The Agenda Meeting of the Mayor and Council of the
Borough of Carteret preceding the Regular Meeting
October 16, 1997 was held on October 9, 1997, 7:00 P.M.,
Municipal CourtlPolice Facility, 230 Roosevelt Avenue,
Carteret, New Jersey.
The following were noted present:

Also noted present was Borough Attorney Craig Coughlin.
Mailed to The Home News Tribune, The Star Ledger and
posted on the Bulletin Board on October 3, 1997.
a)Cindy DeCamp - She addressed the Governing Body
saying she had about 1300 signatures from people who
wanted the Skate Park.
Mayor Sica told her the Council was already entertaining
this. They have already gone out and gotten specifications
from the County for a rink similar to that and a cost
estimate for it from the engineer. He spoke shortly on this.
Cindy said she had a small synopsis of three (3) town or
Borough owned parks who had rinks similar to this.
Mayor Sica addressed the Clerk to write a letter to each of
those towns and ask for any information on their
specifications and blue prints and how they run them.
Councilmember Failace said a big concern would be
insuring it.
b)Borough Engineer - Mr. Parmar then gave his report
speaking on the specifications for the roof work at the
Police and Fire Buildings, the advertisement for bids for
yearly sewer maintenance will begin, the additional survey
for the Industrial Road, discussing the problem of the
waterway below the Industrial Road, an in depth study for

Release of RCA Funds
flooding on Noe Street, a survey on Mathew, Lexington
and Harris Avenue that is done and the specifications are
under preparation, the DEP has been approached for the
extension of the permits for Sabo and Etheridge and for
preparing the additional drawings for this, the field lights at
the Recreation Center are operative, the stormwater run off
open "channels on Milik Street, the Board of Education
holds the right of way easement on the property on 60
George Street, and the architect is seeking access to the
Cooke Liquor Store Building.
c) William Kolibas, Jr. - This is a Personnel Matter and
will be discussed in Closed Session.

MATTERS FOR DISCUSSION:
Resolution #97-315, Release of RCA Funds - Tabled
10/2/97. Mayor Sica said it can be put back on. He checked
it out and it is the exact numbers.

Ted Surick - Removal of Street Sweepings. This was put
on hold.
Carteret Welfare Board - Appointment to unexpired term.
The Clerk told the Governing Body they need a name for
that appointment. The Mayor said he would come up with a
name.
NJ Department of Personnel - a)Certification of Eligibles
for Appointment - Omnibus Operator, Re: Janet Stark.
Date of Disposition -12/13/97. - The Clerk said we have a
certification in on Janet Stark and then we do a resolution.
b) Certification of Eligibles for Appointment - Police
Sergeant. Date of Disposition - 10/16/97. Mayor Sica said
they will discuss that in Closed Session.
William Kolibas, Sr. - Personnel Matter. This will be
discussed in Closed Session.
Patricia Holden - Requesting resolutions:
a)Designating Ron Simon and Ron Bennett as Technical
Coordinators for Police, Fire and Emergency Management
radio systems. Mayor Sica said they have to have two (2)
people to get money. Someone inaudible said they wanted
to just check the Fire Department first.
b) Authorizing Mayor to execute 1997/1998 UEZ Contract.

appropriation, $648.20, Re:
Coughlin will check on this.
Request for additional
Hojecki ads. State. Attorney
Mt. Carmel Guild Nursing Service - Requesting
compensation for Nursing Services - Mayor Sica said this
would be considered in next years budget.
Police Chief - Police Academy availability - This will be
discussed in Closed Session.
DSG Ronald Bennett - Request for desk audit, Cindy De
Camp _ Mayor Sica said there will be no desk audits until
all negotiations are settled.
Joseph Schiappa Esq. - Billboard Ordinance. Okay to put
on.
Municipal Clerk - Personnel Matters. This will be
discussed in Closed Session.
Patrick De Blasio Requesting the following:
a) Change of Use Ordinance, Re: Bond Ordinance #96-16.
b) Professional Service Resolution - McManimon &

Okay on both of these.
Mayor Sica - Industrial Road Extension - the Mayor spoke about
the first letter he received that asked to go down to the
Transportation Trust Fund Municipal Aid Program and ask for
monies to build the Industrial Road. He commented you cannot go
down there with no drawings. Later on he received another letter
saying they will have some preliminary numbers for us by October
27th or 28th and then we can go down there. We will ask for a
meeting with the Transportation Commissioner and whoever else
we have to and get a commitment from them. We will build this
ourselves.
D. Uhouse - Letter requesting benefits, Re: Susan Gadecki - This
will be discussed in Closed Session.
Mayor Sica spoke saying every year when the Band Parents have
their yearly band function the EMS assists them with people, but
this year they have that training thing and they can't assist them, so
the band parents are asking for some kind of help. He suggested
police officers and asked they be sent a letter for them to be
assigned there on that particular day.
BUSINESS TO BE ADDED:
Councilmember Gutowski spoke on getting a Local Access
Channel and that it would cost $15,000.00 to $20,000.00. Mayor
Sica suggested to have them come to the next Agenda to discuss it
and commented he thought it was a good idea.
Councilmember DuPont said the Chief gave him a list of names for
commendations.
Councilmember Failace said he had been looking around and there
is a lot of properties with a lot of garbage looking lousy. He
questioned if there was someone looking around giving out
violations for things like that.
Mayor Sica said that is what Dino is there for and he will call him at
his office tomorrow and tell him to get it done.
Councilmember Failace mentioned Lucas Chevrolet and Mayor
Sica said someone is buying it and said he would discuss it in
Closed Session.
Councilmember Failace had a transcript of Councilmember
Bialowarczuk's statement at the Council Meeting of how we talk
about Borough Employees in Closed Session, etc. etc. He wants to
go on record saying that is a lie. We do not do that. We have
discussed negotiations, but that is it. This is a direct transcript of it
that he secretary did. He thinks we have to make the record straight

of exactly what we have done and said about Borough Employees
and on top ofthat he would like to hear that now.
Mayor Sica said this was personnel.
Councilmember Bialowarczuk said she had no problem with
pulling out any Closed Session for the last six (6) months and
hearing the comments.
Councilmember Failace said if that were done in Closed Session
we wouldn't have the right to go out and speak on it publicly. He
then told the mayor they are not after any Borough employees and
reminded him that he was there at the meetings and they never said
that. Neither side.
Councilmember Bialowarczuk said she IS saying they are after
Borough employees.
Mayor Sica said when the tapes come out then people will judge
the truth.
Mayor Sica then asked for a motion to go into Closed Session and
Attorney Coughlin said it would be for Personnel Matters,
Potential Litigation and Ongoing Litigation.
Upon MMS&C by Councilmembers DuPont and Fazekas
RESOLUTION #97 -316
"RESOLUTION TO GO INTO CLOSED SESSION"
was Adopted. Upon individual roll call vote, Councilmembers
Bialowarczuk, DuPont, Failace, Fazekas, Feingold and Gutowski
voted in the Affirmative.
At approximately 7:35 p.m., a Closed Session was held.
Upon MMS&C by Councilmembers Failace and Fazekas and
unanimous affirmative vote of the full Council present this meeting
was opened at approximately 9:05 P.M.
Upon MMS&C by Councilmembers Failace and DuPont and
unanimous affirmative vote of the full Council present, this
meeting was adjourned at approximately 9:06 P.M.
