The meeting minutes of1O/1G/OOwere approved 3-0-0-2. Bill opened the meeting upto public comment.There was none. Bill opened the discussion concerning the AAB threshold issue relating to the renovation of the Police Station that was started in February of 2007 (building permit dated 02/02/07) and completed by June of 2008. Ron Collins disbursement report(see attached) shows a total of$586,187.84 that has been spent on the renovation. |t was noted that this report includes the architectural and project mmonegor fees. According to the Building Commissioner, Brian Harrison, only the costs of the actual construction are tnbe applied to the formula which in shown on the building permits. John Kelly reported that the assessed value nf the building effective January 1. 2OO7 was$1.G33.2OO. Taking 3OY6of that value brings us to $489,960 that can be spent for construction costs without kicking in the AAB rule and John noted that vvo are et that level in the project andthonaforovvocannotdoanyeUdUinnu|vvorhuntU February of3O1O due to the three year limit. Greg Carell stated that when the building was renovated back in 1988 it was brought up to all AAB codes that were in effect at that time. John Kelly mentioned that the Ammondson Architectural firm had supplied a report last year concerning the costs of bringing the building up to the current ADA rules and he thought it was somewhere around $300,000 and would look into finding the report and supplying e copy to the committee. Concerning the option of re-introducing the new building Design Article at next years Annual Town Meeting in May, both John Kelly and Margie Fulcher stated that we should not consider this as the Board of Selectmen would not support it and felt the public will feel like vva are forcing 8onthem especially with the current waning economy situation. Peter Monger was displeased with this and felt vva should not put this project onho|damtUernonovvede|aytkep jnctthennoreitiegoingtocoat. Bi|| stated that vva are going have the same problem that the Town Hall project enuountenedvvhicheterted at 3.2 million,then to 4.7 million-and finally winding up costing the taxpayers 6.6 million. John Kelly | mentioned it appears that the public are hung up on demolishing the existing building when over $600,000 was just spent on a renovation. John felt maybe we should look into doing a smaller scale renovation onthe existing building and see what that would cost. Also,the earliest xve could get the capital plan budget figure changed would bain2O11. Bill mentioned that vve did have almost TO96 vote in favor at the Town Meeting and many residents have approached him after the elections and were very upset that it did not pass. However Bill did acknowledge that both the current economy situation and the Sewer issue had a major impact onvote. For now the issue has been tabled. Ron Collins reported that the Dispatch area ventilation and excessive noise problems needs to be corrected and would like to hire a mechanical engineer to look into the issue and report on what corrective actions need to be taken. It was mentioned that we still have available funds left over from the design funds that we could apply towards correcting the Dispatch room issue. A motion was brought forth and seconded to approve this project. All three members of the committee attending voted for this motion and Ron Collins was instructed to go ahead and work on this project. Scott MacDonald reported that they are still experiencing temperature issues in parts of the building. He mentioned that two separate areas within the building had temperature readings of around 62 degrees while the thermostats in those respective areas were set at 71 degrees. It was noted that this problem is not related to the renovation as only the heating boilers were replaced and none of the controls, ducting, dampers etc.were replaced and therefore this issue falls into the maintenance category. It was noted that funds would be needed to take corrective action on this item and John Kelly stated they would just have to find the funds somewhere in the Town budget to take care of it. The meeting was adjourned at 10:55 AM.
