HomeMy Public PortalAbout1963-02-28 Meeting144 COUNCIL MINUTEo February 28, 1963 The Council of Bel Harbour Village met at 9:30 A.M. on Saturday, February 23, 1963 at the Village Hall. Present: Mr. Faulkner and Mr. Hart Absent: Messrs. Beatty, Kirkeby and White Also present were W. H. 6teb1), Village Manager and Mary T. Wet'.erer, Village Clerk. The meeting adjourned until February 28, 1963 for lack of quorum. The Council of Bal Harbour Village reconvened at 9 AM, Thursday, February 28, 1963 at the Village Hall. Present: Messrs. Beatty, Faulkner, Hart and Kirkeby Absent: Mr. White Also present were W. H. Webb, Village manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. The meeting was called to order by Assistant Mayor Faulkner and after the roll call the minutes of the previous meeting of January 19, 1963 were approved as submitted upon motion of Mr. Kirkeby, seconded by Mr. Beatty and unanimously approved. The Village Manager advised the Gounci.l that the County had authorized the expenditure of up to $20,000 for payment of one—half the cost of beach stabilization at the north end of Bal Harbour. He re— ported that he had deposited the $10,000 received from the property owners at the north end as their share of the cost of the nourishment program. An agreement between Metropolitan Dade County and Bal Harbour Village for the beach restoration in Bal Harbour was presented to the Council. After discussion Mr. Beatty moved to confirm the action taken with respect to the $10,000 appropriated by the Council at the January 19, 1963 meeting, seconded by Mr. Hart and on vote passed as follows: Messrs. Beatty, Faulkner and Hart, yes; Mr. Kirkeby abstained due to a possible conflict of interest. Mr. Beatty then moved the execution of the contract, seconded by Mr. Hart and unanimously voted. Mr. C. T. Church appeared before the Council requesting that he be allowed to display a "For .ale" sign on Lot 13 0 F Section of Bay Harbor for another 90 days, through April, 1963. Mr. Hart moved to extend the sign permit for aooth r 90 days, seconded by Mr. Beatty and unanimously carried. The Village Clerk advised the Council that applications had been received from Morse Motors for 5 U Drive It Cars at the Bel Harbour Hotel and 5 U Drive It Cars at the Harbour Inn. After dis— cussion Mr. Hart moved to accept the application of Morse Motors. Mr. Kirkeby seconded the motion and it was unanimously voted. 145 A FTECT: ,',' ' mac Village Clerk The Village Clerk presented throe amending ordinances. ORDINANCE NO. 92 AN ORDINANC;_ AMENDING ORDINANCE NO. 1 OF BAI. HARBOUR VILLAGE, FLORIDA ORDINANCE NO. 90 AN ORDINANCE AMENDING ORDINANCE NO. 8 OF BAL HARBOUR VILLAGE, FLORIDA ORDINANCE NO. 91 AN ORDINANCE AMENDING ORDINANCE NO. 23 OF BAL HARBOUR VILLAGE, FLORIDA After discussion Mr. Kirkeby moved to approve these amending ordinances, seconded by Mr. Beatty and unanimously approved. There was discussion as to the possibility of making every Saturday in the month a legal meeting date, but not to meet less than once a month. The matter was tabled for further consideration by Mr. Anderson. Mr. Webb read a letter from Mr. James P. Wendler, Publisher of the Miami Beach Times requesting that their paper be used by Bal Harbour Village in the publication of delinquent taxes. Mr. Anderson was requested to check the charter. Mr. Beatty moved to use the Miami Beach Times providing Ir. Anderson finds it in accordance with the charter. Mr. Hart seconded the motion and it was unanimously carried. Mr. Faulkner stated that the wall on Park Drive at the rear of the apartment houses facing Collins Avenue was badly in need of paint. After discussion Mr. Hart moved to instruct the Village Manager to whitewash the wall if there are any surplus funds in the Park Department Budget. Mr. Beatty seconded the motion and it was unanimously carried. There being no further business, on motion of Mr. Beatty, seconded by Mr. Hart, the meeting was adjourned. /� Mayor February 28, 1963
