AN ORDINANCE PROVIDING-FOR THE LICENSING,
VACCINdiTION, AND REGULATION OF DOGS,
The .City Council of the City of Lynwood. does ordain as
follows:
Section 1; It shall be unlawful for any person to own or
harbor or have the care, custody or control of a dog or dogs within
the corporate limits of Lynwood. ever the age of four (4) months with-
out first obtaining from the License Collector an annual license for
each of said. dogs so to do upon the payment of the fee hereafter
specified..
Section 2; The word "d.og" as used. in this ordinance shall
include male and female and neuter.
Section 3; The license fee for keeping, harboring, or
maintaining a d.og or dogs within said City is as follows: For every
d.og the sum of Three Dollars ($3.00) per year, puppies under the age
of four (4) months excepted., Each such license shall be paid. annually
in advance, on or before the first day of January.
Section 4: It shall be the duty of the License Collector
to publish in a newspaper published. in the said. City of Lynwood. in
the month of December for three (3) weeks prior to January 1, notice
stating that dog license fee will be delinquent ten (10) days after
January 1.
Section 5: The License Collector shall each year, at the
expense of the City, procure sufficient number of metallic tags for
dogs: to meet.the.requirements of the city, such tags to be numbered
from "1" upward. consecutively, and. on which shall be stamped. the year
of issue and."Lynwood. Dog License." He shall issue the same to the
applicants for d.og licenses in consecutive order, as may be required.,

License Collector to issue said. license tags and. to collect the fee
therefore; provided, however, that all receipts for said. fees shall
be written on receipt forms furnished. said. contracting pound. service
by the License Collector and. said contracting pound service shall
account to the License Collector for all license tags issued. and. fees
collected.; and. the License Collector shall have the same duty to account
for license tags issued. and fees collected. by said. person or association
that he has for licenses furnished. to and. fees collected. directly from
the licensees as hereinabove set forth.
Section 6: The city License Collector is hereby declared. to
be the Dog License Collector and. shall, on the payment of the dog
license fee by the owner, caretaker, or custodian of such dog,.d.eliver
such person appropriate tag to indicate such license has been paid;
provid.ed., however, that the City Clerk .may delegate his duties to a
person or association with whom the city may have a contract to perform
the duties of poundmaster in the manner provided. in Section 5 hereof,
Section 7: The owner, caretaker, or custodian of any d.og
described. in this ordinance and. for which license fee is paid. and. a
numbered. license tag issued, shall securely fasten such tag to a sub-
stantial collar or body-harness which the d.og shall wear at all times.
Section 8: It shall be the concurrent duty of the Chief of
Police and. any person or association with whom the city has contracted.
to perform the duties of poundmaster, to enforce the provisions of
this ordinance,
Section g: Whenever any person or persons owning, harboring,
or having the care, charge, custody, control, or possession of any dog
or dogs within the City of Lynwood., and who, after ten (10) days follow-
ing January 1 of any year, shall fail to pay the license fee provided.
and. specified. in this ordinance, such person or persons shall be deemed.
guilty of a misdemeanor.
such dog or dogs to go free or to run at large or upon any public
street, alley, public road, highway, public park, school yard., or
any other public place or in or upon any unenclosed lot dr premise.
Section ll: Every person owning or harboring or having
charge, care, custody, control, or possesion of any dog or dogs not
kept within an enclosure sufficient to restrain such dog or dogs from
running at large, shall be required. to restrain said. dog or dogs by a
substantial chain or leash not exceeding six (6) feet in length and.
in charge, care, custody, or control of a competent person.
Section 12: No person owning, or having charge, care, custody,
or control of any, dog or dogs shall cause, permit, .or allow the same
to go into, nor shall it or they be taken .into any place where food
is handled., prepared, served., or sold., nor into any public or private
school building or school grounds within the corporate .limits of said.

Section 13: Every d.®g owner in said. city, after his dog
attains the age of four (4) months, shall at~such intervals of time,
not more than once a year, as may be prescribed. by the State Department
of Public Health, procure its vaccination by a licensed. veterinarian
with a canine anti-rabies vaccine approved by and. in the manner pre-
scribed. by the State Department of Public Health.
Section 14: Every person practicing veterinary medicine in
the City of Lynwood. who vaccinates a dog with rabies vaccine shall issue
to the person keeping, harboring, or having such dog a certificate or
receipt which states thereon the name and. description_of said. dog, the
date of such vaccination and. type of vaccine used., the expiration date
of the daccination, and. the name of the veterinarian who administered.
the vaccination. A receipt for the fee charged. by the veterinarian
for the vaccination containing the information her.einabove required-,
signed. by the veterinarian, or-his agent, shall be deemed a sufficient
city which is not wearing a license tag issued. by the City of 'Lynwood,
or by any other municipality in the County of Los Angeles or by the
County of Los Angeles; provided. nothing herein shall be construed. as
permitting a dog to run at large in said. city.
