AWARDING CONTRACT FOR INDUSTRIAL WASTE WATER
MONITORING
WHEREAS, the Borough of Carteret requires that waste water discharge samples
from the nine (9) significant industrial users within the Borough be analyzed on a
monthly basis; and
WHEREAS, Garden State Laboratories, 410 Hillside Avenue, Hillside, NJ
07205, has been providing said laboratory services to the Borough pursuant to an
existing contract in the total amount of $17,280.00 for a twelve (12) month period
which expired on may 31, 2001; and
WHEREAS, the Borough had previously solicited quotations for a new twelve
(12) month industrial waste water monitoring contract, all of which exceeded the
bid threshold and required the Borough to solicit formal bids for the provision of
laboratory sampling and testing of industrial waste water discharges; and
WHEREAS, on May 17, 2001, the Borough Council adopted Resolution #01-161
authorizing a sixty (60) day extension of the existing agreement with Garden State
Laboratories on an emergent basis and to afford the Borough the time necessary
to obtain formal bids for providing industrial waste water laboratory testing; and
WHEREAS, since the passage of Resolution #01-161, the Borough Engineer has
advised that one of the nine (9) significant industrial users, Stayflex, Inc. has
ceased operation and no longer requires industrial wastewater monitoring; and
WHEREAS, the elimination of Stayflex, Inc. from the requirements of industrial
wastewater monitoring reduces the scope of work required for pursuant to a new
industrial waste water monitoring contract; and
WHEREAS, due to the reduction in the scope of work required for pursuant to
said contract, the Borough of Carteret has solicited quotations for the provision of
laboratory sampling and testing of industrial waste water discharges, as follows:
1. Garden State Laboratories $17,496.00
2. Q.C. Laboratories $22,692.00
3. S.T.L. Edison $30,308.00
WHEREAS, Garden State Laboratories, 410 Hillside Avenue, Hillside, NJ 07205
was the lowest quote for said services as evidenced by the response received by
the Borough's Engineer, T & M Associates; and
WHEREAS, T & M Associates has recommended the award of a twelve (12) on
the contract from June 1, 2001 to May 31, 2002 to Garden State Laboratories,

Inc., based on their low quote and their satisfactory service with this program over
the past several years; and
WHEREAS, the Borough's Chief Financial Officer has certified that funds am
available for said contract.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The appropriate Borough officials are authorized to enter into
an agreement with Garden State Laboratories of Hillside, NJ to
perform laboratory sampling and testing of industrial waste
water discharges for the one year period commencing June 1,
2001 and ending on May 31, 2002 for the sum of $17,496.00 in
accordance with the request for proposals on the same.
Adopted this 7th day of June, 2001
and certified as a true copy of the
original on June 8, 2001.
