ROLL CALL Vice President Daniel Wendin called the meeting to order at 5 :21 P.M. in the Los Trancos Open Space Preserve parking lot for the purpose of having an on-site tour of the three potential parking lot locations for the Monte Bello Open Space Preserve with the members of the Palo Alto Planning Commission. Members Present: , Katherine Duffy, Daniel Wendin, Barbara Green, Nonette Hanko, Harry Turner. Richard Bishop arrived at 8 : 45 P.M. for the portion of the meeting held in the Palo Alto Council Chambers Conference Room, 250 Hamilton Avenue, Palo Alto. Member Absent: Edward Shelley. Personnel Present: Herbert Grench, Del Woods, Charlotte MacDonald, and Jean Fiddes. Palo Alto Planning Commissioners Present: Ellen Christensen, Constance Heneke, Helene Wheeler, Jean McCown-Hawkes, Pat Cullen, and Michael Cobb. Commissioner Fred Nichols was present at the portion of the meeting held in the Council Chambers Conference Room. Tour of the Monte Bello Open Space Preserve Potential Parking Lot Locations D. Wendin noted the meeting was an official meeting of the Board of Directors of the District and a study session for the Palo Alto Planning Commission. The group toured the three proposed parking lot locations, G, Fl, and L, and evaluated in discussion each of the sites against the various criteria tentatively adopted by the Board of Directors at its meeting of July 22, 1981. Purusha Obluda, 31570 Page Mill Road, Los Altos Hills, expressed his opposition to the building of a parking lot anywhere on the Monte Bello Open Space Preserve and urged the group to determine whether there was a need for an additional parking lot. After evaluating each of the three sites, the Board recessed for a dinner break at 6 :45 P.M. Discussion of Potential Parking Lot Locations The Board reconvened for the public meeting at 8 : 40 P.M. in the Palo Alto Council Chambers Conference Room, 250 Hamilton Avenue, Palo. Alto. Herbert A.Grench,General Manager Board of Directors:Katherine Duffy,Barbara Green,Nonette G Hanko,Richard S Bishop.Edward G.Shelley,Harry A Turner,Daniel G Wendin Meeting 81-20 Page two Robert Brown, Associate Planner for the City of Palo Alto, reviewed the background relating to the selection of a parking lot location at the Monte Bello Open Space Preserve for the Planning Commissioners. Thomas Harrington, 4201 Page Mill Road, Palo Alto, expressed his opposition to Parking lot L, stated he could support location F, or G, and described a slightly different design which he felt might be preferable for the F, parking lot. Harry Hauessler, 1094 Highland Circle, Los Altos, expressed his support for a parking lot on the south side of Monte Bello Road and for having a separate entrance and exit into the lot as a safety feature. Larry Faber, 3127 David Avenue, Palo Alto, stated he supported having a parking lot on the south side of Page Mill Road and expressed his support for the Fl location. Millie Scranton of Palo Alto, and a member of the Midpeninsula Trails Council, expressed her support for the Fl location. Jack Sutorius, 2030 Waverly, Palo Alto, and a member of the Palo Alto Architectural Review Board, stated he did not object to a parking area in the location of the OK Corral, but if that location was not feasible, he favored the F, location as amended by Mr. Harrington earlier in the meeting. He stated it would be safer to have only one entrance to the lot for safety exposure factors. P. Obluda expressed his opposition to having a parking lot on the Monte Bello side of Page Mill Road and his support for using the OK Corral area for overflow parking. The members of the Planning Commission informally expressed their individual support for a parking lot in the general location ,of Fl over areas G and L. They noted the following points should be con- sidered when designing the parking lot: 1) keeping grading to a minimum; 2) having a balance between cut and fill on the site; 3) having bus access to the parking lot; 4) addressing the issue of one versus two entrances and noting the Commission would prefer one entrance, but safety and engineering issues should determine the best type of access arrangement; and 5) addressing the expansion capa- bility of the site, noting that the landscape reserve should be denoted with dotted lines and should show how many spaces and how much cut and fill there would be in the reserve. The Commissioners also requested the District address the subject of reasonable ex- pansion limits in the area based on how much human intrusion the area could take. H. Grench responded that a long-term study of the carrying capacity of the Preserve was needed, but that it did not seem feasible to have such a study prepared prior to returning to the Planning Commission for approval of a parking lot design. Meeting 81-20 Page three Commissioner Cobb stated the District should at least address, at this time, the reasonable limit beyond which no further development would occur in this particular location. T. Harrington requested that the long-term plan for the area address fire danger in the area. D. Wendin summarized the District' s position on why additional parking was needed for the Monte Bello Open Space Preserve and why the parking lot should be located on the south side of Page Mill Road. He noted safety and land use planning were primary concerns of the District. He