Greencastle City Hall & ZOOM Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert, Dave Murray and Jacob Widner. III. Public Petitions and Comments: IV. Special Presentations A. DePauw Management Fellows- Paige, Grant and Peter presented to the Common Council a short presentation on their Greencastle City Council Communication Project. B. .Pool Safety- Rod Weinschenk briefed the Council on Board of Health COVID guidelines that were going to be implemented at the pool. V. Special Requests A. Street Closure Request- The Warehouse Voss LLC- Pieper Voss- Motion by Adam Cohen to approve the street closures as presented, second by Veronica Pejril, 7-0, motion carried. B. Street Closure Request- Farmers Market- Brian Cox- Motion by Dave Murray to approve the street closures as presented, second by Jacob Widner, 7-0, motion carried. C. Street Closure Request- First Friday's- Mike Richmond- Motion by Dave Murray to approve the street closures with approval from health department and alcohol liability approvals, second by Adam Cohen, 7-0, motion carried. D. Street Closure Request- 2nd Saturday's Family Event/Movie- Motion by Veronica Pejril to approve the street closures as presented, second by Adam Cohen, 7-0, motion carried. E. Street Closure Request- DePauw Alumni Class - Mike Richmond- Motion by Cody Eckert to approve the street closures for the informal gathering subject to Moore's Bar being the responsible party, second by Adam Cohen, 7-0, motion carried. 7 VI. Department Reports: A. Cemetery— Ernie Phillips B. Engineer— C. Fire Department— John Burgess D. Park and Recreation — Rod Weinschenk E. Planner— Scott Zimmerman F. Police Department—Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water &Wastewater Department— Oscar King I. City Attorney - Laurie Robertson Hardwick VII. Reports A. Mayor's Report- The following was presented: • Reminder to pay your scholarship money to Putnam County Foundation. • Requested a special session meeting be held on May 25th at 5:30 pm. • Walk in vaccines available at Health Department on Mondays and Wednesdays, and the fairgrounds on Tuesdays and Thursdays • Community Open House for YMCA is May 18th at 7:00 pm at City Hall. • Mayor and Kristin Clary will be meeting with IAC to discuss plant closing. B. Clerk-Treasurer's Report- Heavy Trash Day was successful on April 24. Laserfiche public portal is now working on our city website. Councilors' Report- Dave Murray reported he and Gwen Morris had reviewed the YMCA agreement and is excited about the YMCA project. VII. Approval of Minutes A. Regular Session-April 8, 2021 B. Special Session-April 22, 2021 Motion by Veronica Pejril to approve April 8, 2021 and April 22, 2021 minutes as presented, second by Dave Murray, 4-0, motion carried. Cody Eckert, Mark Hammer and Jacob Widner abstained because they were not at the April 22nd session. VIII. Approval of City Claims A. Motion by Dave Murry to approve claims as presented, second by Mark Hammer, 6-0, motion carried. Stacie Langdon abstained because of PCCS claim. IX. Old Business A.Ordinance 2021-7-An Ordinance Approving the Vacation of Partial Alleyway 727 Main Street and 713 Main Street, Located in the City of Greencastle, Putnam County, Indiana (Second Reading). - Motion by Stacie Langdon to approve Ordinance 2021-7 as presented on second reading, second by Adam Cohen, 7-0, motion carried. B.Ordinance 2021-8 -An Ordinance Amending Salary Ordinance 2020- 7, An Ordinance Establishing the Size of the Departments of City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Department and Fixing the Salaries of Certain Other Appointed Officials for the Year 2021(Second Reading) -Motion by Jacob Widner to approve Ordinance 2021-8 as presented on second reading, second by Dave Murray, 7-0, motion carried. X. New Business A. Resolution 2021-5-A Resolution Declaring an Economic Revitalization Area (Phoenix Closures, INC. New Equipment)- Motion by Adam Cohen to approve Resolution 2021-5 as presented, second by Mark Hammer, 7-0, motion carried. B. DePauw MOU Amendment- Library- No Formal Action Taken C. Ordinance 2021-9 -An Ordinance Establishing the American Rescue Plan Act of 2021 Local Fiscal Recovery Fund for the City of Greencastle (First Reading) -Motion by Dave Murray to approve Ordinance 2021-9 as presented on first reading, second by Veronica Pejril, 7-0, motion carried. r- Xl.
