And then how much per hour
to do each grant.
(Inaudible) said and in addition to that ifthere is any immediate designs
we'll bring that to your immediate attention. Then you can make a
separate decision on that. He said he thought it was in the best interest
to look at the big picture.
Mayor Sica told him to give them a proposal.
Councilmember Fazekas said let's get them to (inaudible) as fast as
possible.
(Inaudible) asked when it would be latest that he could get it to them to
act for the (inaudible).
Mayor Sica said all they need is a proposal ftom him then we'll call a
meeting next week and we'll sit down. If we go with it that next
Thursday, we'll put it on the Agenda.
(Inaudible) asked if they were interested in any 2% loans.
Mayor Sica said if we have a major sewer project that we can't fund
then of course we would be interested. We have been more (inaudible)
in the last few years to pay as you go through out Sewer User Fee. We
don't want to get too much in debt even though it is only 2% it is still
2%. If we can fund it out of our current money we will. We did major
sewer improvements in the late 80's to the tune of approximately
$27,000.00. Of course that was part grant and part bonding that we did.
If you could figure out a way we could borrow the money to payoff
those bonds, we'll buy that in a hurry.
Councilmember Fazekas said that he mentioned briefly about the
Industrial Road with Woodbridge. He said he knows that it is a million,
is that what (inaudible).
Mayor Sica said their end of it is going to be a little over one million
dollars and we are an Urban Enterprise Zone. We can put in up to 37%
of our Urban Enterprise Zone money. Now, ifthere is a grant including
the Urban Enterprise money we can do this for free. He said he knew
that Elizabeth, New Jersey has one.
(Inaudible) said he might not have the demographics and that he will
always be up front about that and that he would have to check it.
Mayor Sica said he thought the demographics would be there because
~e will open up a large enough tract for Industrial Development.
(Inaudible) said that was a terrific grant.

ORDINANCES: First Reading -
1. #97-20 Capital Improvement, Appropriating $25,000.00 for the
Purchase of Equipment.
Municipal Clerk Kathleen Barney said it was for a Police Generator.
Mayor Sica asked if they looked at it.
Councilmember DuPont said the Police Department had three different
companies come in to get an estimate on it or an estimate on a new one.
It is almost the same price. It will be eighteen grand for repairs alone.
Mayor Sica asked if David looked at it.
Councilmember Gutowski said Dave came down (inaudible).
Mayor Sica said if we have to buy one we'll buy one. He said if they
need it he could care less.
Public Hearing -
1. #97-19 Capital Improvement, Appropriating $60,000.00 for
General Improvements.

Councilmember Fazekas asked what the $68,500.00 (inaudible).
Mayor Sica said that is what they give them for Administrative
Expenses.
Councilmember DuPont asked if that came out of the UEZ.
Mayor Sica said it always does.
Municipal Clerk Kathleen Barney said they had to appoint him because
he passed his license certification.

MATTERS FOR DISCUSSION:
1. NJ Department of Personnel - Ordinance establishing position and
salary of Senior Assessing Aide. Re: Lisandro Villalba. Also need
resolution of appointment to provisional appointment.
Municipal Clerk Kathleen Barney said the Mayor asked her if it
was a desk audit or not. She said she just had a letter in a file from
the Department of Personnel, which said there was classification of
the position. She said she didn't see a desk audit. She said if
someone asked it wasn't from her office.
Mayor Sica said they were going to have to send out a directive.
There will be no desk audits unless this Council orders it.
Everytime we get a desk audit somebody wants a raise. Let's find
out who did that one and send a memorandum to all the department
heads that no one is to request desk audits unless it is so directed by
the Mayor and Council.
Municipal Clerk Kathleen Barney asked Councilmember DuPont if
he had three things on here.
2. Councilmember DuPont - a) No Turn on Red, Middlesex Avenue.
b) Site Inspection - dock. c) Roads to be paved.
Councilmember DuPont said he went down to the Crossing Guards
where his children go to school on Roosevelt Avenue and
Middlesex A venue. Trucks are turning on to the Industrial Road
there and they are not even slowing down. They are making the
right turn so quick that they go onto the curb.
Mayor Sica said we'll put a sign up, "No Turn On Red". We have
to get approval from the town.
Councilmember DuPont said if we apply to the County now
(inaudible).
Mayor Sica said to tell the Chief to have the Traffic Department
request "No Turn On Red".
Councilmember DuPont said he imagined that they already both
agreed to that.

