UPPER CHARLES TRAIL COMMITTEE

MINUTES
Members present: Bob Snyder, Ken Parker, Jane Moran, Mike Resteghini, Barry Rosenbloom,
Gary Trendel, Jeff Barnes
Members absent: John Coutinho, Eric Sonnett
1. Master Plan proposal from Conway Associates: This proposal is among the “Documents
used” below. Jeff described the history of his negotiations with Conway to explain how the
proposal came to be what it is. The date of the current proposal is 10/10/14. Jeff moved that
UCTC authorize Ken to sign the Conway proposal, as amended by minor UCTC edits. This
action will initiate Master Plan development by Conway. The motion was approved
unanimously.
2. 501c3 developments: Nothing new. Barry and Jane are waiting to hear from Tim Kilduff.
3. Site walks: Mike has investigated the parcels on the east side of Hayden Rowe Street. He
described the key parcels, the owners, the valuation, the terrain, and the degree of wetness.
Mike will contact Paolini and Connelly about a UCTC site walk in that area. We may add a
College Rock to Milford Trail Head segment when we do the walk.
4. Other Boards and Commissions actions: Ken attended a recent Planning Board meeting and
called our attention to the Mastroianni Master Plan, pointing out the highlights. We continue
to desire to have Roy MacDowell attend a UCTC meeting. Mike mentioned that the school
committee is looking at property east of Hayden Rowe Street.
5. Pod Consulting talks: Jeff has been talking to the Pod Consulting group about developing a
UCTC web site. To conform to central town needs, this site will need to use the Google
platform. The fee for this service will be approximately $3K. Jeff will continue to drive this
project. He referred us to the Bay Colony Rail Trail web site to see an example of their work.
Mike showed us the golf shirt and tee shirt design that he’s come up with. Mike will get a
proposal from Pod Consulting for both shirt types.
6. Meeting with town manager: Ken, Jane, and Eric will meet with Norman Khumalo on
Friday. Ken has prepared a draft letter to Governor Patrick and certain state Secretarys, see
“Documents used” below. This letter describes Hopkinton Upper Charles Trail development
plans for the purpose of seeking funding from the Environmental Bond Bill of 2014. He will
present this letter to Norman at the Friday meeting and seek his support. Jeff moved that we
approve the letter as written with an additional citation of trail development on the easements
that have been granted to the town at 294 Hayden Rowe Street. Jeff’s motion passed
unanimously.
7. Draft minutes of the 10/1/14 meeting: Approved unanimously except for Jeff who abstained
because he was not at the 10/1/14 meeting. (Jeff had to leave the 10/15/14 meeting at this
time.)
8. Bob Snyder moved to convene in executive session to discuss considering the purchase,
exchange, lease or value of real property in regards to multiple properties for the Upper

Charles Trail, because an open meeting may have a detrimental effect on the negotiation
position of the Committee; and that the Committee will reconvene in open session at the
conclusion of the executive session only to adjourn the regular meeting. Jane Moran
seconded the motion and members were polled individually on the vote to enter executive
session:

At the conclusion of the executive session, Bob Snyder moved to reconvene in open session.
Jane Moran seconded the motion and Committee members were polled individually on the
vote to reconvene in open session:

Jane Moran – yes Mike Resteghini – yes
Barry Rosenbloom – yes Gary Trendel – yes
9. The public meeting was adjourned at 8:45PM.