stated the Board had requested staff to schedule a presentation with appropriate County officials on the possibility of providing public transportation to the area and suggested the meeting be sche- duled so as to allow members of the Planning Commission to attend. L. Faber, M. Scranton, and Doni Hubbard, Acting Chairperson of the Midpeninsula Trails Councilrequested that adequate space for the parking of horsetrailers be taken into consideration when completing the plans for the new parking lot. N. Hanko and D. Wendin responded the District was committed to pro- viding adequate parking space for horsetrailers in the area, but that such parking would not be located in the new parking lot. Motion: D. Wendin moved the Board direct staff to prepare a formal proposal around the Fl location, taking into consideration the points raised by the Palo Alto Planning Commissioners tonight. R. Bishop seconded the motion. Discussion: N. Hanko questioned whether the motion included the F2 parking lot location Previously described by Mr. Harrington. D. Wendin stated the intent of his motion was to allow staff enough flexibility to return to the Board with the best possible Parking lot design in the general location of the proposed Fl lot. R. Bishop stated he had seconded the motion with the understanding that F2 was one of the alternatives the staff should consider when planning the parking lot. D. Wendin noted that staff should return to the Board with the proposed Parking lot design for - the Board' s approval, after which the plan would be submitted to the City of Palo Alto for consideration. N. Hanko stated she would support the motion as long as F2 was in- cluded in the F, location and as long as she had an under- standing from staff they would continue to work with Mr. Harrington in developing the parking lot plan. H. Grench stated staff would get information from Mr. Harrington on the plans he proposed for F2, and staff would then work with the District' s architect in designing the plan, taking into consideration Mr. Harrington' s input, as well as the other points discussed during the meeting. He noted the plan presented to the Board for approval in the future would not necessarily be Mr. Harrington' s specific plan, but would be the best staff and the architect could design. The motion passed unanimously. Meeting 81-20 Page four IV. CLAIMS Motion: B. Green moved the adoption of the revised claims, C-81-16, dated August 12, 1981. K. Duffy seconded the motion. Woods, Open Space Planner SUBJECT: Landscaping with California Oaks As a Special Order of the Day at your August 26 , 1981 meeting, Nancy Hardesty, of Toyon Landscape Architecture and Ecosystems Management, will make a presentation on landscaping with California oaks . Ms. Hardesty has an M.S. in Ecosystems Management and extensive knowledge of native landscaping. She is currently a consultant to the District, developing the parking lot plan for the Monte Bello Open Space Preserve. R-81-36 (Meeting 81-21 August 26 , 1981) le A 0 mmw MIDPENINSULA REGIONAL OPEN SPACE DISTRICT REPORT August 21 , 1981 TO: Board of Directors FROM: H. Grench, General Manager PREPARED BY: C. Britton, Land Acquisition Manager SUBJECT: Proposed Addition to Monte Bello Open Space Preserve (McNiel Property) Introduction: On February 27 , 1980 , you passed Resolution 80-11 finding and requiring that the public interest and necessity required the acquisition of the subject property (see report R-80-4 , dated February 19 , 1980) . The District took this initial step as a result of the complications presented by the number of people involved in the settlement of Mrs. McNiells estate and the possi- bility of divergent interests and disagreement on the part of heirs . Since that time, staff has worked with Mr. McNiel, the executor of Mrs. McNiells estate, and their attorneys , to achieve an amicable resolution for the acquisition of this critical parcel . Discussion: As a result of staff efforts, a voluntary settlement has been reached in the form of the attached purchase agreement. This agreement provides for the payment of $600 ,000 for the purchase of the entire property, including all improvements, appurtenances, and relocation obligations. If approved, escrow would close on October 31, 1981, unless extended by either party. The property owners may not be able to deliver title to the property by that time because of the necessary court approvals required as a result of closing the estate. Also, the District has applied for a federal Land and Water Conservation Fund grant and may need to delay close of escrow until as late as March 1 , 1982 to assure that the District' s costs are reimbursable. In this event, the District could "rent" the property beyond October 31, 1981 on a monthly basis at a rate of $4 ,500 . This amount of money represents 9% interest on the $600 ,000 purchase price and would be used by the owners to cover their costs of holding the property (taxes, interest, etc. ) . Funds are currently allocated in Previous Land Commitments budget category for the purchase of this parcel . R-81-36 Page two Use and Management Recommendations : Original recommendations as approved on February 27 , 1980 , are as follows : (1) The site as shown on the attached map should remain closed to public use for at least one growing season while intensive