The meeting was called to order at 8:15 a.m., a quorum was present at that time.
1. Introduction
No introductions.
2. Acceptance of the May 2, 2019 meeting minutes
Mr. Towner made a motion to approve the minutes. Mr. Diemler seconded, all members
were in favor.
3. New Business
a) Request to install a yield sign on River Bluff Court prior to entering Hayselton Drive.
(Requestor: Mr. Dennis Bening)
Mrs. Griffin gave the staff report. Staff would recommend installing a stop sign on
River Bluff Court.

The requestor was not present.
After a short discussion, Mr. Farr made a motion to install a stop sign on River Bluff
Court before entering Hayselton Drive. Mr. Diemler seconded the motion. All
members were in favor. Motion carries.
b) Request to limit parking time to 1 or 2 hours in front of 710 Madison Street.
(Requestor: Mr. Steve Rollins, owner of 710 Madison)
Mrs. Griffin gave the staff report. Staff would support this request, but would suggest
the restriction be the same as the rest of the block to limit user confusion.
The requestor was not present, but did mail in a letter requesting one hour parking
limits.
After a short discussion, Mr. Farr made a motion to extend the parking time
restriction of 2 hours on the west side of the 700 block of Madison St. to include the
area in front of 710 Madison St. Mr. Diemler seconded the motion. All members were
in favor. Motion carries.
c) Request to clarify parking restriction on the east side of the 700 block of Madison St.
(Requestor: Staff)
Mrs. Griffin gave the staff report. To remove any ambiguity, staff is recommending
the code be modified to match existing signed/marked conditions (no parking on the
entire east side of the 700 block of Madison Street).
After a short discussion, Mr. Brooks made a motion to draft an ordinance to match
what is signed in the field. Mr. Kross seconded the motion. All members were in
favor. Motion carries.
d) Request to limit parking time to 2 hours on Clark Ave. in front of 1015 East Atchison
St. (Requestor: Ms. Melody Boling)
Mrs. Griffin gave the staff report. Staff would support a time restriction on Clark Ave.
near 1015 E. Atchison St., but would suggest only restricting the parking during the
day for 2 hours between 8 am and 5 pm Monday thru Friday.
The requestor was not present. Kristin Hilty with Common Ground at 1015 East
Atchison St. spoke on their behalf.
After a short discussion and questions from commission members, Mr. Diemler made
a motion to restrict parking along Clark Avenue, in front of 1015 East Atchison Street,
to 2 hours between 8 am and 5 pm Monday thru Friday, affecting 3 parking spaces.
Mr. Farr seconded the motion. All members were in favor. Motion carries.
4. Old Business

a) Request for No Parking on West Main adjacent to Ware Street. (Requestor: Mr. Stan
Johnson)
Mrs. Griffin gave the staff report. Staff would only support parking removal with
strong neighborhood support.
The requestor was present along with other area residents. The requestor and other
area residents all spoke, and had previously come to an agreement on parking
restrictions on West Main Street.
After discussion between commission members and area residents, Mr. Diemler made
a motion to remove parking on West Main Street for approximately 38 feet either
side of Ware Street, leaving enough room for one parking spot (20’) in front of the
corner homes at Ware and West Main Street. Mr. Kross seconded the motion. All
members were in favor. Motion carries.
b) Request for No Parking on South Ten Mile Drive adjacent to Weatherhill Rd.
(Requestor: Mr. Joe Scheppers)
Mrs. Griffin gave the staff report. Staff would recommend modifying the City Code to
no parking allowed on the south side of South Ten Mile Dr. from Missouri Blvd. east
to the dead end, west and above Hwy 179, approx. 0.3 miles.
The requestor was present and spoke on his behalf.
After a short discussion, Mr. Farr made a motion to remove parking on the south side
of South Ten Mile Drive from Missouri Blvd. to Hwy 179. Mr. Kross seconded the
motion. All members were in favor. Motion carries.

A motion to adjourn the meeting was made by Mr. Towner, and seconded by Mr.
Brooks. All members were in favor. Meeting adjourned at 8:58 a.m.
