ORDINANCE N0.636
AN ORDINANCE OF THE CITY OF LYNWOOD AMENDING
SECTIONS 2 AND 3 OF ORDINANCE N0. 407 WHICH
PROVIDES FOR THE REGISTRATION AND REGULATION
OF BICYCLES IN THE CITY OF LYNWOOD.
The City Council of the City of Lynwood does ordain
as follows:
Section l: That Subdivision (B) of Section 2 of Ordinance
No. 407 is hereby amended to read, as follows:
"(B) Procedure. The Chief of Police of the city is hereby
authorized and directed to issue, upon written application, bicycle
licenses which shall be effective from the 1st day of January, 1956
to and including December 31st, 1959, .and thereafter said licenses
shall be issued for a term of three years commencing on the 1st day
of January ahd ending on the 31st day of December of the third year
of said term; which licenses, when issued, shall entitle the licensees
to operate such ,bicycles for which said licenses have been issued upon
all the streets, alleys, and public highways, exclusive of the sidewalks
thereof, in the City of Lynwood."
Section 2: That Subdivision (C} of Section 2 of Ordinance
No. 407 is hereby amended to read as follows:
"(C) The city shall provide each year numbered decals,
together with registration cards, said decals and registration cards
having numbers pointed thereon in numerical order, beginning with
Number 1, and indicating the years for which the same are issued, and.
the letters "L.B.L." printed thereon. Such license decals shall be
suitable for attachment upon the bicycles, and it shall be the duty
of the Chief of Police to attach one such decal to each bicycle and
to issue a corresponding registration card to each licensee upon the
payment of the license fee herein provided for. Such license decal
shall remain attached during the existence of such license. The Chief
of Police shall also keep a record of the date of issue of each
license, to whom issued, the number thereof, and the number of the
bicycle frame."

Section 3: That Subdivision (D) of Section 2 of Ordinance
No. 407 is hereby amended to read as follows:
"(D) Re-Registration. Bicycles registered under the pro-
visions hereof shall be re-registered on January 1st, 1956 and every
three years thereafter. The Chief of Police shall affix a new license
decal upon each bicycle at the time of such re-registration thereof."
Section 4: That Subdivision (G) of Section 2 of Ordinance
No. 407 is hereby amended. to read as follows:
"(G) Frame Serial Numbers. It shall be unlawful for any
person to wilfully or maliciously remove, destroy, mutilate, or alter
the number of any bicycle frame licensed pursuant to this ordinance.
It shall also be unlawful for any person to remove, destroy, mutilate,
or alter any license decal or registration card during the time in
which such license decal or registration card is operative; provided,
however, that nothing in this ordinance shall prohibit the Chief of
Police from stamping numbers on the frames of bicycles on which no
serial number can be found or on which said number is illegible or
insufficient for identification purposes."
Section 5:' That Subdivision (H) of Section 2 of Ordinance
No. 407 is hereby amended. to read as follows:
"(H) Fees. The license fee to be paid for each bicycle
for the three year term shall be $1.00. All license fees shall be
paid in advance and pursuant to Section 3 of this ordinance, such
license may be transferred when the ownership of said bicycle is
transferred, and a fee of twenty-five cents shall be paid. for the
registration of such transfer. All license fees collected under this
ordinance shall be collected by the Chief of Police of the City and
paid by him into the General Fund of the City of Lynwood."
Section 6: That Subdivision (B) of Section 3 of Ordinance
No. 407 is hereby amended to read as follows:
"{B) Dealers. All persons engaged in the business of buying
second-hand bicycles are hereby required to make a weekly report to

the Chief of Police, giving the name and. address of the person from
whom each bicycle is purchased, the description of each bicycle pur-
chased, the frame number thereof, and the number of the license decal
found thereon, if any. All persons engaged in the business of selling
new anal. second-hand bicycles are hereby required to make a weekly
report to the Chief of Police, giving a list of all sales made by
such dealers, the kind of bicycle sold, together with a description
and frame number thereof, and the number of the license decal attached
thereto, if any. All persons purchasing second-hand bicycles shall
retain the same in their possession for a period of ten days."
Section 7: The City Clerk shall certify to the passage
and. adoption of this ordinance and shall cause the same to be published
once in the Lynwood Press, a weekly newspaper, published., printed,
and circulated in the City of Lynwood, California.
First read at a regular meeting of the City Council of
said City held. on the 1st day of November, 1955, and finally adopted
and ordered published at a regular meeting of said Council held on
the 15th d.ay of November, 1955, by the following vote:
Ayes: Councilmen Bruner, McMeekin, Pearson,
Pender, Willard.
Noes: Councilmen None.
Absent: Councilmen No
