As that has been satisfied at this point, I will authorize the release of the bond back to the IGA. This was a very simple project. However, deviation from the approved plans roughly doubled my invoice. 1) The parking lot was staked wrong. Moving the north wall southerly required adjustment of the southern limits. 2) The entire base beneath the pervious bricks did not meet the permit, requiring complete removal and replacement. 3) The restrictor plate was not installed until the very end of the project. 4) The limits of the pervious pavers were not adhered to. I am not offering these comments as criticism,but as justification for this invoice. The GDOT Area office has released this permit. The Area release letter is in the mail to the District Office. Mike Hosti should be receiving a release letter in the mail shortly from the District Office. The white thermoplastic gored out area in the parking lane will remain white. If the two parking spaces in front that were to have been porous are to remain concrete, alternate methods of achieving the stormwater management they provided must be approved. The approved drainage plan and report did not account for the area of these two parking spaces to be impervious. We received the as-built drawing for the IGA and after review there are a few items that are not coinciding with the approved set of plans: 1) The striping on Butler Avenue is currently white. The approved set of plans show that this striping was to be yellow striping. If the DOT is okay with this striping as being white, then I don't have a problem with it myself but would need that to be in writing from the DOT regarding that. 2) Also, on the as-built drawings submitted, there are two parking spots facing Butler as you enter the parking lot that were to be pavers. As we know, they are not pavers and existing concrete is stated to be used. I would like clarification as to the reasoning behind this and why the deviation from the approved plan? Please find enclosed an explanation of the revision to the report as well as a revised drainage exhibit and revised hydrograph number 15. 1. The two parking spaces in the existing parking lot which were shown as permeable pavers were not installed but were left as existing concrete. These two spaces were originally concrete and it was deemed by the owner and contractor to leave the concrete spaces intact rather than to demolish the concrete and replace with pavers. In an attempt to balance the run-off calculations so that as little impact as possible was made to the Butler Avenue storm system, landscaping was added to the northeast corner of the project which directed an additional 0.02 cfs to the detention basin. The original total run-off directed to Butler avenue was 0.05 cfs which was accepted by the DOT and by Tybee Island was reduced by this field change to 0.03 cfs. This field change places less water in the Butler Avenue storm system than was originally designed and accepted.