(b) Any officer or employee of the contracting pound. service,
any police officer of the City of Lynwood., or of any city in Los
Angeles County, shall have the right to enter upon any private or
public property in the City of Lynwood. in order to examine or capture
any dog thereon or therein; provided, however, that no.such officer or
employee shall have the right to enter a yard. or private property which
is completely enclosed. by.a wall or fence, provided. that all gates,
doors, and. other means of entrance to said. yard. are securely closed., or
a house which is in use as 'a residence without first having. secured. a
search warrant therefor,
(c) No d.og so impounded. shall be released. to any person
except where there has been a performance of the following conditions:
~l) There has been presented. to the poundmaster a current
license for such d.og issued. by the License Collector,
or if the .person keeping, harboring, or having such
dog is not a resident of the City of Lynwood., such non-
resident person has presented. to the poundmaster a
current license conforming to this ordinance for such
dog issued. by any other municipality in the County of
Los Angeles or by the County of Los Angeles.
(2) Where the person keeping, harboring, or having such dcg
is a resident of the City of Lynwood., there has been
paid. to the poundmaster the license fee fora City of
Lynwood. dog license as provided. by law.
(3) There has been paid. to the poundmaster the impounding,
collection, and. other fees as provid.ed.by law.
shall be held by the poundmaster as 'security for the
cost of the vaccination of said dog; that the difference,
if any, between the cost of the vaccination of said. d.og
and. the amount of the deposit shall be refunded to the
owner of said. dog within a reasonable time after said.
dog has been vaccinated., or there has been shown to the
satisfaction of the poundmaster that such dog has been
vaccinated. with rabies vaccine within the time period
and. according to the other requirements as prescribed.
by the State Department of. Health; or that such dog
should not be vaccinated. with rabies vaccine by reason
of age, infirmity, or other disability.
(5) The poundmaster has determined. that such dog does not
have and~is not reasonably suspected. of having rabies.
(d.) Within seventy-two (72) hours after the receipt of the.
aforesaid. vaccination fee, or as soon thereafter as.possible, and. ex-
cept as provided. in paragraph (4) of this Section 15, the poundmaster
shall cause the dog for whom the fee has been paid. to be vaccinated.
according to the requirements as prescribed. by the State Department by
a person licensed. by the State ,of Californiato practice veterinary
medicine, or secure from such veterinarian a certificate of disability
for such dog, After the dog has been vaccinated. or a certificate of
disability issued., and. i£ all the conditions of paragraph (c) of this
Section 15 have been satisfied, the poundmaster shall release such d.og
to the person keeping, harboring, or having such d.og or to the person
making application for the release of such dog.
(e) If the poundmaster suspects that any dog so impounded
has rabies, he shall hold. such dog for inspection by a health officer
of 'Los Angeles County. In the event that such health officer shall
determine that such dog is afflicted. with rabies, it shall be disposed.
direct. Whenver such health officer shall determine that such dog
does not have rabies, it shall be released. in accordance with the
provisions of paragraph (c) and. (d) of this Section 15.
If such dog shall not be redeemed. within twenty-four (24)
hours after notice of said. dog being free of rabies, such dog may
be sold. or disposed of as herein otherwise provided. in .this ordinance.
Section 16: The City Council of the City of Lynwood. may make
an annual contract for the impounding of any dog or dogs, cat or cats,
or other animal or animals, fowls or rodents, and.-for the impounding
of any d.og or dogs on which dog license fee remains unpaid..
Section 17: The poundmaster, any of his employees or agents,
and. any police officer of the city shall, at the time of pursuit, cap-
ture, or removal of any dog or dogs from a premise, if possible, sign
and deliver to the owner, caretaker, or custodian thereof, a notice
stating the cause for impounding such dog or dogs, the location at
which such dog or dogs must be red.eemed., the business hours of the
poundmaster, and. the redemption fees and. the rate of expense.
Section 18: That any person violating any of the provisions
of this ordinance shall be deemed. guilty of a misdemeanor and. upon
conviction thereof shall be punishable by a fine of not more than .Five
Hundred. Dollars ($500.00) or by imprisonment in the City Jail of the
City of Lynwood., California, or in the County Jail of the County of
Los Angeles, California, as the committing magistrate may direct, for
a period. of not more than six (6) months, or by both such fine and.
imprisonment,in the d.iseretion of the court.
Section 19: Ordinances Nos. 316, 383, 469, 522, and. 550 of
this city are hereby repealed., and. all other ordinances or parts of
ordinances inconsistent with the provisions of this ordinance are
hereby repealed..
Section 20: The City Clerk is hereby ordered. and. directed.
First read. at a regular meeting of the City Council of
said. City held. on the lgth d.ay of November, 1957, and. finally adopted.
and. ordered. published. at a regular meeting of said. Council held on
the 3rd day of December, 1957, by the following vote:
