The motion passed unanimously. Approval of Minutes Mr. Record moved and Ms. Deetz seconded to approve the minutes from the May 14, 2019 Special Meeting as printed. The motion passed unanimously. Communication Received Ms. Abbott stated no communications have been received. New Business A. Designation of 204 E High Street as a Landmark Councilwoman Ward presented the Landmark Award for 204 E. High Street to Debbie and Jay Seaver. Mr. and Mrs. Seaver expressed their appreciation to the Historic Preservation Commission for designating their property as a Local Historic Landmark. B. Historic Preservation Training Ms. Abbott explained that the National Historic Preservation Act of 1966 created the programs we have today. The first City of Jefferson Historic Preservation Commission was formed in 1983. Ms. Abbott gave an overview of Chapter 7 Boards and Commissions, Article III Historic Preservation Commission of the City Code more specifically powers and duties of the Commission. She stated that Jefferson City was designated as a Certified Local Government in 2004. Minutes/Historic Preservation Commission Page 2 June 11, 2019 C. Tornado Damage Update Ms. Deetz distributed a tornado damaged structure diagram for the 500 and 600 Blocks of Capitol Avenue. She explained that the City Council approved a $25.00 flat fee for building permits for one and two family structures. The Historic City of Jefferson will pay the fee to cover up to 250 applications for structures in the tornado damaged area. The Historic City of Jefferson is providing mentoring for the rehabilitation process for historic buildings. Other Business A. Dangerous Building Determination for 1101 E Capitol Ave Rear Structure Ms. Abbott explained that the owner is proposing to remove the small second story addition to accommodate the use of the property as a haunted house. The small addition is severely damaged by water infiltration causing it to be structurally unstable, it meets the code definition of a dangerous building and should be removed. Ms. Abbott explained that no action is necessary at this time. B. Staff Updates 1. Section 106 Review — 304 E. Ashley Street Ms. Johnston explained that the owner of 304 E Ashley Street has submitted an emergency assistance application under the CDBG Homeowner Support Program for replacement of a broken water lateral. She stated that since federal funds are being expended on this project, it necessitates a Section 106 Review. Due to the emergency nature of the repairs, the Section 106 review process was expedited. Ms. Johnston explained that the State Historic Preservation Office concurred on June 4, 2019 that no historic properties will be affected with this repair. Subsequently Chairperson Mary Schantz provided her concurrence via email on June 6, 2019. Ms. Johnston explained that no action is necessary at this time. Dates to Remember A. Motion: Project appears to meet the Capital Avenue Neighborhood Conservation Overly District design criteria, and is approved by this Commission. Mary Schantz Chairperson Attest Jayme Abbott 103 Jackson Street, Jefferson City, MO Scope of Work Exterior work Amanda Williams 318.471.6931 blueoctavia@yahoo.com • Repair/replace roof including rear porch rafters and roof decking • Install gutters and downspouts with leaf guard • French drains from downspouts, along driveway, and parallel to the north side of house • Remove concrete parking pad between the house and the large tree while retaining the two foot tall concrete retaining wall supporting it • Install a four foot tall fence. All fence within 60 feet of the road shall be cast metal rail fence and chain link elsewhere. Install three gates. • Repair crack in northeast corner of foundation. • Remove paint from 1st floor brick— to be completed by owner • Spot repointing of foundation and brick wall more particularly on the southern wall near the front of the house. Mortar must match the color of the existing mortar and joints must be tooled to match. • In-kind repair/replace damaged fascia, soffits, and trim with those that match existing. • Epoxy repair of columns • As needed replace 2"d floor wood shingles and siding that are deteriorated beyond repair with those that match the materials, size, and shape of the existing shingles. Retain as much original material as possible. • Scrape and paint all exterior wood • Construct a new porch with stairs from the ground to the first floor of the house. Deck at first floor and second floor will be same size as existing first floor. Stairs will be constructed from the first floor to the ground floor. Porch shall have square posts and a simple picketed balustrade. — to be completed by owner Interior work • Electrical — Install temporary electrical service. Evaluate existing wiring and fuse box to determine if they are salvageable. Rewire house by following existing pathways where possible and making as few holes in the plaster as possible. Add Cat S cable wiring to living room, all bedrooms, and closet 1. Update light switches and plugs as needed. Install at least 1 plug with USB charging ports in each room. Install new light fixtures in every room and four on the exterior. Install exterior security cameras and doorbell. • HVAC - Install new air handling unit and condenser. Install new ductwork accessing the second floor via a chase created in the kitchen and second floor new closet. • Plumbing — Inspect connection between the house and city sewer to determine if pipes need to be replaced. Remove existing interior plumbing as needed. Install new pipes throughout utilizing the same location of existing pipes. Install new fixtures throughout. Install new water heater. • Repair plaster walls. Replace sheetrock ceilings where necessary. • Kitchen — remove pantry and repair walls. Retain any removed trim for use later. Install cabinets, counter tops, mechanical chase, and appliances as needed. • Reconfigure bathroom on second floor — Demolish wall between the bathroom and shower room saving all baseboards and trim for use later. Enclose door into shower room. Construct wall flush with the hall to create a linen closet. Install salvaged door and trim. Reconfigure the remainder of space into bathroom, laundry room, mechanical chase, and closet for bedroom 3 (see plans). Use sheetrock on all new walls and repair plaster. Install salvaged trim. • Enclose hallway between bedrooms 2 and 3 to create a second closet for bedroom 2. Install shelves and close rod. • Remove closet in bedroom 3 (closet 2) salvage door and trim. Repair plaster in spaces in the sidewalls where the wall is removed. Install shelves from floor to ceiling and install cabinet doors. • Make an opening in the west wall of bedroom 3 use salvaged door and trim to create entry into the new closet. Install shelves and clothes rods. • Insulate basement ceilings between the joists and cover with plywood. • Blow in insulation in the attic. • Remove all paint from the stairs and first floor woodwork, and clean, and varnish wood. Paint trim on second floor. —to be completed by owner • Remove carpet and linoleum. Strip wood floors, sand, and varnish all wood floors. Install new linoleum flooring in the kitchen, bathroom, and laundry. — to be completed by owner • Strip, sand, and paint wood windows. install new glass where it is cracked or missing. Re -rope all wood windows and weather-strip. Replace missing window in stairs with a single -light fixed sash wood window. — to be completed by owner • Paint all doors on exterior facing sides. Strip all interior doors on the first floor then sand, clean, and varnish wood. Strip paint from wearing surfaces of upstairs doors and repaint doors. Replace in-kind deteriorated door. Remove, clean, and reinstall all original hardware. In FY2020, the SHPO expects to award approximately $100,000 in grants. All Certified Local Governments, all county governmental entities, municipalities, and qualified non-profit organizations with historic preservation mission with a historic preservation mission are eligible to apply for Historic Preservation Fund grants; however, only Missouri's Certified Local Governments (CLGs) qualify to compete for the mandatory ten percent (10%) pass-through funding. We will be funding National Register, Survey, Planning and Outreach and Predevelopment (also known as Preconstruction) grant projects. We will not be funding development projects in this round. We require the submission of a pre -application for review and comment by Friday, August 16, 2019. The HPF Grant Manager will review the pre - application for technical accuracy, budget issues, project goals, eligibility and feasibility of completion within the FY2020 timeframe. We will also be offering a grant application workshop on Thursday, July 18, 2019. This is a two-part event: lecture style training on filling out the application forms and one-on-one consultation regarding your specific project. Attendance at the workshop is by RSVP only.
