WHEREAS, the City of Riverdale has over the years been under many jurisdictions which are being highlighted this
year as part of a series of proclamations.
WHEREAS, on 21 December 1837, the territorial legislature of Wisconsin established a new county in honor of
General Winfield Scott, presiding officer at the signing of the peace treaty ending the Black Hawk War. This
county, which follows today's current boundaries, was carved out of Dubuque County.
WHEREAS, Settlement of the Scott County area had begun in 1833, with towns first developing along the
Mississippi River.
WHEREAS, Starting in 1836 and completing in March 1837, the public land survey was performed across Scott
County, surveying all lands within our region.
WHEREAS, the Act to establish the county also allowed for a vote for a county seat. Davenport recruited mine
laborers from Dubuque to come and vote in the election against Rockingham. The election fraud was disclosed
and Governor Dodge voided the election and required a 60 days of residence for a second 1838 election. In the
second election, Rockingham conducted a variety fraud. After review and removal of many votes, Davenport had
won by 2 votes. Later, the Iowa Territorial legislature would hold a new vote between four cities — Sloperville,
Winfield, Rockingham, and Davenport. Sloperville dropped out, and the other three offered land, money, and
buildings to host the courthouse. Davenport won the third election, and Scott County was officially on its way.
THEREFORE, be it resolved that I, Anthony Heddlesten, Mayor of the City of Riverdale, Iowa, do hereby proclaim
that December 21st as
SCOTT COUNTY DAY
In Riverdale, and encourage all staff, residents, and visitors to learn more about the history of the founding of our
region and those who first help establish our community.
