DATE: November 22, 2022 TIME: 7:00 p.m.
NOTE: The Regular Meeting of the City Council was held in -person at the appointed time and day in
accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).
1. WELCOME
1.1 CALL TO ORDER - The meeting was called to order at 7:01 p.m. by Mayor Heddlesten.
1.2 ROLL CALL - Council Members present: Adams, DCamp, Halsey, Jurgena, Littrel. Absent: None. Also
present: Engineer Cooper, City Administrator Consultant Hinson (via conference call), Clerk Krell (via
conference call), and other residents and visitors.
1.3 AGENDA APPROVAL - Motion by DCamp, seconded by Jurgena, to approve an amended agenda.
All ayes. MC
2. REVIEW/APPROVAL OF THE CONSENT AGENDA
Motion by Adams, seconded by Littrel, to approve an amended consent agenda. All ayes, MC. Claims

3. RESOLUTIONS
3.1 2022-87 Resolution Authorizing the Purchase of a Street Sweeper from Victory Sweepers (tabled
11/09/2022). Motion to un-table by Adams, seconded by Littrel. All ayes. MC. Motion to approve as
amended by Adams, seconded by DCamp. All ayes. MC.
3.2 2022-88 Resolution Accepting MSA Professional Services' Certificate of Substantial Completion for the
Bicentennial Park Emergency Access Route Project. Motion to approve by Adams, seconded by Halsey.
All ayes. MC.
3.3 2022-89 Resolution Accepting Change Order #3 for the Bicentennial Park Emergency Access Route
Project. Motion to approve by Adams, seconded by DCamp. All ayes. MC.
3.4 2022-90 Resolution Accepting MSA Professional Services' Statement of Final Completion and Owner's
Acceptance of the Work for the Bicentennial Park Emergency Access Route Project. Motion to approve
by Adams, seconded by Littrel. All ayes. MC.
3.5 2022-91 Resolution Authorizing Contractor's Application for Payment #3 for the Bicentennial Park
Emergency Access Route Project. Motion to approve by Adams, seconded by Halsey. All ayes. MC.

3.6 2022-92 Resolution Approving a Contract with gWorks for Front Desk and Receipt Management Tools.
Motion to approve by Littrel, seconded by DCamp. All ayes. MC.
3.7 2022-93 Resolution Endorsing and Pledging Support for Riley Kramer's BSA Eagle Scout Project.
Motion to approve by Jurgena, seconded by Littrell. All ayes. MC.

3.8 2022-94 Resolution Setting a Policy for Certain Public Purpose Activities. Motion to approve by
Jurgena, seconded by Halsey. All ayes. MC.
3.9 2022-95 Resolution Approving a Credit Card for Operations Manager Brian Ballard, Motion to approve
by Adams, seconded by Jurgena. All ayes. MC.
3.10 2022-96 Resolution Amending Resolution 2022-33 Resolution Approving a Contract for a Review of
Funds and Account Balances and Expenditures for FY21 and FY22, Motion to approve by Adams,
seconded by Jurgena. All ayes. MC.
3.11 2022-97 Resolution Obligating and Appropriating Urban Renewal Tax Revenue Funds for the
Repayment of Eligible Debts for FY24. Motion to approve as amended by Adams, seconded by Littrel.
All ayes. MC.
3.12 2022-98 Resolution Authorizing HomeServe to Offer a Service Line Protection Warranty in Riverdale,
Iowa. Motion to approve by Adams, seconded by Halsey. All ayes. MC.
4. ADJOURNMENT