grassland restoration is underway. A trail corridor will be established to allow access for hiking. (2) Staff should study the potential use of existing structures, with the possible relocation of the pole barn to the ranger Yard for use as a truck port. (3) The property was named as an addition to the Monte Bello Open Space Preserve/Page Mill Road area. (4) You stated your intention to dedicate the property as public open space land, if acquired. Staff recommends that the following additional use and management items be considered: (1) The lower barn and surrounding area are in poor condition. This area will probably have to be cleared, possibly at a substantial cost, of all improvements and debris before allowing public use. (2) The grassland restoration originally recommended is still necessary, but a plan must be developed before work could begin. (3) In addition to further study on the potential use of the pole barn, staff needs to consider further the possibility of equestrian parking on this site. Because escrow will not close until October 31 , 1981 or later, staff will investigate these items further and return to you for final consideration prior to actual possession of this property by the District and the opening of it for public use. Recommendation: It is recommended that you adopt the attached Resolution of the Board of Directors of the Midpeninsula Regional Open Space District Authorizing Acceptance of Agreement to Purchase Real Property, Authorizing officer to Execute Certificate of Acceptance of Grant to District, and Authorizing General Manager to Execute Any and All Other Documents Necessary or Appropriate to Closing of the Transaction (Monte Bello Open Space Preserve- McNiel Property) . It is further recommended that you adopt the additional use and management recommendations and dedicate the property as public open space land. Since the additional use and management recom- mendations only call for further studies, it is not necessary to hold these over to the next meeting. You already adopted the original recommendations. RESOLUTION NO. RESOLUTION OF THE BOARD OF DIRECTORS OF THE MIDPENINSULA REGIONAL OPEN SPACE DISTRICT AUTHORIZING ACCEPTANCE OF AGREEMENT TO PURCHASE REAL PROPERTY, AUTHORIZING OFFICER TO EXECUTE CERTIFICATE OF ACCEPTANCE OF GRANT TO DISTRICT, AND AUTHORIZING GENERAL MANAGER TO EXECUTE ANY AND ALL OTHER DOCUMENTS NECESSARY OR APPROPRIATE TO CLOSING OF THE TRANSACTION (MONTE BELLO OPEN SPACE PRESERVE - MCNIEL PROPERTY) . The Board of Directors of the Midpeninsula Regional Open Space District does resolve as follows : Section One. The Board of Directors of the Midpeninsula Regional Open Space District does hereby accept the offer contained in that certain purchase agreement between E. Gregory McNiel, et al and the Midpeninsula Regional Open Space District, dated August 13, 1981, a copy of which is attached hereto and by reference made a part hereof, and authorizes the President and appropriate officers to execute the Agreement on behalf of the District. Section Two. The President of the Board or other appropriate officer is authorized to execute a Certificate of Acceptance for the Grant Deed conveying title to the property being acquired by District. Section Three. The General Manager of the District shall cause to be given appropriate notice of acceptance of purchase agreement to sellers. The General Manager further is authorized to execute any and all other documents in escrow necessary or appropriate to the closing of the transaction. Section Four. The General Manager of the District is authorized to expend up to $5, 000 to cover the cost of title insurance, escrow fees, and other miscellaneous costs related to this transaction. Section Five. POSSESSION AND CLOSE OF ESCROW. (4) monthly escrow extension periods. Remove and dispose of all vehicles - currently 5 located in riding ring and 4 located at lower barn. b. Remove and relocate all house trailers. C. Remove and dispose of all debris aroung riding ring. d. Remove and dispose of woodpile above riding ring. e. Remove and dispose of all debris around lower barns. Discussion: In discussions with Palo Alto staff, there are extremely tight time constraints in moving the project through the review process, including the City Council, in order to meet the December 1 deadline for submission to the State. Our con- sultant will make every attempt to have the conceptual plan ready for your August 26 meeting. Then the detailed plans can be prepared for a September 8 submission to Palo Alto. Gundert , Associate Open Space Planner SUBJECT: Summary Status Report on Use and Management of Planning Area IV - Rancho San Antonio Open Space Preserve Introduction: Planning Area IV contains the Rancho San Antonio Open Space Preserve, the Duveneck Windmill Pasture Area, and Foothills Open Space Preserve. Use and management recommendations were last presented to you in the form of a detailed review on May 14 , 1980 . This report is a summary status report for the Rancho San Antonio Open Space Preserve , including Duveneck Windmill Pasture Area. Foothills Open Space Preserve was previously reviewed on July 15 , 1981 . A. Rancho San Antonio Open Space Preserve This 592 acre District preserve continues to be the most popular of all District sites , due primarily to its close proximity to an urbanized area and the location of Deer Hollow Farm within the core of the Preserve. The site has also received publicity through various programs sponsored by the City of Mountain View, the Environmental Volunteers , Nature Explorations , and other groups . The programs are very popular, as indicated by the estimated 9000 participants per year. In addition to the various programs drawing people onto the Preserve, springtime weekend attendance at the Preserve was estimated at 1000 visitors per day by the Ranger staff. Phase I of Rancho San Antonio County Park was completed and opened to the public in December, 1980 . The County has also completed acquisition of an additional 35 acres , which includes the existing soccer field, tennis courts , and the open area adjacent to the extension of St. Joseph Avenue under 1280 . The County has no immediate plans to develop this new addition or provide any addi- tional developments to the existing park area in the next year. In light of the new acquisitions and expressed concerns over future development, the County has been urged to work with the District and Mountain View on a long range plan for the entire area. Over the past few months, Mountain View has been pre- paring its plans for Deer Hollow Farm. These plans were ex- pected to be completed in July, but have been delayed due to Mountain View Department of Parks and Recreation' s unexpected R-81-35 Page two involvement in the Medfly Project. When Mountain View' s draft plan is completed, District staff will take further steps to coordinate planning efforts with the County. The parking situation in the St. Joseph Avenue neighborhood con- tinues to be a problem. Staff has actively worked with residents of the area, the City of Los Altos, and Santa Clara County in an attempt to resolve the situation. In response to the safety problem encountered, the curb on one side under the freeway over- pass was painted red and posted "No Parking" . An intensive public notification procedure was also implemented during the spring months. Approximately 8000 flyers were posted on cars and handed out in an attempt to inform Preserve visitors of the available parking in the County Park. Additional information was publicized in area newspapers. The situation has improved, but many visitors still insist on parking on St. Joseph Avenue, particularly early morning users who cannot enter the County park until it opens at 8 :00 A.M. This early use is just beginning to be a problem and will be monitored closely. 1. Completed Projects a) Bicycle posts have been installed at Deer Hollow Farm. This was completed as an Eagle Scout volunteer project in the fall of 1980 . b) The amount of chain link security fencing budgeted for in FY 80/81 was installed at the Ranger yard. This project completes a portion of the fencing needed to secure the Ranger yard. c) A new brochure for the Preserve was completed in January 1981. The brochure uses a new format and is available at the District office and at the site. d) New fencing, stiles , gates , and signs have been in- stalled at the entrance to the Preserve in conjunction with the opening of the County park. e) A new section of trail connecting the Rogue Valley Trail with the Wildcat Loop Trail was completed in the spring. The new section of trail completes a second loop on the Preserve, which is open to equestrian use as well as to hikers. f) The fuel breaks within the Preserve have been mowed rather than disced this year. Mowing is being used on a trial basis because it is thought to be less environ- mentally disruptive than discing. g) In an effort to organize the Ranger yard area, storage bins were installed to hold construction materials. h) The electrical system within the shop area of the Ranger yard was improved this year. i) A gate and stile were installed at the end of the Rogue Valley Trail next to High Meadow Stables. Due to the grading of the road and the completion of the additional loop trail , the gate was necessary to limit vehicle traffic entering from High Meadow Stables . R-81-35 Page three j ) Staff has explored the possibility of realigning sections of Wildcat Canyon Trail to eliminate some creek crossing. It is not being recommended at this time because it is felt that realigning the trail would require excessive grading and scarring of the creekside environment. The soils are highly unstable in this area, and the slopes are steep, so any trail construction would be expensive and difficult to maintain. 2 . Incompleted Projects a) District staff will continue to work with the City of Mountain View and the County to plan the area comprehen- sively. b) The agreement with the City of Mountain View for Deer Hollow Farm was extended for a six month period (see memorandum M-81-54 , dated May 21, 1981) . The existing agreement is due to expire September 30 , 1981, and staff is currently working with the City of Mountain View to incorporate provisions for site and design review and year around maintenance for the pool. Renewal of the agreement is expected in September. c) Modifications to the Ranger yard office and shop area, which included partitions, interior walls , and other minor modifications have not been completed due to the lack of space necessary to make such improvements. This project is being dropped, but could be reinstated at a later date as a use and management plan amendment. d) An equestrian gate has been recommended for the Mora Drive entrance. An equestrian stile, which is commonly used, is not being recommended because it would be highly visible, and might therefore encourage public parking in neighborhood driveways at the end of Mora Drive. A key-locked gate similar to that at the Ravensbury Avenue neighborhood entrance would be in- stalled. Keys are available at the nearby stable . Funded and planned in FY 81/82. 