HomeMy Public PortalAboutOrdinances-1985-133 ° ^ Ordinance No. 1985-133 ORDINANCE NO. 1985-133 AN ORDINANCE ESTABLISHING A PARK AND RECREATION COMMISSION FOR THE PURPOSE OF PLANNING AND DIRECTING THE PLAYGROUNDS AND PARKS OF THE CITY OF TIFFIN, IOWA. BE IT ENACTED BY THE CITY COUNCIL OF TIFFIN, IOWA: SECTION I. Purpose. The purpose of this ordinance is to establish a Park and Recreation Commission for the purpose of operating and directing the playgrounds, parks and recreational areas of the City of Tiffin, Iowa. SECTION II. Establishment : There is hereby established a Park and Recreation Commission for the City of Tiffin, Iowa. • SECTION III. Membership: The Park and Recreation Commission shall consist of' five (5) members appointed by the City Council of the City of Tiffin, Iowa, with one member being the councilperson in charge of recreation. SECTION IV. Term: Of the five members first appointed, two shall be appointed for one year, two shall be appointed for two years and one shall be appointed for three years. Thereafter, all appointments shall be for three year. In the event ~ of the resignation of any member, a successor shall be apointed to fill the unexpired term to which said member was originally appointed. SECTION V. Compensation: Members of the Commission shall serve without compensation. SECTION VI. Duties: The Commission shall recommend and review policies, rules, regulations, ordinances and budgets relating to parks and playgrounds of the City of Tiffin, Iowa and make such reports to the City Council as the Commission deems in the public interest. ` The Commission shall exercise broad responsibility for the development of parks, recreation centers and palygrounds for the City of Tiffin, Iowa. The Commission is authorized to make studies and to disseminate information on all of its activities. The Commission shall be responsible for integrating its program with other governmental agencies, including but not' limited to the City of Tiffin, Iowa, the community school district, Johnson County, and other surrounding municipal units. SECTION VII. Elect ion of Officers: The Commission shall elect from its own membership at its regular January meeting its chairman and vice-chairman, each to serve for a term of one year. It shall, at its regular January meeting, _ ��. . ~ Ordinance No. 1985-133 elect a secretary, who may be, but need not be, a member of the Commission. SECTION VIII. Meetings: 1. The Commission may adopt, amend or rescind such rules as may be necessary for the conduct of its business 2. A quorum of the Commission shall be three members. The chairman shall vote as a member of the Commsission. 3. The chairman, vice-chairman, or any three of the members of the Commission may call a special meeting by giving at least one clear day notice in writing to every member of the Commission. The call for special meeting shall include an agenda, and only matters included in that agenda may be discussed at that meeting. 4. The Commission shall cause to be submitted to the City Clerk, the minutes of any meeting, within a reasonable time after said meeting, but said submission shall be prior to the next date of the meeting of the City Council. SECTION IX. Repealer. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are repealed. SECTION X. Saving Clause. If any section, provision or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of this ordingnce as a whole, or any section, provision, or part thereof not adjudged invalid or unconstitutional. SECTION VI. Effective Date.• This ordinance shall be in effect after its final passage, approval and publication as provided by law. Councilman ��� introduced the foregoing ordinance which was then duly read and considered by the Council. Its adoption was moved by Councilman Runge • and seconded by Councilman Stevens On roll call vote Councilman Cox Morgan� Runge, Spivey, Stevens voted "Aye". voted "Nay". Mayor declared motion carried. Councilman I���� then moved that the rule or law requiring three readings of this ordinance on three different dates be dispensed with.
