HomeMy Public PortalAbout1997/08/14 The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting August 21, 1997 was held on August 14, 1997, 7:00 P.M., Municipal Court!Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. The following were noted present: Mayor Peter J. Sica Counci1member Bialowarczuk " DuPont " Failace " Fazekas " Gutowski Noted absent was Councilmember Feingold and Borough Attorney Craig Coughlin. Statement of Meeting Notice mailed to the Home News Tribune, The Star Ledger and posted on the bulletin board on August 8,1997. Mr. Potter from Potter Architects addressed the Governing Body. He stated he was hired by the Borough to look at the building across from the Municipal Building, the former super market. .... (Inaudible)... library or senior center or a combination of the both as well as looking at the future expansion possibility. He said the result of their report is that it would be feasible to easily convert this building into a . ..(inaudible)... He said the structure is the appropriate size and construction type. He said it has a very open space inside that would be easily adaptable to multiple space configurations. He said there are very few columns and very few large bearing elements in the building because of its previous use. He said additionally one half of the building, which is about 7000 sq. feet, has a full basement underneath it that could be utilized as a storage area. Where the prior building was at there are no steps inside.. .(inaudible)... He said he prepared a complete report on the building. He said his company looked at both the exterior sights.. .(inaudible)... that they needed and the interior including the stuff the Council required as well. He said they developed a time line or a possible construction pattern as well budgetary cost per sq. foot to do a complete renovation of the building. He said the complete renovation of the building would include all the plumbing, electrical and .. .(inaudible)... complete with interior finishes, brand new roof with a three year warranty, upgrades to the exterior of the building as needed, complete re-topping and drainage improvements to the parking area. He said they have also checked out adequate parking for the sight and the building came out with flying colors from all the specs. He said his company has developed a budgetary figure in the neighborhood of about $75-85 per sq. foot to renovate the building up to 1997 code standards as opposed to new construction, which would be $125-150 ...(inaudible)... He said he also prepared sketches of what the building would be like in the future. He continues to speak about the renovations of the building (conversation is inaudible). He said due to the previous use ofthe building all the floor-loading passages are adequate for assembly use. He said from a structural point of view the building is an excellent candidate for a senior center/library. Borough Attorney Craig Coughlin was noted present at approximately 7:15 p.m. Councilmember DuPont said when taking a walk through the building, he saw water in the basement, and he wanted to know if that was something Mr. Potter could address and take care of. Mr. Potter said yes there are a number of issues there. He said for one thing he believes the loading dock area, which is a trailer level loading, currently has inadequate draining and that could be one source of the problem. He said there are other simple measures that could be done such as an interior footing drain and a sump pump could be added in the basement area. Mayor Sica said the water comes halfway up the cellar. He said it is 3 feet of water. Councilmember DuPont said he had one other question. He said in the taller section of the building. ..(inaudible)... Cooke Avenue liquors right now. Mr. Potter said that is either a new building or possibly, if at some point in the future the Council wanted to take a look at the building for structural soundness if it could be renovated. Unidentified man from Potter stated that building would make a very nice area for the bathrooms, kitchen facility for the senior, meals on wheels. He said an elevator was placed in the clock tower adjacent to it hoping the small groupings on the upper floor could use it and also it would go down to the lower areas, the so called wet area, he said they feel confident they can make it dry. He said it holds up to 500 people so eventually it would be turned into a meeting hall for the town. He said there would be a separate area for children, adults, audio visual, computers, all kinds of meeting rooms and multipurpose rooms. He said the budget for the senior center is based upon another center his company is constructing which is similar to what they would be doing for the Borough of Carteret. He said the numbers given to the Council are similar to the numbers for another active job so the Council can rest assured that these numbers are very active market numbers. He said he guarantees that whatever amounts they give for a budget will not be exceed. Councilmember DuPont stated.. . (inaudible). .. Unidentified man from Potter stated actually an idea structure for winter work. He said the Borough could save up to 25 % because most contractors are looking for winter work where they can work inside the structure. He said if his company can put the package together and set up for a bid for winter work they will save 25-30%. Councilmember Failace asked if he was saying the Borough could save 25-30 % off of the .. .(inaudible)... 2 Mr. Potter said he could not guarantee the amount of savings but there would be a percentage taken off. Mayor Sica said if he takes the retrofit work at 1.2 and the new construction saying a library is going to be built at the same time 2.1 it is 3.6. He asked ifboth could be done for 3.6. Mr. Potter said yes it could be done for 3.6. He said they had a very short period of time to select the design for this project. He said they would make an assertive effort to make this project blend better with the existing Municipal facility all ready there. He said he would like to build a .. .