Mr. Kirkeby seconded the motion and it was unanimously voted. There being no further business, on motion of Mr. Hart, seconded by Mr. Beatty, the meeting adjourned. ATTEST: Village Clerk COUNCIL MINUTEC December 29, 1962 Mayor The Council of Bal Harbour Village met on Saturday, December 29, 1962 at 9:30 A.M. in the Village Hall. Present: Messrs. Faulkner, Hart and White Absent: Mr. Beatty and t:'r. Kirkeby Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. Upon motion of Mr. Faulkner, seconded by Mr. hart, the minutes of the previous meeting of November 24, 1962 were approved as submitted. The Village Manager read a letter from Mr. Clyde R. Husk, Traffic Engineer, Metropolitan Dade County, written in reply to our letter of November 24, 1962 reflecting the Council's objection to the proposed turn restriction at 96th Street and Harding Avenue. Mr. Husk advised the Council that he would present valid reasons why this turn— ing restriction will be advantageous at the time the final plans are made for the widening of 96th Street. Mr. Webb read a letter from Dr. Irving Muskat, Chairman, inter — American Center Authority, in reply to Resolution #j101 passed by the Council expressing Concern over the damage and annoyance caused the residents of Bel Harbour by the construction of Interasa. Dr. Muskat advised the Council that the Metropolitan Department of Health had conducted many tests on the gas odor and that there is no evidence of a public hazard. Mr. Anderson suggested that a copy of Dr. Muskat's letter be sent Mrs. Martin Pulcher and Mr. Lockard Row, who had appeared at the Council meeting of Cctober 27, 1962 requesting that the Council take some legal action regarding the effects of the dredging at the interama site. November 24, 1962 142 Mr. Webb explained to the Council that Judge Theodore it. Nelson of Bay Harbor Islands, at Mr. Shepard Broad's request, had written an opinion regarding the legal position of the Tri City Library Trustees. Mr. Webb explained that there has been some confusion over the position and authority of the Trustees and said he believed a joint meeting would be held by the Trustees and some officials of the towns to clarify these matters. Mr. Anderson said he concurred with Judge Nelson and suggested that a report be made to the Council at a liter date. Mr. Faulkner read a letter from Mr. Gordon Butler, Executive Secretary, Florida League of Municipalities, regarding levying an additional 1¢ cigarette tax. No action was taken on this matter. The Village Manager advised the Council that Police Chief Owens has been ill for the past month and asked permission to keep him on full salary. After discussion Mr. Hart moved that the Village Manager be instructed to retain the Chief on full salary for one month and to report back to the Council each month as to his condition. Mr. Faulkner seconded the motion and it was unanimously voted. Present: Messrs. Beatty, Kirkeby and White. Absent: Mr. Faulkner and Mr. Hart. Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. • Upon motion of Mr. Kirkeby, seconded by Mr. Beatty, the minutes of the previous meeting of December 29, 1962 were approved as submitted. The Village Manager advised the Council that he had recently attended a meeting concerning the badly eroded north end beaches with the effected property owners and four of the County Commissioners. A second meeting was held with the County Manager, Irving G. McNayr, to appeal for County aid for another stabilization to start immediately. December 29, 1962
