COUNCIL “PRE-MEETING” WORK SESSION, AUGUST 5, 2019
CALL TO ORDER
Mayor Carrie Tergin called the August 5, 2019 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, and Ward
Absent: Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman Hensley will lead the prayer. Mayor Tergin requested a moment of silence
for Bob Watson.
Miscellaneous
- Mayor Tergin will introduce and recognize Devin Roberson, Jefferson City
High School (JCHS) Graduate and National Discus Champion. Melvin Myers,
JCHS Track and Field Coach will also be in attendance.
- Mayor Tergin will recognize Ken Harland, Administrative Minister of Capital
West Christian Church for assisting the United Way and those impacted by
the tornado and flooding, with use of their event center.
Presentations from Staff, Consultants & Invited Guests
- Representatives from “Redemption Inside the Walls” have been invited to
announce the upcoming Newsboys concert.
Bills Introduced
- Margie Mueller, Director of Finance and Information Technology, will present
bills 2019-036 and 2019-037.
- Ryan Moehlman, City Counselor, will present bills 2019-038 and 2019-041.
- Fire Chief Matt Schofield will present bill 2019-039.
- Matt Morasch, Director of Public Works will present bill 2019-040, and bills
2019-042 through 2019-044.

Bills Pending
- Mr. Morasch will present bills 2019-033 and 2019-034.
- Aaron Grefrath, Parks Assistant Director of Programs will present bill 2019-
035.
Resolutions
- Jayme Abbott, Neighborhood Services Manager, will present RS2019-4.
- Mr. Moehlman will present RS2019-5. Shaun Sappenfield from the Jefferson
City Chamber of Commerce, will be in attendance to answer any questions.
- Mr. Moehlman will present RS2019-6 related to Parks Special Obligation
Bonds. Todd Goffoy from Piper Jaffray will be in attendance to answer any
questions related to the resolution.
