Call to Order
Mary Schantz called the meeting to order at 6:00 p.m.
Adoption of Agenda
Ms. Deetz moved and Mr. Wheat seconded to adopt the agenda as amended to add a
Tornado Damage Update under New Business. The motion passed unanimously.
Approval of Minutes
Mr. Record moved and Ms. Deetz seconded to approve the minutes from the May 14, 2019
Special Meeting as printed. The motion passed unanimously.
Communication Received
Ms. Abbott stated no communications have been received.
New Business
A. Designation of 204 E High Street as a Landmark
Councilwoman Ward presented the Landmark Award for 204 E. High Street to Debbie and
Jay Seaver.
Mr. and Mrs. Seaver expressed their appreciation to the Historic Preservation Commission
for designating their property as a Local Historic Landmark.
B. Historic Preservation Training
Ms. Abbott explained that the National Historic Preservation Act of 1966 created the
programs we have today. The first City of Jefferson Historic Preservation Commission was
formed in 1983. Ms. Abbott gave an overview of Chapter 7 Boards and Commissions, Article III
Historic Preservation Commission of the City Code more specifically powers and dut ies of the
Commission. She stated that Jefferson City was designated as a Certified Local Government in
2004.

C. Tornado Damage Update
Ms. Deetz distributed a tornado damaged structure diagram for the 500 and 600 Blocks of
Capitol Avenue. She explained that the City Council approved a $25.00 flat fee for building
permits for one and two family structures. The Historic City of Jefferson wi ll pay the fee to cover
up to 250 applications for structures in the tornado damaged area. The Historic City of Jefferson
is providing mentoring for the rehabilitation process for historic buildings.
Other Business
A. Dangerous Building Determination for 1101 E Capitol Ave Rear Structure
Ms. Abbott explained that the owner is proposing to remove the small second story addition
to accommodate the use of the property as a haunted house. The small addition is severely
damaged by water infiltration causing it to be structurally unstable, it meets the code definition of
a dangerous building and should be removed. Ms. Abbott explained that no action is necessary
at this time.
B. Staff Updates
1. Section 106 Review – 304 E. Ashley Street
Ms. Johnston explained that the owner of 304 E Ashley Street has submitted an emergency
assistance application under the CDBG Homeowner Support Program for replacement of a
broken water lateral. She stated that since federal funds are being expended on this project, it
necessitates a Section 106 Review. Due to the emergency nature of the repairs, the Section
106 review process was expedited. Ms. Johnston explained that the State Historic Preservation
Office concurred on June 4, 2019 that no historic properties will be affected with this repair.
Subsequently Chairperson Mary Schantz provided her concurrence via email on June 6, 2019.
Ms. Johnston explained that no action is necessary at this time.

motion passed unanimously.
