A. Proposed Amendment #1 to the 2020-2024 Transportation Improvement Program (TIP):
JEFFTRAN Improvement Projects
Action Requested: Review and discussion, recommendation of approval to the Board of Directors, and
open a 7 (seven) day public comment period.
Staff Report: The amendment includes the addition of seven JEFFTRAN projects and adjustment s to
JEFFTRAN’s projected revenue and expenses in the Financial Plan section of the TIP. Staff is seeking a
Technical Committee recommendation for approval to the Board of Directors. More detail is provided in
the staff report.
B. Reallocation of remaining Surface Transportation Block Grant (STBG) funds
Action Requested: Review and discussion of options and recommendation to the Board of Directors.
Staff Report: Two STBG funded projects were completed under budget and this has resulted in a
remaining STBG balance of approximately $29,558.55. Staff is seeking a recommendation by the
Technical Committee to the Board of Directors in regard to the reallocation of these remaining funds.
More detail is provided in the staff report.

Mr. Sanders called the meeting to order at 10:05 a.m. and asked Ms. Sweeten to call roll. A quorum of 13
voting members was present.

Mr. Benz moved and Mr. Smith seconded to adopt the agenda as printed. The motion passed unanimously.

Mr. Benz moved and Mr. Smith seconded to approve the minutes from the meeting of April 4, 2019 as
written. The motion passed unanimously.

6. Old Business
A. 2020-2024 Transportation Improvement Program (TIP) Draft
Mr. Rotenberry explained CAMPO staff has completed the annual update of the Transportation
Improvement Program (TIP) and the draft is available for review. In preparing the TIP, CAMPO staff
contacted member jurisdictions for budget information, to review existing projects in the TIP, and ask for
projects for inclusion into the new TIP. Please see the attached staff report outlining the content of the TIP
and detailing changes made last presented at the April 4 meeting.
After a brief review, Mr. Smith made a motion to approve the TIP and to send it onto the CAMPO Board of
Directors for review and approval. Mr. Benz seconded the motion. The motion passed unanimously.
B. 2045 Metropolitan Transportation Plan (MTP) Draft
Ms. Williams explained a draft of the CAMPO 2045 & Beyond Metropolitan Transportation Plan (MTP)
has been completed and is available for review. Please see the attached staff report for details on the Draft
CAMPO 2045 & Beyond MTP. Staff is seeking approval by the Technical Committee and recommendation
to the Board of Directors.
Mr. Benz made a motion to approve the draft MTP and send it to the CAMPO Board of Directors for
review and approval. Mr. Mehmert seconded the motion, the motion passed unanimously.
7. Other Business
A. Status of current work tasks
• CAMPO 2045 Metropolitan Transportation Plan (MTP) Update. Staff continues
development of the 2045 Metropolitan Transportation Plan. The data and public engagement
material from recent meetings may be found at www.campo2045.com. Please see the attached
staff report for more information.
• Travel Demand Model (TDM) Completion. The TDM has been completed and is available for
review
at http://www.jeffersoncitymo.gov/government/long_range_transportation_plan/plans_and_public
ations.php
• Transportation Improvement Program (TIP). Staff has completed the 2020-2024 TIP with an
expected adoption date coinciding with adoption of the MTP. Please see the attached staff report
for more information.
• JEFFTRAN assistance. Staff continues development of a new route guide incorporating new
route changes.
• Federal Performance Measures. CAMPO staff continues collaborating with MODOT staff
concerning various federal performance measures required by MAP-21 and the FAST Act.
• Taos Sewer Map. CAMPO staff will start working with the Village of Taos in Summer 2019 to
update their sewer map.
• STIP update. CAMPO staff met with MoDOT and the other planning partners in the Central
District to discuss updates to the State Transportation Improvement Program (STIP).
B. Member Updates
Jefferson City
--Mr. Bange gave an update on the following: (1) Dunklin Street Bridge replacement and corridor
project; (2); Traffic study for Clark Ln
--Mr. Smith said the airport master plan is now in draft form and stated the City is undergoing a study
for a new parking garage
--Mr. Mehmert gave in update on reconfiguring JeffTran routes.
--Mr. Gates told the committee that Parks and Recreation is scheduled to break ground on the new
community park next week.
--Mr. Baron gave an update of the Old St. Mary’s subdivision plat approval.
Cole County
--Mr. Benz stated that Cole County was approved for a railroad extension at Algoa.
--Mr. Landwehr gave an update on obtaining right of way on Tanner Bridge and Waterford Road.

