Nelson of Bay Harbor Islands, at Mr. Shepard Broad's request, had written an opinion regarding the legal position of the Tr.i. City Library Trustees. Mr. Webb explained that there has been some confusion over the position and authority of the Trustees and said he believed a joint meeting would be held by the Trustees and some officials of he towns to clarify these matters. Mr. Anderson said he concurred with Judge Nelson and suggested that a repert be made to the Couc,cil at a l: ;ter date. Mr. Faulkner read a letter from Mr. Gordon Butler, Executive Secretary, Florida League of Municipalities, regarding levying an additional If cigarette tax. No action was taker, on this matter. The Village Manager advised the Council that Police Chief Owens has been ill for the past month and asked permission to keep him on full salary. After discussion Mr. Hart moved that the Village Manager be instructed to retain the Chief on full salary for one month and to report back to the Council each month as to his condition. Mr. Faulkner seconded the motion and it was unanimously voted. There being no further business, on motion of Mr. Hart, seconded I y Mr. Faulkner, the meeting adjourned. ATTEST: mayor Village Village Clerk COUNCIL MINUTES January 19, 1963 The Council of Bal Harbour Village met on Saturday, January 19, 1963 at 9:30 A.M. in the Village Hall. Present: Messrs. Beatty, Kirkeby and White. Absent: Mr. Faulkner and Mr. Hart. Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. • Upon motion of Mr. Kirkeby, seconded by Mr. Beatty, the minutes of the previous meeting of December 29, 1962 were approved as submitted. The Village Manager advised the Council that he had recently attended a meeting concerning the badly eroded north end beaches with the effected property owners and four of the County Commissioners. A second meeting was held with the County Manager, Irving G. McNayr, to appeal for County aid for another stabilization to start immediately. December 29, 1962 143 As a result of this meeting Mr. McNayr agreed to recommend to the County Commission that an appropriation of $20,000.00 be made to start another beach nourishment program immediately. Mr. Webb further ex- plained that a budget of approximately $40,000.00 would be needed to supply the necessary 30,000 to 40,000 yards and that Mr. DeOrsey and Mr. Taplin had guaranteed that up to one -half of the expense of the additional $20,000.00 would be borne by the property owners at the north end of the beach. Mr. Webb recommended that Bal Harbour Village contribute up to $10,000.00 from surplus funds to this nourishment program. After discussion Mr. Beatty moved that Bat Harbour Village contribute up to $10,000.00 on a joint basis with the hotel owners contributing up to $10,000.00. Mr. Kirkeby seconded the motion and it was unanimously voted. Air. Herman Gold of the Carlton Terrace, Mr. Sol Taplin of the Harbour House, Mr. C. Leo DeOrsey and Mr. James C. Mills of the Kenilworth properties, Mr. John H. Pettit of Harbour Inn, N;r. Larry Cliff of the Ivanhoe and Mr. Art Lippack, Village Engineer, attended the meeting. The Village Clerk advised the Council that an application had been received for the transfer of liquor license at the Singapore Hotel to Singapore J V Inc. The reason being that a corporation was formed with a third member, Mayer Wassell. Upon motion of Mr. Beatty, seconded by Mr. Kirkeby, it was unanimously voted to accept the application for transfer. Mr. Kirkeby moved to accept the application of Merlin Inc. for 5 U Drive It Cars at the Sea View Hotel. Mr. Beatty seconded the motion and it was unanimously voted. The Village Manager reported that Police Chief Owens is still out on sick leave on full salary and that he expected he would be able to return to work within about two weeks. After discussion, Mr. Kirkeby moved that the Chief be kept on full salary until the next Council meeting. Mr. Beatty seconded the motion and it was unanimously carried.