3 . New Recommendations a) Approximately 500 feet of trail linking the Mora Drive gate to the Ravensbury Trail is in need of realignment. This project is funded and planned for fiscal year 1981-82 . The feasibility of using volunteer assistance will be investigated for this project. b) The new trail connecting the Rogue Valley Trail with the Wildcat Loop Trail should be signed to clarify the new trail connection. The estimated cost is $250 , and the project would be done in FY 1981-82 . c) A trail sign indicating the direction to the Preserve entrance should be installed in the area of the parking lots on the County Park. You should make it clear whether or not your intention is to have the City carry this expense. e) A landslide has occurred on the PG&E road above Wildcat Canyon and should be repaired before winter. Short- term repairs are funded in FY 81/82 budget. 4 . Dedication Status Rancho San Antonio Open Space Preserve has 514 acres of dedicated open space. The 80 acre parcel formerly owned by the Roman Catholic Archbishop of San Francisco remains undedicated to allow for possible future boundary adjust- ments with adjacent private property. No change in dedication status is recommended. B. Rancho San Antonio Open Space Preserve - Windmill Pasture Area The site continues to be a popular place for hiking, horseback riding, and picnicking. Illegal activities such as night use, camp fires , and dogs on site remain a continuing problem. Poor access to the area still makes it difficult to patrol the area adequately. Overnight camping at Windmill Pasture became an important issue during the year when Hidden Villa, Inc. expressed its desire to reinstate its "sleepover" program. Staff ' s positions , as stated in a report to the Board (see memorandum M-81-20 , dated February 11 , 1981) , recommended that the camping request for Windmill Pasture be accommodated subject to certain conditions . The Board stated a willingness to work with Hidden Villa in order to provide a program under which Hidden Villa would have sleepouts at Windmill Pasture. In addition, a committee was formed to meet with Hidden Villa to work out details. As a result of various meetings , interim guidelines for "sleepouts" at Windmill Pasture for the 1981 program year were presented and approved by the Board on June 24 , 1981 (see memorandum M-81-66 , dated June 17 , 1981) . The program operated during June and part of July, but was discontinued for the rest of the summer due to complications with the Medfly Program. It is staff' s opinion that the program did not continue long enough to assess the impacts adequately. Therefore, the adopted guidelines for 1981 should be extended to the 1982 program year and evaluated in the fall of that year. R-81-35 Page five 1 . Staff would return to you if the latter seems necessary. b) Staff has been working with Hidden Villa, Inc. repre- sentatives to resolve the alignment and erosion problems on the trail segment leading to Black Mountain across Hidden Villa property. Staff should continue to pursue methods by which this trail could be formally opened to the public. c) A motorcycle barrier should be installed on the PG&E road at the southeast corner of the Preserve. Dear Editor : I think your readers deserve a more accurate account of the activities and motives of the Midpeninsula Regional Open Space District than the one presented to them by Janet Reinka in her story "Open Space : Waste of Land, or Safeguard?" in the August 13 , 1981 Peninsula Times-Tribune . The focus of Reinka ' s story is a highly inaccurate "report" of the District ' s recent purchase of 14 acres of Skyline property from Mr . and Mrs . Robert Bean , which implies (among other things) that the Beans were forced to sell their land to the Open Space District , that District staff attempted to "sweeten the deal" with the offer of tax breaks that were turned down by the Beans , and that the Beans could not obtain electrical connections to their property because of the District ' s ownership of two neighboring parcels . Every one of these (implications) is patently false . But even more outrageous is Reinka ' s suggestion that the District may be part of a "conspiracy" to "gobble up" private lands through such tactics as down-zoning to lower property values . It is most unfortunate that Ms . Reinka did not include me among the people she interviewed for her story , since I have worked for the past four years as Land Acquisition Manager for the Open Space District and was intimately involved with the negotiations for the Bean property for over a year . The facts about the transaction are as follows : The Beans listed their property with a real estate broker . District staff followed its usual procedure of having the property appraised and concluded that the initial asking price was too high. After several conversations with the