(inaudible)... across the entire front of the structure so people could gather there sort of a community gathering. Mayor Sica said he thinks what should be done at this point is the Council should take the information given by Mr. Potter and review it. He said he would like to call a special meeting for Tuesday night at 6.30 p.m. Borough Engineer Parmar to address the Governing Body. 1) He said Federal Boulevard roadwork is 70% done. He said Rasculinecz Road has been included with the D.O.T.'s consent. He said the holding up is by PSE&G. He said their man holds have to be properly adjusted, before the Borough does the road. He said this is being followed. 2) He said Romanowoski Road near the Post Office has been surveyed. He said the normal price without the intersection would be $9300.00 cost with intersection would be $12,100.00. He said he negotiated with the contractor working on Federal Boulevard. He said if the contractor could do this while he is working on Federal Boulevard his cost would be $7,900.00 without intersection and $10,300.00 including intersection. He said he knows money is very limited and that is why he got quotes with an intersection and without. Mayor Sica said it is the Council's decision. He said there is $10,000.00 received from the County for snow removal, which can be used. He said he does not think putting $300.00 with the $10,000.00 will be a problem. He said to give a work order for this to be done. The Borough Engineer Parmar continued his report. 3) He said the underground tanks at the recreation center on Pershing Avenue are now completely attended. He said he is awaiting the lab results and this will decide the final issue of disposing the excavated soil. 4) He said final layout of site development was discussed with the Mayor and the effect of the planned changes as per the attachment the change order is for $16,900.00 ...(inaudible)... He said this takes into consideration all the savings.. . (inaudible).. . He said it was finally decided the thickness of the pavement could be reduced by about an inch without hurting the operation ...(inaudible)... how he came up with the $16,900.00. Mayor Sica said this is for the patio in the back and the walkways. Borough Engineer Parmar said it would be 12 feet in the back. AUGUST 14, 1997 POTTER ARCHITECTS (CONTINUED) BOROUGH ENGINEER 3 ~UGUST 14, 1997 POTTER ARCHITECTS (CONTI NUED) MINUTES FOR APPROVAL ORDINANCES Mayor Sica said to issue a change order he wants this done and open by September 1st. Borough Engineer Parmar said he could do that. 6) He said as requested by Councilman John DuPont full particulars for the Hockey Rink has been obtained from the County about the decision on adopting the type of surface is to be finalized. He said he has all different types of details. Councilmember DuPont asked Borough Engineer if the County gave him any kind of money figure as to what this will cost. Borough Engineer Parmar said no they did not. Councilmember DuPont ask Borough Engineer if he asked the County for a money figure or if there is a money figure. Borough Engineer Parmar said he does not know for sure but he will look into it. He said he does not know if the Council would like street hockey or field hockey. Councilmember Failace said the Council wants the same type of rink as the county has in West Carteret. Borough Engineer Parmar said he thought the Council might want something different this way it gives people a choice. Mayor Sica said no, the Council wants the same as West Carteret because the one in West Carteret is not always open. Borough Engineer Parmar continued his report. 6) He said the traffic control plan at Minue School was studied in detail along with the Police Department. He said the proposal would be submitted soon. 7) He said a few months before he and the Mayor visited the County Engineer's office to discuss and suggested for improvements to the Turnpike approach area. He said he is glad to inform the Council that finally he has learned that the project has been approved as a priority and the County is now in process of appointing a consultant for studying this and coming up with a solution. Mayor Sica said Carteret was put on a priority funding. He said his discussion with various County officials and they also want to see the mall built. He said he explained to them if the mall is built then he is going to get the mall to contribute a considerable amount of money to the whole project. He said this in turn would lessen what the County, Turnpike or the city itself would have to put in. He said the Borough has been put on priority and now that the County is willing to sit down with the Turnpike and BelleMead, it brings the Borough one step closer. April 17 & 28,1997. He said it does not cost anything to bid it he still has the specs from last year. He said if in fact he gets the new plant in operation before he will donate the removal of the street sweepings. NJ Department of Personnel- a) Certification of Eligibles for Appointment - Police Sergeant. Date of Disposition, 10/16/97. Mayor Sica said this would be discussed in Closed Session. b) Certification of Eligibles for Appointment - Mechanic. Provisional- David Zullo. Date of Disposition - 10/11/97. Mayor Sica said he feels Mr. Zullo is the best the Borough has and he thinks Mr. Zullo should be made permanent. c) Certification of Eligibles for Appointment Supervisor/Streets. Provisional- George Carpenter. Date of Disposition - 10/04/97. Mayor Sica said this has to be looked into because Mr. Carpenter does not have a licenses or schooling. He said he thinks this needs to be checked out first. He said he does not feel it is right to appoint him and then take it away from him. d) ElectricallFire Subcode Inspector Appointment Expired. Temporary PATRICIA HOLDEN 2. Patricia Holden - a) Waterfront Awards Program. Mayor