3. Welfare Director - a) She requested a Resolution for the continued
Administration of General Assistance.
Municipal Clerk Kathleen Barney said she will put that on.
Mayor Sica said yes. We don't need anybody else (inaudible).
Councilmember Failace asked what the other one (inaudible).
Mayor Sica said that was just to help them get where they are now.
b.) The Welfare Director wants to establish a Food Pantry.
Mayor Sica said he thought that was a good idea and they did have the
letter at the present time anyway so let's do that by Resolution-
Superintendent - Re: Personnel Matter.
5) Steve Altman, Esq. - Requesting additional appropriation, $1812.50,
Re: State vs. Csimbok.
Councilmember Failace asked if they had everything billed up to that
point.
Mayor Sica said he didn't know he never saw a bill. He wanted to
know what the additional $1812.50 was for. We authorized payment up
to $1,000.00. The Mayor said this was a problem. They never come
back and say they are at $1,000.00. Let's take a look at this.
Councilmember Failace said he thought they did something with this a
while ago and we said they had to come to us.
Mayor Sica said it never goes anywhere, especially that Willis firm.
Have the Borough Attorney Craig Coughlin check them tomorrow. See
what the heck it is for and inform them that they were not hired to
exceed the $1,000.00. They may wind up eating the $1,200.00.
6) Bridges - ABC Suspension
Mayor Sica said unbeknown to us, that license is sold.
Municipal Clerk Kathleen Barney said it is not through yet it is only an
application.
Mayor Sica asked whom it would hurt if we suspend the license. It will
hurt the new owner. He said he did not think they should do that.
Councilmember Fazekas said they should have had a special meeting to
suspend it.
Mayor Sica said the new owners sat there that night.
Municipal Clerk Kathleen Barney said he meant to rescind it.
Mayor Sica said he did not rescind it he just stayed and the suspension
was supposed to take effect July 10th We'll do that at the next Council

Meeting. He said he was just telling them what he did, he said the
suspension of the license was pending speaking to the Council.
Councilmember DuPont asked what if they had a bad year.
Mayor Sica said they would take it away from them.
Municipal Clerk Kathleen Barney asked the Mayor if he wanted the
Resolution to rescind the suspension.
Councilmember Fazekas asked (inaudible) about Five Corners.
Mayor Sica said the man from Five Corners said he wanted six months
vacation.
Councilmember Fazekas asked if they were putting on a resolution to
rescind the suspension.
Mayor Sica replied yes but they will put a letter in their file that they
were suspended and we rescinded and if it happens in the future we'll
take whatever action is appropriate. Send them a copy of that.
7.) Borough Attorney - a) State vs Carney
Councilmember Fazekas asked if there was some kind deadline on the
transfer.
Mayor Sica said if the Police Department approves it then it is done.
The Mayor said they did not even get a bill yet so we can't do anything
with it.
b) DEP Wetlands Appeal - Mayor Sica said to tell the Borough
Attorney to set up a meeting with (inaudible)
8) Disciplinary Hearing and Grievances - personnel.
The Municipal Clerk said that is for Closed Session.
9) Residents of Varga Drive - request for trees.
Mayor Sica said if they plant trees we're going to wreck all of that. The
Mayor told someone from the audience that they will take a look at it
and if we can't plant them there maybe we could do it on the other side
ofthe fence. Then they won't bother you at all.
Councilmember Fazekas asked how many trees do you think we'll
need.
Municipal Clerk Kathleen Barney said about twenty trees.
Mayor Sica said they would not be able to plant the trees until the fall.
He said he did not want to wreck up the nice work they did over there.

