REGULAR COUNCIL MEETING, JULY 15, 2019
CALL TO ORDER
In the absence of Mayor Carrie Tergin, President Pro-Tempore Rick Mihalevich called the
July 15, 2019 City Council meeting to order at 6:02 P.M.
ROLL CALL
The f ollowing Council Members were present for the roll-call:
Present: Fitzwater, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward and W iseman
Absent: Graham
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Hussey to adopt the amended agenda, moving
Item 13(h.) pending bill 2019-032 to Item 5(c.) under Public Hearings. Councilman
Schreiber seconded the motion. There being no objection, the motion to adopt the
amended agenda was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Steve Crowell, City Administrator and Todd Spalding, Director of Parks, Recreation, and
Forestry recognized the July Outstanding Employee Service Award Recipient, Stacy
Landwehr of the Parks, Recreation, and Forestry Department . Ms. Landwehr received a
City Coin and $50 Gift Certificate.
Joy Sweeney and Rita Kempker were invited to the podium to promote the Council for
Drug Free Youth’s signature event, Over the Edge, scheduled for October 26, 2019.
Councilman Mihalevich presented the “Parks and Recreation Month” Proclamation to
Amy Schroeder from the Parks, Recreation, and Forestry Department. Ms. Schroeder
and Ashley Varner gave a brief update on Parks’ planned activities to celebrate the
month.
Councilman Mihalevich introduced Cole County Presiding Commissioner Sam Bushman
and Hal Dulle to the podium to announce the County’s biggest United Way fundraiser,
The Springfield Cardinals Cole County Day at the Ballpark – August 10, 2019. Tickets

A Staff presentation was made by Sonny Sanders, Director of Planning and
Protective Services.
Joy Sweeney and Rita Kempker of the Council for Drug Free Youth voiced
their concerns with the bill.
After some discussion between City Council, Staff and Ms. Sweeney and Ms.
Kempker, President Pro Tempore Mihalevich declared the evidentiary portion
of the public hearing concluded and stated that the City Council would now
take up the associated bill.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING
CHAPTER 35, THE ZONING CODE, PERTAINING TO MEDICAL

final passage, and passed by the following roll-call vote as Ordinance 15934.

A Staff presentation was made by Mr. Sanders
Brian McMillan of Central Missouri Professional Services, representing the
property owner, Rose International, spoke in favor of the bill.
There being no one else to speak on the bill, President Pro Tempore
Mihalevich declared the evidentiary portion of the public hearing concluded
and stated that the City Council would now take up the associated bill.

Councilman Hussey motioned, and Councilwoman Ward seconded the motion to
approve the above appointment. The motion passed unanimously.

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Building Community Bridges, 2013 E. Ashley was invited to the City Council meeting by
Councilmembers Hensley, Hussey, and Ward. Doug Wright, Founder of the
organization, Lorenzo Davis, Jr., President and Sports Director, Alicia Edwards,
Executive Director, and Gabby Jahr, Outreach Coordinator spoke about the nonprofit
organization and their efforts in providing assistance to tornado victims, as well as
services they provide to the community. They also spoke about the mission of the
organization, and thanked Councilmembers Hensley, Hussey, and Ward for their hard
work and continued support of the organization and the people they serve.
Police Captain Deric Heislen provided an update on the Smart911 app. Citizens can
connect to the app through the Police Department’s webpage:

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Councilman Mihalevich announced the cancellation of the next Finance Committee
meeting which was scheduled for this Thursday, July 18 th.
Mr. Sanders announced the Comprehensive Plan Community Workshops with the first
meeting scheduled for July 30th, 5:30 – 7:30 P.M. in the Tunnell/Wherritt Community
Room at Capital Region Medical Center; and the Historic Preservation Plan Community
Meeting scheduled for July 23rd, 6:00 P.M., City Council Chambers.
Councilwoman Ward announced a new, quarterly award called the “Southside Pride
Award”. It will be awarded to those in the Southside Neighborhood for various reasons
all of which show pride in the neighborhood. Winners will receive $25.00 in Muenchberg
bucks. The first winner was Chris Griggs of 708 Washington Street.
Councilman Mihalevich read an announcement from Mayor Carrie Tergin on the
success of her trip to the City’s sister city, Muenchberg, Germany.
Mr. Corey Williams, Public Information Officer for the U.S. Small Business
Administration (SBA) was introduced by Councilman Mihalevich. Mr. Williams made an
announcement regarding tornado and flood relief assistance opportunities to affected
business owners and individuals. The SBA will be setting up at Lincoln University, 917
Leslie Blvd, beginning Wednesday, July 17th at 9:00 A.M. The SBA will be open
Monday through Friday, 9:00 A.M. – 6:00 P.M. September 9th is the deadline to register
for FEMA assistance. FEMA’s phone number is 800-621-3362. SBA’s phone number is
800-659-2955.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru
Ms. Wanjiru thanked Corey Williams of the U.S. Small Business Administration for
partnering with Lincoln University to host the U.S.SBA at the university.