Sica said he is not getting the Borough involved in this. b) Requesting resolution authorizing P. Holden to solicit quotes for professional services relating to RFP for Streetscape, Lower Roosevelt and Pershing & Cooke Avenues. Mayor Sica said he felt this should be done. c) Request to amend resolution #96-353, Members of UEZ Advisory Board. d) Requesting resolution-authorizing submission of project plan regarding upgrade of emergency radios. Mayor Sica said some money to upgrade the radios could come from the UEZ but not all of the money. COMMENTS Borough Attorney Coughlin said he had a discussion with Pat in regard to the revised plan in connection with the agreement with Frank Raia. He said the financial arrangement between the Borough, Mr. Raia has been clarified, and that is not reflected in the project plan that was current before F.M.H.A. He said in his conversation with COAH they indicated they wanted to have F.M.H.A. take a look at that before they approved or amend the plan. He said he told them the Borough would do that but candidly told them the Borough only wants to hear things are ok. He said he explained to them the Borough thinks things are ok and things have been resolved. He said he spoke with Pat and 6 she indicated F.M.H.A. has said they want more revisions in terms of the projects plan to include the actual numbers that were arrived in constructing the projects. He said the project plans that were originally submitted included estimates with regard to various costs of the projects. He said now they want to use the figures Mr. Raia has at the end. Mayor Sica said if that is what they want then give it to them. 3. Municipal Clerk - Instant Raffle games. Need to establish amount that Borough will charge. Borough Clerk stated the Borough needs to establish an amount to charge for Instant Raffle games. She said Legalized Games charges $500.00 for a whole year if a group wants to have this. She said she does not know what the Borough wants to charge. Councilmember Failace asked Borough Clerk Barney what an instant Raffle game was. Borough Clerk Barney explained it is when a group could have a raffle everyday of the year with only one application. Borough Attorney Coughlin asked if the Borough was permitted to or had to licenses them. Borough Clerk Barney said yes. She said it is the same like any other raffles the Borough has to give them a raffle license. Mayor Sica said to pass an ordinance to set the fee at $100.00 for instant raffle games. 4. New Jersey Department of Health and Senior Services - PEOSHA Mayor Sica said tell the chief to start working on fixing the problem. 5. Attorney Spoganetz - Representing A. Duie Pyle, Inc. a) Easement and Landscaping. b) Tax Abatement. Mayor Sica said put it on the meeting and the Council will approve it. 6. Katherine Aldridge - Requesting authorization for additional appropriation, $794.75. Mayor Sica asked Borough Attorney Craig to review the bill. 7. Construction Official - a) Requesting ordinance amending fees for physically disabled. b) Requesting amendment to Ordinance #97-9, Waiver of certain fees. c) Proposed changes to Zoning Ordinance. d) Requesting fixed salary for P /T inspection work. Gloria Goodrich - Need appointment to Planning Board. Will make appointment. 12. Gates Realty Corp. - Abatement. - Draw up Ordinance. 13. Tony Neibert - Staflex bond fee waiver. Mayor Sica said to have Staflex come in to see what it is they actually want. Councilmember DuPont asked Borough Attorney Coughlin to check into this and see if there is a way to make a one-time exception to the ordinance. 14. NJ Department of the Treasury - V &C Entertainment, Inc. Mayor Sica said fine let them auction it off. 15. Detective Sergeant Ron Bennett a) ABC charges - Xisle. - Set Hearing b) Requesting an amendment to Borough Code Chapter 71, Hours of sale & consumption of alcohol. - Borough Attorney will review. 16. Scottsdale Insurance Company - Request for payment of liability deductible, $595.90 - Resolution to be drawn up. 17. Councilman DuPont - Police ordinance, Re: Gary Stowell. - Closed Session 18. Councilman Failace - Time Clocks. - Councilmember Failace will give names to Purchasing Department to purchase Time Clocks. 19. St. Demetrius - Request to erect street lamps. - Permission granted. BUSINESS TO BE ADDED: Councilmember Gutowski spoke about the graffiti. He said someone has put graffiti on the walls of the Holy Family Parish. He suggested 8 creating a graffiti Ordinance and offering a reward for any information leading to the arrest, capture and conviction for who ever is responsible. Mayor Sica said he would personally offer a $500.00 reward to anyone that turns in who ever is doing this graffiti. Borough Attorney Coughlin said he would look at the graffiti Ordinance and see if he can included a reward from the Borough. Mayor Sica said that would be fine but in the meantime he would offer $500.00 personally. Councilmember Fazekas said the Firefighters have been having problems. He said he has specs for a truck and the cost was $650,000.00. Mayor Sica said he thinks he has devised a way to get the money but it will take a few months but no commitments can be made until the Borough actually gets the money. He said to call the truck committee before the Council 7:00 p.m. next Tuesday. Councilmember Bialowarcznk said a few employees asked her if something has changed with their medical and hospital coverage. Mayor Sica said yes, something has changed and it will be discussed in Closed Session. He said everyone would get a packet in the next few days. RESOLUTION #97-243 was introduced by the Mayor and referred to the Council for action. Upon MMS&C by Councilmembers Failace and DuPont RESOLUTION #97-243 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote Councilmembers Bialowarczuk, DuPont, Failace, Fazekas, and Gutowski voted in the affirmative. Councilmember Feingold was noted absent. At approximately 8:26 p.m., this meeting was closed.
