Home My Public Portal About2022-104 Resolution Authorizing the Transition of City Credit Cards from TCM to QCBT City of Riverdale, Iowa 110 Manor Drive, Riverdale, Iowa 52722  (563) 355-2511  www.riverdaleiowa.com __________________________________ _________________________________ RESOLUTION 2022-104 RESOLUTION AUTHORIZING THE TRANSITION OF CITY CREDIT CARDS FROM TCM TO QUAD CITY BANK & TRUST WHEREAS, the City of Riverdale, Iowa ("City") is a municipal corporation, organized and operating under the laws of the State of Iowa; and, WHEREAS, when the City original opened Visa credit cards with Quad City Bank & Trust (“Bank”), the Bank did not have in-house credit cards and instead issued third-party credit cards through TCM Bank; and, WHEREAS, the City has experienced multiple issues with the TCM Visa credit cards including TCM misappropriating payments to incorrect accounts, failing to rectify the misappropriations until multiple phone calls were made, charging late fees and interest due to their errors, and stating that checks were “lost in the mail” and then crediting accounts those amounts within hours (after stop payments had been issued and checks voided in gWorks); and, WHEREAS, Quad City Bank & Trust now has in-house credit cards issued and managed by the Bank itself; and, WHEREAS, if the City elects to open new Visa credit cards with the Bank, it will have a designated in- house account services representative to address issues and concerns via email, phone, or in-person; and, WHEREAS, the City recommends opening new Visa credit cards directly with the Bank and after resolving all issues with the current TCM Visa credit cards, closing those accounts; and, WHEREAS, there is no direct cost for this action; therefore, there is no funding source. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, THAT: Section 1. The Mayor and Clerk are authorized to execute all necessary paperwork and contracts to transition the City from TCM credit cards to Quad City Bank & Trust credit cards. Section 2. The Clerk is authorized to open new credit cards with Quad City Bank & Trust to replace the current credit cards with TCM, and is directed to cancel the TCM credit cards once this transition is complete.