--Mr. Engerlbrect stated that a job was just put out to bid to construct ADA hand rails on bridges.
--Mr. Lynch stated that construction on the bridge at Rocheport will begin on Saturday, May 5, 2019.
Route C guardrail and overlay project has begun.

CAMPO Technical Committee Staff Report
Proposed Amendment #1
2020-2024 Transportation Improvement Program
August 1, 2019
Summary
Staff is seeking a recommendation from the Technical Committee to the Board of Directors to approve an
amendment to the 2020-2024 Transportation Improvement Program (TIP). The amendment includes the
addition of seven JEFFTRAN projects and adjustments JEFFTAN’s portion of the Financial Plan section, which
outlines forecasted revenue, expenditures, and programmed funding.
The projects total $520,128 and are funded at 80% through the FTA 5339 Bus and Bus Facilities Formula Grant.
The projects, listed on the following pages, will be completed in program years 2020 through 2022. The TIP
Project Application forms are also attached for your review.
Financial Plan section has been amended to accommodate the new JEFFTRAN projects and to maintain fiscal
constraint. Changes to figures 6, 7, and 10 are also included in the following pages.
Staff Recommendation
Staff recommends approval of this amendment. If approved by the Technical Committee, staff will: (1) post the
amendment notice on the website; (2) initiate a minimum seven (7) calendar day public comment period; (3)
send notices to the participating jurisdictions; and (4) place the amendment on the August 21, 2019 Board of
Directors meeting agenda.
Recommended Form of Motion:
Motion to open a 7 day public comment period and forward the proposed amendment to the Board of
Directors for approval.

CAMPO Technical Committee Staff Report
Reallocation of remaining Surface Transportation Block Grant (STBG) funds
August 1, 2019
Summary
CAMPO has a remaining STBG balance of approximately $29,588.55. This balance stems from two
STBG funded projects that were completed under budget. The Clark Avenue Traffic Study was completed
$11,691.80 under budget and the Travel Demand Modeling and Visioning Services Contract was
completed $17,866.75 under budget.
Reallocation of these funds must be completed by the end of August or the funds must be returned to
MoDOT. Staff was able to identify only one project, the City of St. Martins 2018 TAP project, that was
practical for the reallocation. This is due to the time constraints associated with project review, contract
development, environmental review, and the timeline for review by MoDOT and the Federal Highway
Administration.
The City of St. Martins was awarded a Transportation Alternatives Program (TAP) Grant in 2018 totaling
$873,529.75 to improve ADA compliance and Pedestrian/Bicycle access along Business 50 West. The
STBG funds could be used to reduce the local match for St. Martins. The TAP project currently has a
local match 55% ($476,073.71) which could be reduced to 51% through the use of STBG funds.
If it is decided to give the funds to St. Martins, this will result in a staff led administrative modification of
the project in the Transportation Improvement Program.
Staff Recommendation
Staff recommends reallocation of the remaining STBG balance to the City of St. Martins TAP project.
Recommended Form of Motion:
Motion to reallocate the remaining STBG fund balance to the City of St. Martins for use in completing the
awarded 2018 TAP project.

CAMPO Technical Committee Staff Report
Status of Current Work Tasks
August 1, 2019
Summary
The following list includes work tasks that are currently in progress or have been completed since the previous
Technical Committee meeting:
• Transportation Improvement Program (TIP). Staff has worked with JEFFTRAN to
develop an amendment to the TIP. Please see the attached staff report for more
information.
• Federal Performance Measures. Staff continues collaborating with MODOT staff
concerning various federal performance measures required by MAP-21 and the FAST Act.
• Jefferson City Data Assistance. Staff is working with other Jefferson City planners in
providing data and mapping assistance in the update of the of the City’s Comprehensive
Plan.
• Major Thoroughfare Plan Development. Staff is developing a timeline and process for
creation of a Major Thoroughfare Plan. The Major Thoroughfare Plan will be developed
through stakeholder input and will pull directly from the recently completed Travel
Demand Model.
