A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD URGING LOS
ANGELES COUNTY BOARD OF SUPERVISORS SUPPORT FOR TIMELY FLOOD
PROTECTION IMPROVEMENTS PROPOSED BY THE LOS ANGELES COUNTY DRAINAGE
AREA ( LACDA) PROJECT
WHEREAS, the national standard:::: for public safety require
flood control systems that protect aaa -inst a 100 year flood event;
and;
WHEREAS, due to increased upstream development the existing
flood protection system in Southeast Los Angeles County presently
only provides protection against a 35 -year flood event causing
public safety and the area's economic viability to remain at risk
until 100 -year storm protection is achieved; and
WHEREAS, Federal Emergency Management Agency (FEMA)
requirements force lenders to require flood insurance before making
loans in flood -prone areas which are areas which do not meet the
100 year flood event protection criteria; and
WHEREAS, new federal legislation soon to be in place will
farce a good number of Lynwood property owners as well as property
owners in other cities to purchase flood insurance which had not
.)?P?n previously required; and
WHEREAS, under this new legislation the flood insurance
regL.irement will remain in place until the Los Angeles River can be
improved so that it once again provides the required 100 year flood
' event protection; and
WHEREAS, the US Army Corps of Engineers and the Los Angeles
County Engineer have proposed to reinforce levees and to heighten
Los Angeles River channel walls to reinstated 100 year flood
protection for the 675,000 residents living in the affected area;

WHEREAS, without timely improvements the cost of flood
insurance compliance is estimated to total $36 billion over the
next 10 years which is 15 times higher than the estimated cost of
$2.3 billion in damages expected from a 100 -year storm event;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City of Lynwood has determined that LACDA
flood control protection for personal safety and property remains
a critical component of the Southeast Los Angeles County economy.
Furthermore, the City earnestly calls for wholehearted support by
the Los Angeles County Board of 'Supervisor for timely flood
protection improvements by tLe Los Angeles County Drainage Area
Project to prevent any further delays which will bring an onerous
financial burden upon the economy of the region. The City also
encourages all affected cities to urge the Board of Supervisors to
' give a full support to this position.
Section 2. That this resolution shall take effect
immediately.
PASSED, APPROVED and ADOPTED this 91ct day of
March 1995.
