HomeMy Public PortalAbout95-024 (02-21-95)CITY OF LYNWOOD LOS ANGELES COUNTY, CALIFORNIA RESOLUTION NO. 95 -24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ESTABLISHING THE ADVISORY BOARD FOR THE PARKING AND BUSINESS IMPROVEMENT DISTRICT AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO IMPLEMENT ALL ACTIONS NECESSARY TO COMPLY WITH THE PARKING AND BUSINESS IMPROVEMENT LAW OF 1989 WHEREAS, in 1985 the City of Lynwood adopted Ordinance No. 1262 which established a parking and business improvement area which encompassed the entire City of Lynwood; and WHEREAS, commencing with calendar year 1986 every business enterprise in the City which was required to pay a business license tax was also subject to a "surcharge" or an "additional business license tax," in an amount equal to 50% of the business license tax otherwise payable; and WHEREAS, City staff was unaware of the procedural requirements imposed upon the City's parking and business improvement area by the Parking and Business Improvement Law of 1989; and WHEREAS, it is necessary to implement certain procedures which will bring the City into compliance with the Parking and Business Improvement Area Law of 1989; NOW, THEREFORE, the City Council of the City of Lynwood does find, order, proclaim and resolve as follows: ' Section 1. The Advisory Board for the City's Parking and Business Improvement District is established and will be comprised of the following members: A. The seven (7) members of the City's Community Affairs Commission; and B. Four (4) members in good standing of the Lynwood Chamber of Commerce as may be designated from time to time by the City Council, including the president of the Lynwood Chamber of Commerce if that officer is willing to serve. Section 2. All meetings of the Advisory Board must be noticed, held and conducted in accordance with the provisions of the Ralph M. Brown Act and all other applicable statutes, ordinances and regulations. Section 3. The City Manager or his designee is authorized to implement all actions necessary to comply with the 950210 10512 -00001 syc 0591929 Parking and Business Improvement Law of 1989. Section 4. This resolution takes effect immediately upon its adoption. PASSED, APPROVED and ADOPTED this 21st day of FPhruary , 1995.
