AN ORDINANCE AMENDING ORDINANCE NO. 69 BY CHANGING THE TERM
OF OFFICE FOR CITY COUNCIL MEMBERS FROM TWO YEARS TO FOUR
YEARS AND PROVIDING STAGGERED TERMS.
BE IT ORDAINED ' by the City Council of the City of Tiffin:
SECTION 1 . Purpose. The purpose. of this Ordinance is to
repeal SECTION 5 of Ordinance 69 and enact in lieu thereof a
section creating four year staggered terms for the Tiffin City
Council. members .
SECTION 2 . Section 5 of Ordinance No. 69 is hereby repealed
and the following Section 5 is enacted in l.iewthereof:
SECTION 5 . Tiffin City Council
members shall be elected for a term of four
years . At the first regular City election
after this ordinance is approved by the
voters , the terms of the elected officials
shall be staggered as follows : the majority
of the elected council. members who receive
- the highest number of votes are elected for
four year terms . The remainder are elected
for two year terms . In case of a tie, the
Mayor and Clerk shap determine by lot which
council members are elected for four year
terms . -" t
SECTION 3 . Repealer. _ All ordinances or parts of
ordinances -in conflict,with the provisions of this Ordinance are
hereby repealed.
SECTION 4. Severability. If any section, provision, or
part of this .Ordinance shall be adjudged to be invalid or uncon-
stitutional , such adjudication shall not affect the validity of
the ordinance as a whole, or any section, provision, or part
thereof not adjudged invalid or unconstitutional .
SECTION 5 . Effective Date. This Ordinance shall- be
effective after its 'approval and passage by the City Council as
provided by law, and after its approval, by the registered
electors of the City of Tiffin at a Special Election held for the.
purpose of approving this Ordinance.
On the 9th day of November , 1983 , at a regular
meeting of the Tiffin City Council , Tift61, Iowa, Councilperson
uox introduced Ordinance No. _ and moved that it
be given its first reading. The motion was seconded by
Councilperson Spivey . Ayes : Brown, Cox, Spivey,
Rohret, Stevens
Nayes :
Motion carried.
The reading of the ordinance was completed and discussed and
placed on record.

A mot-ion was made by Cunci.l.person PCoxeua to
'adopt Ordinance # 117 and seconded by Councilperson
Spivey . Ayes : Brown, Cox, Spivey, Rohret,
Stevens ,•
Nayes : t . Motion carried.

On the 9th day of November , 1983 , at a regular
meeting of the City Council. of Tiffin, Iowa, with a majority of
the Council members pre'sent;- .Council.person Stevens
moved that the 'Yule requiring a second and third reading and
reading on three different dates be dispensed with. This motion
was seconded by Councilperson Spivey
Ayes: Brown, Cox, Spivey, Rohret, Stevens
Nayes :
Motion carried.
Whereupon the Mayor declared that Ordinance No. be
adopted and signified his approval of the same by fixing his
signature thereto.
Passed by the Council on the 9th day of November
1983 , and approved by the Mayor on the _ 9th day of November
1983 .

Ordinance entitled AN ORDINANCE AMENDING ORDINANCE NO. 69 BY
CHANGING THE TERM OF OFFICE FOR THREE COUNCIL MEMBERS FROM TWO
YEARS TO FOUR YEARS AND FOR PROVIDING STAGGERED TERMS.
and known as 117 was duly passed by the Council on the 9th
day of November , 1983 , and signed by the Mayor on the
9th day of November , 1983 , and published on the 14th
day of November , 1983 , by posting copies thereof in
three public places within the limits of the City of Tiffin, Iowa.
