HomeMy Public PortalAbout2019-08-051 REGULAR COUNCIL MEETING, AUGUST 5, 2019 CALL TO ORDER Mayor Carrie Tergin called the August 5, 2019 City Council meeting to order at 6:05 P.M. ROLL CALL The f ollowing Council Members were present for the roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, and Ward Absent: Wiseman A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Schreiber to adopt the agenda. Councilwoman Ward seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin invited Jefferson City High School (JCHS) graduate, Devin Roberson to the podium. Devin was recognized and congratulated for winning the National Discus Championship. Melvin Myers, JCHS Track & Field Head Coach was also in attendance and spoke on Devin’s accomplishments. Mayor Tergin then introduced Ken Harland, Administrative Minister of Capital We st Christian Church, and Ann Bax, President/CPO of the United Way of Central Missouri. Mr. Harland and Capital West Christian Church were recognized for assisting United Way and those impacted by the tornado and flooding with the use of their event center. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Paula Benne and Kirk DeMars, collaborators of the “Redemption Inside the Walls” concert, featuring the Newsboys were invited to announce the event. The name of the 2 REGULAR COUNCIL MEETING, AUGUST 5, 2019 event has been amended to, “Redemption Inside the Walls. Stonger After the Storm”. The concert will be Saturday, August 17th at the Cole County Jaycees Fairground. Gates will open at 5:00 P.M., and the performance will begin at 7:00 P.M. Local heroes and those affected by the storm and flooding will be honored at the event. Tickets can be purchased as redemptioninsidethewalls.com. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Councilman Mihalevich announced the next Budget Committee meeting, scheduled for this Thursday, August 8th at 5:30 P.M. in City Council Chambers. Mayor Tergin invited Police Lt. Dave Williams to the podium to announce the Citizens Police Academy, scheduled every Thursday from September 19 th through December 5th. The academy is limited to 20-24 people. Applications can be found in the lobby of the Police Department and on their website, www.jeffcitymo.org/police. Mayor Tergin thanked Councilmembers for covering City business while she was visiting the City’s sister city, Muenchberg, Germany. The trip was a success, and the planning stages have begun to take a larger group to Muenchberg next year. Councilwoman Wiseman announced the next Administration Committee meeting scheduled for August 14th, 7:30 A.M. in the Boone/Bancroft Room of City Hall. The Guns and Hoses Hockey Game is scheduled for August 24 th, 7:00 P.M. at the Washington Park Ice Skating Arena. All proceeds will go to SafetyNet. Tickets are $10 . Kids ages 8 and under are free. Missouri’s Bicentennial Celebration is scheduled for August 10, 2021. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru Ms. Wanjiru made the following announcements: - Saturday, August 10th – Casino Night – Tickets are sold out. - Saturday, August 10th – Freshmen Week begins for all incoming freshmen. - Monday, August 19th – School begins. Authorize Permissive Use of Right-of-Way for a Retaining Wall Along Properties Addressed as 1001 and 1003 Northeast Drive c. Authorize $25,000 Grant Acceptance from the Missouri Department of Natural Resources, State Historic Preservation Office d. Approve Change Order #2 for Project No. 33087 – Chickadee Road and Mesa Avenue Stormwater Projects A motion was made by Councilman Prather and seconded by Councilman Graham to approve the Consent Items. The motion was approved unanimously. Councilwoman Wiseman arrived at the meeting at 6:25 P.M. Jayme Abbott, Neighborhood Services Manager, presented the resolution. Councilman Hussey motioned to adopt RS2019-4. Councilwoman Ward seconded the motion. The resolution was adopted by the following roll -call vote: 6 REGULAR COUNCIL MEETING, AUGUST 5, 2019 Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None b. RS2019-5 sponsored by Councilman Mihalevich entitled: A RESOLUTION OF OFFICIAL INTENT OF THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, FOR THE ISSUANCE OF THE CITY’S TAXABLE INDUSTRIAL DEVELOPMENT REVENUE BONDS IN A PRINCIPAL AMOUNT OF APPROXIMATELY $5,000,000 TO FINANCE A PROJECT FOR THE BENEFIT OF MODERN LITHO-PRINT CO., AND AUTHORIZING CERTAIN ACTIONS RELATING THERETO. Ryan Moehlman, City Counselor, and Shaun Sappenfield from the Jefferson City Chamber of Commerce presented the resolution. Councilman Hussey motioned to adopt RS2019-5. Councilman Prather seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None c. RS2019-6 sponsored by Councilman Kemna entitled: RESOLUTION AUTHORIZING PRELIMINARY ACTIONS RELATING TO THE OFFERING FOR SALE OF A SERIES OF SPECIAL OBLIGATION IMPROVEMENT BONDS TO PAY THE COSTS OF CAPITAL IMPROVEMENTS TO THE CITY’S PARKS SYSTEM. Ryan Moehlman, City Counselor, presented the resolution. Todd Goffoy from Piper Jaffray and Chris Leukel, President of the Parks Commission were available for any questions related to the resolution. Councilman Mihalevich motioned to adopt RS2019-6. Councilwoman Ward seconded the motion. The resolution was adopted by the following roll -call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS 7 REGULAR COUNCIL MEETING, AUGUST 5, 2019 Leonard Steinman expressed his concerns with downed MediaCom lines from the May 22nd tornado. Paul Falconer expressed his concerns with how a recent incident was handled by the Jefferson City Police Department in relation to his rental property, tenants, and trash. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY City Administrator Steve Crowell informed Mr. Steinman and the City Council tha t he would follow up with MediaCom to express the concern. Mr. Crowell informed Mr. Falconer and the City Council that he would follow up with Mr. Falconer after the meeting. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS Councilman Graham asked if the City would be monitoring the traffic flow around the new public high school. Matt Morasch, Director of Public Works said that this topic will be discussed at the next Public Works and Planning Committee meeting on Thursday, August 8th. NEW BUSINESS Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Leasing, purchase or sale of real estate by a public governmental body where public knowledge of the transaction might adversely affect the legal consideration therefor. [Sec. 610.021(2)] 2) Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys. [Sec. 610.021(1)] A motion was made by Councilman Graham to go into Closed Session for the above-stated reasons, seconded by Councilman Hussey, and approved by the following roll-call vote at 7:35 P.M.: Present: Fitzwater, Graham, Hussey, Hensley, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 8:25 P.M. with the following Council Members present: 8 REGULAR COUNCIL MEETING, AUGUST 5, 2019 Present: Fitzwater, Graham, Hussey, Hensley, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None UNFINISHED BUSINESS There was no unfinished business at this time.
