The meeting minutes of March 27, 2008 were approved 3-0-0. This was the lI'h Committee meeting concerning the Phase H feasibility study since contract award. The principal purpose of this meeting was to discuss recent and future activities relating to assuring an affirmative vote on the Phase H Recommendation at the May 12'b Town Meeting. Second Floor Expansion • Greg has concluded that the only reasonable second story location is over the detention/detective wing on the southeasterly end of the present building.Building over the northwesterly end of the building is n*not feasible.Much of this space was originally devoted to use as a Fire Engine garage and is of relatively light construction with high bays.Building over the southeast wing would be yield very limited additional floor space.The gross area created would be about 2,200 square feet (SF).This would reduce to about 1,040 SF of useable space after deducting space for an elevator and stairs. Second floor space is normally allocated to administration.In this case,the area would is be less than what is presently so allocated on the first floor The second floor space is insufficient for this use. • This option would cost about$6,300,000.This is about$1,000,000 over the original"Limited Scope Renovation"and would provide negligible more utility. In both options,the main gain is simply bringing the building up to code compliance and improving the physical condition to some degree.Both options add little to the functionality.The conclusion is to continue with the new construction option-Tom discussed his letter presenting this conclusion to Dave Dunford. Energy Impact of Crawl Space • The Alternate Energy Committee has requested we consider requiring a crawl space beneath the first floor of the recommended new construction option.The purpose of the crawl space was to reduce heat loss to the ground.The new construction option has been planned as a slab-on-ground building. Greg reported that there are two principal reasons why a crawl space is not a good idea. The slab will be insulated to achieve the same or greater energy efficiency than that provided by a crawl space. A crawl space would add approximately$1,630,000 to the cost of this$9,000,000 project. The major reasons for the higher cost are: 1)the need to add a fully supported structural floor at ground level and 2)the need to add ventilation(per code),lighting,sprinklers,and access. 04/09/08 POLICE STATION RENOVATION COMMITTEE MINUTES 2008-04-03 11:05 AM Page 2 of 2 Project Documentation Binder • Greg reported work is continuing towards the April 14 delivery date for 20 binders. Legion Building Study • Greg is developing a floor plan layout. Greg departed at 10:35 Publicity Campaign • Jeff handed out a revision to the"open letter"to better describe the changing world of policing.He is anticipating some"tune-ups"from his editor. • Bill has developed a detailed"Promotion Schedule"in table form Work tasks for Committee members and other contributors are delineated "Start and"Complete"date columns are provided to track progress.Some close in highlights are as follows: • Bill has arranged for a"Notice of Public Hearings"to be in the April l lr''edition of the Cane Codder and the April 14''edition of the Caere Cod.Times.This also has been posted on the Town web site and Channel 18.He has also e-mailed announcements to several radio stations • Bill and Tom have made the multiple arrangements needed to hand out index card notices of the two identical Public Hearings scheduled for the Nauset Room on April 14.The handout operation will be conducted by several volunteers working the three Post Office locations and the Transfer Station on April 5`s and again at the Transfer Station on April 6"'. • Greg is supplying poster type versions of the site plans,floor plans,and a front elevation rendering. Some displays will be suitable for placement at the handout locations on April 5& 6.These will also be placed in the various Town buildings for longer display periods.Other large versions will be used at the Hearings and at Town Meeting. • Jeff is arranging for digital photos of the Police Station for use by Tom in his presentations. Possibly they could also used as a rolling picture program before the start of Town Meeting. • Bill has obtained permission from the Council on Aging Director,Liz Smith,for a presentation by Tom on April 24�'at 2:00 PM She also has agreed with our placement of posters and flyers in the reception lobby of the building.Suitable information boxes and locations are available. • Susan Milton,Cape Cod Times reporter,will tour the Police Station the afternoon of April 3`d. • Tom will dry run his presentation for the Public Hearings at the Annual Police Department meeting on April 7 at 6:15 PM. Committee members are invited also. The date for the next meeting was set as April 10,2008 at 10:00 AM at the Police Station.
