THEREOs.
WHEREAS, on or about October 18, 1955, petitions for the formation of
a Vehicle Parking District entirely within the City of Lynwood under the provisions
of the Vehicle Parking Act of 1943, as amended, were filed in the office of the
City Clerk and said petitions were duly signed by the requisite number of qualified
signers and contained all the matters and things required by law and were in every
respect sufficient; and
wHCREAS, said petitions were checked by said City Clerk and he has made
his certification to the effect that said petitions were signed by the requisite
number of qualified signers and presented said petitions to said City Council; and
WHEREAS, proceedings have been duly taken and, a hearing duly held
pursuant to notices duly given under the Special Assessment Investigation, Limitation
and h3ajority Protest Act of 1931, as amended, and no written protest has been filed
by the owners of one-half of the area to be assessed for the proposed acquisition,
and this City Council by resolution duly adopted has determined that the public interest
and necessity requires the acquisition substantially as set forth in the report on
file in the office of tTie City Clerk and that the said project is feasible;
NOW, THERErORE BE IT ORDAINED by the City Council of the City of Lymaood
as follows:
Section 1: That this City Council hereby finds and declares that the
public interest and necessity require the acquisition described in said petitions and
that the property to be acquired as described in said petitions and hereinafter
described in this ordinance is necessary therefor, and this City Council hereby declares
its intention to form the Vehicle Parking District proposed in said petitions and to
acquire the lands proposed in said petitions.
Section 2: That said parking district shall be designated as 'Vehicle
Parsing District No. 1 of the City of Lynwood~~.
Section 9: That a general description of the exterior boundary of the
proposed Vehicle Parking District and the lands proposed to be assessed to pay the
costs a,nd expenses of said acquisition is as follows:
Beginning at the northeast corner of Lot 324 of Tract No. 2551 as shown on
map recorded in Book 24, pages 78, 79, and 80 of Maps, Records of Los Angeles
County, California, thence westerly to the northwest corner of said Lot 324;
thence southerly to the northeast corner of Lot 333 of said Tract PTo. 2551;
thence westerly to the northwest corner of said last mentioned lot; thence
southerly to the southwest corner of Lot 334 of said Tract TSo. 2551; thence
easterly to the southeast corner of said Lot 334; thence southerly to the
northeast corner of Lot 337 of said last mentioned tract; thence westerly
along the northerly line of said Lot 337, 50.00 feet; thence southerly in
a direct line to a point on the southerly line of Lot 340 of said last
mentioned tract, distant thereon 50.00 feet westerly from the southeast
corner of said lot; thence southerly to the northwest corner of Lot 402 of
said Tract Ido. 2551; thence southerly to the southwest corner of said, last
mentioned lot; thence southeasterly to the most northerly corner of Lot 462
of said Tract No. 2551, said point being on the westerly line of the first
alley westerly of Long Beach Boulevard; thence southerly along said last
described line to the northwesterly line of rernwood Avenue.(40 feet wide);
thence southeasterly along said last described line to the westerly line of
Long Beach Boulevard; thence northerly along said last described line to the
point of beginning.
Section 4: That a general description of the lands in the City of Lynwood
to be acquired for parking places, which lands are to be acquired in fee simple, is a.s
follows:
Lots 329, 330> 331. 332, 336, 464, and 465 of Tract No. ?_551 as shown on
map recorded in Book 24, pages 78, 79, and 80 of Maps, Records of Los Angeles
County California, and those portions of Lots 462 and 463 of said Tract No.
2551 lying easterly of aline 65.00 feet westerly of, measured at right angles
to, the westerly line of the first alley westerly of Long Beach Boulevard.
Section 5: That the total estimated cost and expense of the proposed
acquisition is the sum of $43,532.
Section 6: That an assessment will be levied as provided in said

Vehicle Parking Act, as amended, upon all properties in the proposed Vehicle Parking
District, subject to assessment under said Act, to pay the cost and expense of the
said acquisition. The City of Lynvroocl hereby agrees to pay the costs and expenses
of paving said parking places after completion of the acquisition, at no expense to
property owners. The estimated cost of said paving is X4,918.
Section 7: That serial bonds bearing interest at a rate not to exceed
six per cent {6y) per annum shall be issued pursuant to the provisions of said Vehicle
Parking District Act to represent assessments not paid within thirty (30) days after
date of the recordation o£ the assessment, the bonds shall extend over a period of
nine (9) year from the second day of January next succeeding the next October 15th
following their date.
Section 8; Notice is hereby given that the 3rd day of April, 1956,
at the hour of 8 o~clock p.m. is the da.y a.nd hour, a.nd the Council Chambers of the
City of Lynwood and the City Hall in said city is the place for the hearing of protests
or objections by said City Council; that the report filed under the Special Assessment
Investigation, Limitation and Majority Protest Act of 1931, as amended, on the acquisition
above described is on file in the office of the City Clerk a.t the City Hall in the
City of Lynwood and may be examined at his office.
Section 9: That the City Clerk shall cause this ordinance to be
published once each week for two (2) successive weeks in the Lynwood Press, a newspaper
published in the City of Lynwood, the first publication to be not less than thirty (30)
days prior to the date fim;d for the hearing .of protests. The City Clerk shall also
cause copies to be posted on all open streets within the proposed district in the
time, form and manner required by law.
Section 10: That said City Clerk shall mail a copy of this ordinance
postage prepaid, to each person to whom land in the proposed assessment district is
assessed as shown on the last equalized .assessment roll of the County of Los Angeles,
at his address a.s shown upon said roll, and to any person having a legal or equitable
interest in any land within said. district whose name, address, and. the description of
the land in which he is interested is on file in the office of the City Clerk.
Section 11: That said Vehicle Parking District No. 1 of; the Citg of
Lynwood is formed under and pursuant to the .provisions of the Vehicle Parking Act

of 1943, a.s amended, and the acquisition of the land herein described shall be under
the provisions of said Act.
Section 12: This ordinance shall take effect upon completion of the
publication thereof.
First read at a regular meeting of the City Council of said City held
on the '7th day of February, 1856, and finally adopted at a regular meeting of said
Council held on the 21st day of February, 1956 by the following vote;
