AN ORDINANCE REGULATING THE LOCATION AND HEIGHT
OF FENCES,. WALLS, AND HEDGES, AND PRESCRIBING
THE STANDARD OF CONSTRUCTION OF CERTAIN TYPES
OF WALLS AND FENCES.
The City Council of the City of Lynwood. does ordain as
follows:
Section l: No person, firm, or corporation shall maintain
a hedge or erect any fence, wall, or other enclosure unless it con-

A. Location and Height.
1. R Zones.
(a) Interior lots. Between street and front set=
back lines, they shall not exceed. forty-two (42 ).
inches in height.
(b) Corner hots. Between street and front set-
back line, and. between street and. side yard
setback line, they shall not exceed. forty-two
(42) inches in height.
(c) Reverse corner lots. Between street and. front
setback line, between street and. side yard. set-
back line, and. in rear yard. between street and.
twice the required. side yard width, they shall
not exceed. forty-two (42) inches in height.
2. C and M Zones.
~(a) Public parking and. used. car sales areas abutting
R.Zones shall have 5~0" solid. protective fences
shielding all R zoned properties.
(b) All property classified for and. used. for M
purposes and. which faces, sides, or abuts R
Zones shall be fenced. with a solid. wall or
fence a minimum of 6C0" high, shielding all
R property from such M uses. Such fences shall
be ,approved. by the Administrative Committee of

the Planning Commission.
{c) A wall, fence, or hedge not to,exeeed 81.0"
high may be located. on all interior lot lines,
except where setback lines have been established.
by ordinance, the same shall not encroach on
setback area.
3. Exceptions. City-owned. property, school property,
and. property in use for electrical substation pur-
poses are exempted. from the height limitations of
this ordinance.
4. Unless otherwise prohibited. in this ordinance, a
hedge may be maintained. or a fence, wall, or other
enclosure erected. to a maximum height of seventy-two
(72) inches at the front, side, or rear lot lines of
properties within said. city.
5. Swimming Pool Fences. Any and. all swimming pools
shall be enclosed. by a fence or yard. wall not less than
six (6) feet in height.
6. Prohibited. Fences. No barbed. wire or other sharp
pointed. fence and. no electrically charged fence
shall be erected, constructed, or maintained. in.the
city.
7. Variance in R Zones. The Building Official may, upon
application duly made, allow the construction of a
fence exceeding six (6) feet but not to exceed. eight
(8) feet in height along the side or rear property
line to the rear of the front setback line,.providing
the written consent of each property owner directly
affected~is obtained..
B. Standards of Construction.
1. On chain link metal posts, wooden fences, or post and.
slab fences, all supporting post members shall be set
twenty-four (24) inches into base soil with concrete
base four (4) inches in all dimensions larger than

the post. Wood. posts in the ground. shall be con-
struction grade redwood. or cedar.
2. On all masonry type fences, foundation shall be
twelve (12) inches wide up to six (6) feet in
height, and. fourteen (14) inches wide up to eight
(8) feet in height, with a depth of twelve (12)

~ On walls to a maximum height of four (4) feet,
' steel shall be 3/8 vertical spaced. 48 inches
on center, with hook bar 8 inches in foundation
and. to 1 inch of top block of wall, f,/,.~
"shall be 3/8 inch horizontal bar on top of lowest
run of blocks, and. 3/8 inch horizontal under the
top row of blocks, with all cells of wall containing
reinforcing to be solid. grouted. one (1) part cement,
two (2)'parts sand., and. three (3) parts pea. gravel.
4. On walls to a maximum height of seven (7) and eight
(8) feet, both vertical and. horizontal steel shall
be twenty-four (24) inches on center and solid.

C. Permits and. Fees.
l., Permit. No person, firm, or corporation .shall erect,
construct, enlarge, alter, or repair any fence or
wall in said. city, or cause the same to be done,
without first obtaining a separate building permit
for each such fence or wall from the Building
Official of said. city.
2. Permit Fees. No fee shall be charged. for a permit
for the erection of chain link metal post .fences,
wooden fences, post and. slab fences.
Fees for the construction of all other types of
fences shall be paid to the Building Official of
said. city as set forth in Table No. 3-A of the

Uniform Building Code.
Section 2. Any person, firm, or corporation violating any
of the provisions of this ord.inahce shall be deemed guilty of a mis-
demeanor and. upon conviction thereof shall be punishable by a fine
of not to exceed. five hundred. dollars ($500.00) or imprisonment in
the City Jail of the City of Lynwood. or the County Jail o£ Los Angeles
County, State of California, for a period of time not to exceed six
months, or by both such fine and imprisonment.
Each such person, firm, or corporation shall be deemed.
guilty of a separate offense for every day during any portion of which
violation of any provision of this ordinance is committed, 'continued.,
or permitted. by such person, firm, or corporation, and shawl be
punishable therefor as provided by this ordinance.
Section 3. Non-conformity. Any fence, yard. wall, or
retaining wall lawfully erected. or constructed prior to the effective
date of this ordinance and. not conforming with~the requirements of
this ordinance shall be classified. as non-conforming and. shall be
subject to all applicabl_o provisions concerning non-conforming uses
as same are contained in the zoning code of the city.
Section 4. Invalidity. If any section, subsection, sentence,
clause, or phrase of this ordinance for any reason is held. to be invalid.
or unconstitutional by the decision of any court of competent juris-
diction, such decision shall not affect the validity of the remaining
portions of this ordinance. The City Council hereby declares that
it would have passed. this ordinance and. each section, subsection,
sentence, clause, or phrase thereof, irrespective of the fact that
any one or more of the sections, subsections, sentences, clauses, or
phrases thereof are declared. invalid or unconstitutional.
Section 5. City Ordinance No. 515 and all other ordinances
and parts of ordinances in conflict herewith are, hereby repealed.,
provided, however, that no .provision of this ordinance shall be deemed.
to mitigate any of the provisions of the Uniform Building Code, nor
to conflict with the setback or zoning ordinance .of said. city.

Section 6: The City Clerk is hereby ordered. and directed.
to certify to the passage of this ordinance and to cause the same to
be published. once in .the Lynwood. .Press, a newspaper of general cir-
culation, printed., published., and. circulated. in the .City of Lynwood..
First read. at a regular meeting of the City Council of
said. City held on the jrd day of April, 1956, and. finally adopted
and. ordered. published. at a regular meeting of said. Council held. on
the 17th day of April, 1956 by the following vote:
