An Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting of November 6, 1997, was
held on October 30, 1997,7:00 P.M. Municipal CourtfPolice Facility,
230 Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:

Noted absent was Borough Attorney Craig Coughlin.
At approximately 7:02 P.M. Borough Attorney Craig Coughlin was
noted present.
Statement of Meeting Notice was mailed to the Home News Tribune,
the Star Ledger and posted on the bulletin board on October 24, 1997.
To Address Governing Body: Borough Engineer
Borough Engineer Pratap Parmar - Engineer's Report
1. Bids for roof work for police & Fire Buildings are already
invited on November 6, 1997.
2. Similar bids for Yearly Sewer Maintenance work is also due on
November 6,1997.
3. Design work of Industrial Road is in progress.
4. Due to car accident Mr. Parmar could not attend meeting in
D.O.T. on October 15, 1997 for Industrial Road. Mr.
Workmeister will reschedule the meeting.
5. Bid documents for road repair for Mathew, Lexington and
Harrison Avenue are under preparation. Expected completion
by next week.
6. A meeting with D.E.P. is scheduled on October 31, 1997
regarding permits for Sabo and Etheridge Street.
7. Access was finally obtained for Cooke Avenue liquor store
building. Architect Tom potter made the inspection on
October 22, 1997 and has submitted his initial assessment of
the building on October 28, 1997. Copies are endorsed to
Mayor and Councilman John DuPont.

8.
There is a serious sewer back up problem at 65 Pershing
Avenue which is one of the five houses between Larch and
Holly Street. Weare investigating this area with the help of
the owners of the properties.
9. On Blanchard Street there will be 28 new residential units
coming up. As per Carteret Code Article III clause 207-22,
sewer connection fee of $500.00 per private residential unit is
required. However Council's opinion and legal interpretation
and clarification is necessary.

Councilmember DuPont said we need an ordinance for a "No Turn On
Red" sign at the corner of Middlesex and Roosevelt.
Mayor Sica said we need the County's approval.
Councilmember DuPont said we also want a "No Left Turn" on
Roosevelt turning onto Wedgewood.
Mayor Sica said we need County and possibly the Turnpike approval.
Councilmember Fazekas said he had a meeting with the Volunteers
this week and he would like to meet with the Mayor to discuss a few
things.
Councilmember Failace asked if we can knock the sewer building
down.

Mayor Sica said whenever they want to knock it down, he will knock
it down.
Councilmember Failace said they would like to order (inaudible). He
said they are having problems with one.
Mayor Sica said 250 people signed a petition regarding the demotion
of Gary Guliano. He spoke about the charges against Ted Surick
regarding Kevin Vitale.
Borough Attorney Coughlin spoke about unclaimed funds.
Mayor Sica said he received a letter that indicates a possibility of the
Borough receiving an additional $50,000.00 grant from Community
Development Money.
RESOLUTION #97-335 was introduced by the Mayor and referred to
the Council for action.
Upon MMS&C, by Councilmembers Failace and Fazekas
RESOLUTION #97-335
"RESOLUTION TO GO INTO CLOSED SESSION"
was adopted. Upon individual roll call vote Councilmembers
Bialowarczuk, DuPont, Failace, Fazekas, Feingold and Gutowski
voted in the affirmative.
At approximately 7:20 P.M. a Closed Session was held.
At approximately 8:15 P.M. upon MMS&C, by Councilmembers
Failace and DuPont and unanimous affirmative vote of the six (6)
members present, this meeting was opened to the public.
At approximately 8:16 P.M. upon MMS&C, by Councilmembers
Feingold and Failace and unanimous affirmative vote of the six (6)
members present, this meeting was adjourned.