Beans , staff decided that a compromise could not be reached and dropped its negotiations for the purchase of the property . The staff agonized over whether or not to recommend purchase of this improved property at 4 price of $325 ,000. The Board of Directors finally decided that the advantages (the securing of a patrol road , an ideal trail alignment , and the potential of solving the management problems associated with private in-holdings surrounded by public land) outweighed the disadvantages of buying a parcel with a house on it . As concluded by Midpeninsula Regional Open Space District Director Daniel Wendin at the public meeting when the purchase was approved , " . . . . the purchase was being made only to acquire trail rights for the public and not primarily to buy a developed parcel . I encourage staff to determine a creative way , not only to recover the District ' s investment in the property , but to allow the removal of a long term management problem. " This is why the staff immediately leased the house for one year and is now looking for a way (trade , lease or life-estate) to recapture the District ' s investment while retaining vital trail and open space rights . As for electricity , the road through the adjacent District property provides an easement for utilities , but the cost of making connections would have been in excess of $100,000 . That is why the Beans opted for a generator ! And whether they "needed" tax breaks or not , the Beans did insist on the usual tax advantages inherent in the sale . As for Reinka ' s speculation about the District ' s "collusion" in some kind of "conspiracy" to lower property values through down zoning , the District has no regulatory powers for zoning , subdivision , building permits , or the like . What Reinka seems not to realize is that the District was formed by the voters of Santa Clara and San Mateo Counties who were concerned enough about vanishing open space on the midpeninsula to commit their tax dollars for the purchase and permanent preserva- tion of a regional greenbelt . These public lands preserve the area ' s scenic backdrop , provide a habitat for wildlife , and generally enhance the general quality of life in this part of the Bay Area by protecting some of the original wilderness . The District ' s fifteen open space preserves also serve as public recreation areas with a close-to-home trails system that connects the midpeninsula with the ocean . It is a rare piece of District land that is not open for public use , and the few inaccessible parcels (such as the former Bean property) will become accessible as soon as trail connections can be made . Editor , Palo Alto Times-Tribune page 3 August 18 , 1981 It is because of its charge from the electorate that the Open Space District has tried to carry on an active open space acquisi- tion program that balances the needs and expressed wishes of the general public with the rights of the private landowner . The funds available to the District for land acquisition have been leveraged by nearly double the original amount through gifts , bargain sales , grants , borrowed funds , options , and purchase contracts . The dollar cost to the taxpayer of removing open space lands from the tax rolls in this fashion is not really the issue that Reinka suggests . Numerous studies , including the well-known Livingston-Blayney report , have found that it costs more to provide new hillside developments with urban services than the property taxes from those developments can cover . And this was true even before Proposition 13 . The real value of the lands is the "room to breathe" that they provide for the midpeninsula, as MROSD General Manager Herb Grench stated in the single quote Reinka saw fit to include from the District ' s side of the story . I feel that the Times Tribune has done a disservice to the Midpeninsula Regional Open Space District and the citizens it serves through the publication of Ms . Richards 11000 Mora Drive Los Altos Hills, CA 94022 Dear Mr. Richards: Steve Sessions and I have discussed the issues raised in your June 23, 1981 letter relating to a horse gate at Mora Drive. As you may be aware, Steve Sessions has left the District to take a position with Pacific Telephone. I was able to discuss these matters with him before he left. The proposed horse gate was part of the general trails plan for Rancho San Antonio Open Space Preserve. This plan covered a number of differ- ent possible trail connections, one of which was recently implemented. The District sought to interface with representatives of the various horseman organizations in the Los Altos Hills area, in particular the Los Altos Hills Horsemen' s Association. Mrs. Kingsley had been the contact. The recently established Trails Council will be taking over this role. While the entire plan still requires further work, our staff is pro- ceeding with the installation of a locking gate at Mora Drive. I can understand your frustration caused by the delay in implementa- tion and by the fact that you have now sold your horse which would have made use of this gate. Even though projects are authorized, their implementation is often delayed by changes in overall planning or by the need to divert funds to higher priority projects. The delay in installation of the horse gate was a combination of both of these.