Mayor Sica asked why they had to hire him. Why do we have an
insurance company for? They are saying that the Detective failed to
stop somebody from stealing something.
Councilmember Failace asked ifhe was nearby at the time.
Mayor Sica said no, we are going to turn this over to the insurance
company. We are not going to give Mr. Fusco carte blanche. What are
we paying for?
11. Municipal Court - Appointment of Assistant Violations Clerk
Councilmember Failace said that comes down to when Sue had
originally asked (inaudible). What happened was the Municipal Clerk
informed him that the people coming from the County were willing to
pay if we accepted it and they would pay nine months of their salary. A
good one came down and got a job the next day. He said he didn't
know how much longer he could wait.
Mayor Sica said crime is down in Carteret anyway.
Councilmember Fazekas asked why they didn't give it another month.
Councilmember Failace said that was fine with him.
Mayor Sica said they are so close to arbitration let it run its course.
12. John Norris, Esq. - Junk Yard License.
Municipal Clerk Kathleen Barney said he needs to get a license and he
has to go through a public hearing. She said she just wanted the Mayor
to be aware that was in the process.
13. Prior request for Payment:
The Municipal Clerk said there are three of them here that exceed
appropriation. She said she spoke to the Borough Attorney that
morning on these and he was supposed to make calls and get back to
us. She said she was not sure ifhe did it or not.
Mayor Sica said as soon as we get a report because this is the same
thing and here it is again. This guy could retire on what he over bills
Carteret on for what he is supposed to do.
a) Barry Albin, Esq. - State vs. Zubenko, $2857.20.
b) John Schantz, Esq. - State vs Wurst $390.90

Municipal Clerk Kathleen Barney said they have a stay of their
suspension and we can appeal that.
Mayor Sica said we are going to appeal it. If the ABC wants to give
them a license then let them be responsible if someone gets shot down
there. The Mayor said to tell the Borough Attorney that we will appeal
it, we want to be heard.

Councilmember Gutowski said there was something he would like to
talk about. For the past month or so he has been (inaudible) including
the Recreation Groups, the Softball Leagues and the Little Leagues and
(inaudible) conditions of the parks. He said he was away last week and
he asked the members of the Parks Commission to go out and take a
look at the Parks. He said they also took some pictures, which was nice
of them. What these men did was to go out (inaudible). Basically, they
gave a status report. No one is blaming anyone for the state of the
parks; this has been years and years of neglect. When people come into
our town they always take a look at our schools and they look at the
parks. They want to know what the town can offer and unfortunately
for many years it seems the parks have been orphaned. We really have
not given enough time or enough money to the parks and he thought
they really should change that. You can see that a lot of the things are
basically the same in all parks. The benches are broken, the basketball
hoops are broken and there is garbage all over the place. He said he was
sure the citizens of Carteret are at fault also. He said it is up to them to
maintain the repairs up to a certain extent.
Mayor Sica said they already painted the Sportsman's Building.
Councilmember Bialowarczuk said they should find out what the
expenditures were down Chrome Park. It took less than a year
(inaudible).
Mayor Sica said what they were doing was airing dirty laundry and he
did not think they should do it here. He said what they should do is get
$60,000.00 in Capital Improvement. Let's look at what they can do
with some of that money to address some of these problems, like
broken sidewalks in the parks.
Councilmember Gutowski said when you look at it you will see that
$60,000.00 is not nearly enough.
Mayor Sica said he understood that.
Councilmember Bialowarczuk said there is no manpower in the Parks
Department compared to what you had in Carteret years ago to
maintain all its playgrounds. The Parks Department has to take care of
every empty lot in this town, all the side streets. There is too much for
one department to handle.
Mayor Sica said everyone should review what they have and we'll have
a meeting next week because we'll need a meeting on these guys next
week anyway. We may be able to get some grant money.
Councilmember Fazekas said just the fences around the park, if they
were maintained on a yearly basis. This is an accumulation over years.
We are talking about preventative maintenance.
Councilmember Bialowarczuk said to go back over the bills and the
money trails for the last ten years on what has been spent on used parts.
She said it could break yours heart when you know that three years ago
there was new fence and it is now totally wiped out.
Councilmember Fazekas said there are also fences that look like they
have never been painted.

Mayor Sica said there are other things that you have to look at too.
Take the basketball courts in Parkview. If two kids a year use it that is a
lot. We should sit down and look it.
Councilmember Gutowski said this is tied into this and this is tied into
that (inaudible).
Mayor Sica said $60,000.00 is not going to do it but it is a start.
Councilmember Gutowski said if you want to take a few days and
gather the information we'd go over it next week.
Councilmember DuPont said he had one more thing to discuss. We
received a letter from Cindy DeCamp and (inaudible).
Mayor Sica said it is a grievance.
Councilmember Fazekas said we talked about the Fire Truck and we
are just looking for monies.
Mayor Sica interrupted and told Councilmember Fazekas by the end of
the night he would tell him how to get the money.
Councilmember Fazekas said that was why he was trying to get grant
money.
Mayor Sica said they wouldn't get grant money for a Fire Truck. He
said he always anticipated buying a new Fire Truck out of the Belle
Meade proceeds from the land. Weare going to have to make some
adjustments because they are going to pay extra money for this piece.
In total there are 89 acres that belong to the City. If we only average
$10,000.00 an acre it would give us $890,000.00 or enough money for
a new Fire Truck. Maybe in lieu of taking the money we'll sell the land
for a Fire Truck. We have done that before and that is the way to do it.
We sold Lafayette Street to GATX for $100,000.00. He said they did
not take the money because they did not want it to go into the budget.
We took lights for Sullivan Field etc. and that is the way it can be done.
Councilmember Fazekas said some of the companies around here
answer to their calls whether an alarm went off or not. Their
contribution to the town is (inaudible).
Mayor Sica said unfortunately no companies today are of the
magnitude that they used to be years ago. Today it is a buyers market
out there to get companies to come to their town. For instance, there are
many businesses coming into Carteret. In the next two or three weeks
we are going to have some new ones come in. Woodbridge has had no
new industries in five years. You can't keep going to the trough every
day. He said he was hoping that they would be to that position already
if Dauman had not done what they did.

Councilmember Fazekas said he did not have a problem he just wanted
to make sure we keep (inaudible).
Mayor Sica said he would not forget about that.
Councilmember Feingold said they should talk about a general policy
in reference to Volunteer Fireman.
Mayor Sica said he thought it should be done an in Closed Session
because there are grievances on that one.
Councilmember Bialowarczuk said what she wanted to discuss was for
Closed Session.
Councilmember Failace said he did not know what the Graffiti
Ordinance said because he did not read it but whatever it says we
should make it six times as strong because it is a shame that there is
graffiti all over. We have to catch them but unfortunately...
Mayor Sica said unfortunately no matter how strong the ordinance, it
doesn't matter if you don't catch them.
Councilmember Failace said he thinks it stinks.
(Inaudible) said maybe they could use video surveillance.
Mayor Sica said it is on a main road what more do you need?
Councilmember Fazekas said it is out in the open and a few video
cameras are cheap.
Mayor Sica said they may be forced to do that. He said he wanted to
bring the Council up to date. Giordano backed out of buying that 14
acres. There is a company called Duie Pyle that is coming in, they have
purchased in. They are going up in front of the Planning Board. It is a
cross-dock shipping company and they will employ a considerable
amount of people and they are coming in. He said his discussions with
Paulis the one hundred sixty thousand square foot refrigerator they may
put up an additional one hundred sixty thousand square foot refrigerator
and on top of that they are going to expand the White Rose Building
either by 80 thousand or 250 thousand which would probably make it
the biggest building in the State. They are going to put another one
hundred sixty thousand square foot so they are going to have three
hundred twenty thousand square foot refrigeration space and that is not
even White Rose. White Rose wants an eighty thousand square foot
refrigerator plus an additional two hundred fifty thousand square foot
warehouse. We are in the "talking" stage with them right now. He said
he told them for all purposes here the incentives that we gave will carry
on with the next sections. Not that the first six hundred fifty thousand
square foot, they are on the year 3 with that already. That doesn't go
back it is just that it will give them the incentive on the new one
including Duie Pyle. Duie Pyle is about a four million dollar project
and it is taking the Mobil piece of property that is contaminated and
according to the State's plan to pave it all. Every inch that is
contaminated will be sealed in and they will donate the access road
down to the dock area. That will be coming up before the Planning

Board at the next meeting. There will be a lot of negotiations on that to
try to get it the way they want it and insure them they can have it built
in the time that they need it. Of course they are working with Paulius
because that is the kind of building they want.
Councilmember Fazekas asked if they spoke about the (inaudible) that
is broken right now. There could still be people going on there. He
asked if they could put up a sign that they are closed.
Mayor Sica said they could do that but he did not see how they could
force it. We could put a "Go In At Your Own Risk". Nothing is going
to protect you. You put up a sign that says it is closed and they go in
and fall off, we'll have trouble.
Councilmember DuPont said (inaudible) and the sign falls off they are
going to sue us.
Mayor Sica said they will put the signs back up that say "Go in at Your
Own Risk - Closed".
