McCarty Street Commission Members Present Attendance Record Mary Schantz 7 of 8 Doug Record 8 of 8 Donna Deetz 8 of 8 Gail Jones 7 of 8 Nathan Percy 6 of 8 Gregory Bemboom 7 of 8 Commission Members Absent Steven Hoffman 7 of 8 Angela Lucero 4 of 8 Alan Wheat 6 of 8 Council Liaison Present Laura Ward Staff Present Jayme Abbott, Neighborhood Services Manager Call to Order Mary Schantz called the meeting to order at 6:00 p.m. Adoption of Agenda Ms. Deetz moved and Mr. Bemboom seconded to adopt the agenda as amended to add Section 106 Review for the Modernization of Public Housing Units under New Business and Capitol Avenue Historic District and Capitol Avenue Neighborhood Conservation Overlay District under Other Business. The motion passed unanimously. Approval of Minutes Mr. Record moved and Ms. Jones seconded to approve the minutes from the June 11, 2019 Regular Meeting as printed. The motion passed unanimously. Communication Received Ms. Abbott stated no communications have been received. New Business A. Rehabilitation of 103 Jackson St Ms. Abbott introduced the new owners, Levi and Amanda Burke Williams, of the Standish House at 103 Jackson St. They purchased the property from the Housing Authority as part of the Redevelopment of the Capitol Avenue Area. Per the contract agreement, information on the proposed improvements to the property was to be presented to the Historic Preservation Commission. A power point presentation was conducted including interior and exterior photos of the property and a verbal description of improvements were detailed by the Williams’. Ms. Deetz moved and Ms. Jones seconded that the “project appears to meet the Capitol Avenue Neighborhood Conservation Overlay District design criteria, and is approved by this Commission.” The motion passed unanimously. B. Section 106 Review – 412 Jackson Street Homeowner has been approved to participate in the CDBG Minor Home program. The proposed project is tuck pointing of bricks and splash or elbows on down spouts to direct water 2 away from the foundation. The residential structure was constructed in 1910 and is not listed individually on the register or within a historic district. Staff recommended approval of Section 106 Review as no historic properties are affected Mr. Percy moved and Ms. Deetz seconded to approve the 106 Review. Motion passed unanimously. C. Section 106 Review – 325 Ash Street Homeowner has been approved to participate in the CDBG Minor Home program. The proposed project is to replace HVAC system. The residential structure was constructed in 1960 and is not listed individually on the register or within a historic district. Staff recommended approval of Section 106 Review as no historic properties are affected Ms. Jones moved and Mr. Record seconded to approve the 106 Review. Motion passed unanimously. D. Section 106 Review – 809 E McCarty Street Homeowner has been approved to participate in the CDBG Minor Home program. The proposed project is to repair front steps and secure front stair railing. The front porch support need to be replaced and the porch roof raised and reattached to the structure; and replacement of gutters and downspout. The residential structure was constructed in 1900 and is not listed individually on the register or within a historic district. Staff recommended approval of Sectio n 106 Review as no historic properties are affected Mr. Record moved and Mr. Bemboom seconded to approve the 106 Review. Motion passed unanimously. E. Section 106 Review – Demolition of 1103 Buena Vista The Housing Authority plans to utilize Capital Fund Program allocation to demolish 1103 Buena Vista, a residential duplex constructed in 1965. The structure is on a concrete slab that is apparently failing/sliding. The structure has been vacant due to unsafe conditions. At this time there are no plans to rebuild on this site. Staff recommended approval of Section 106 Review as no historic properties are affected. Ms. Deetz moved and Mr. Percy seconded to approve the 106 Review. Motion passed unanimously. F. Section 106 Review – Modernization of Public Housing Units The Housing Authority plans to utilize 2018-2022 Capital Fund Program allocation to modernize properties at West Properties (1009 – 1405 Elizabeth St; 1000 – 1114 Buena Vista St; 1000 – 1116 Dulle St and 1114 – 1136 Linden Ct), East Properties (800 – 1008 E Elm Street; 520 & 521 Chestnut St; 603 & 604 Linn St and 606 Locust St) and Dulle Towers, 10 Jackson St. The residential structures were constructed in 1960’s and are not listed individually on the register or within a historic district. Staff recommended approval of Section 106 Review as no historic properties are affected Mr. Record moved and Ms. Deetz seconded that the Commission take one vote for all of Housing Authority properties and proposed improvements. Motion passed unanimously. Mr. Percy moved and Ms. Deetz seconded to approve the 106 Review. Motion passed unanimously. Other Business A. Dangerous Building Determination Ms. Abbott that the properties at 502 E McCarty, 607 E McCarty, 510 E Dunklin, 516 E Dunklin, 816 Jackson and 916 Jackson St have all been determined as dangerous by the Building Official. These properties were impacted by the May 22, 2019, EF 3 tornado. Ms. Schantz requested that Ms. Abbott keep a master list of all dangerous building to keep track properties affected by the disaster. 3 B. Staff Updates Ms. Abbott stated that there were no staff updates other than what’s on the amended agenda. C. Historic Preservation Training Ms. Abbott discussed the free National Park Service online training modules, suggesting that the Commission identify a training module to have completed prior to each month. The Commission settled on the Chair identifying which modules to complete each month. Ms. Abbott will send communication to the Commission of this decision. D. Notice of HPF Grant Ms. Abbott reported that SHPO has issued a NOFA for the Historic Preservation Fund (HPF) program with an emphasis on awarding projects that further historic preservation. Ms. Abbott acknowledged the May 22, 2019, EF3 tornado disaster affected Capitol Avenue Historic District, but it is unknown at this time the extent of the damages and disaster funding available to property owners. Discussion was held on the importance of surveys and continuing them within areas that have yet to be completed. Ms. Deetz moved and Mr. Record seconded that a HPF grant application should be submitted for Phase II of the West High Street Survey. E. Capitol Avenue Historic District Ms. Deetz discussed the concern for the integrity of the Capitol Avenue Historic District. There may be multiple demolitions of contributing properties. Historic City of Jefferson are working with owner’s to determine if they would be willing to sell to those who would be willing to fix up the tornado damaged properties. F. Capitol Avenue Neighborhood Conservation Overlay District Ms. Abbott discussed that any new construction on Capitol Avenue will have to follow the Conservation Overlay District design guidelines. Commission discussed that the Conservation Overlay District may be one to promote in other National Register Historic District areas. Dates to Remember A. Special Meeting July 23, 2019 at 6:00 pm B.
