A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING A HOME CONTRACT AND ADMINISTRATION AGREEMENT
BETWEEN THE CITY OF LYNWOOD AND HUMANA ECONOMIC
DEVELOPMENT GROUP A NON - PROFIT ORGANIZATION PURSUANT
TO TITLE 24 CFR, PART 92, TO CARRY OUT CERTAIN HOUSING
RELATED ACTIVITIES PURSUANT TO THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
REGULATIONS AND TO COMMIT THE CITY OF LYNWOOD 1993 HOME
INVESTMENT PARTNERSHIP CHDO SET -ASIDE FUNDS AND 1994
HOME INVESTMENT PARTNERSHIP CHDO SET -ASIDE FUNDS
WHEREAS, the City of Lynwood has received l 2ocation of $376,000.00 in HOME Investment
Partnerships funds for Fiscal Year 1993 and an allocation of $444,000 in HOME Investment Partnerships
Funds for Fiscal Year 1994 from the Federal Department of Housing and Urban Development (HUD) to
carry out certain eligible activities in accordance with federal program requirements at 24 CFR 92; and
WHEREAS, under the HOME Program, during the 24 months of the allocation, HUD requires
a state or local government to set aside not less than fifteen percent of its allocation to be used in
housing developed, owned, or sponsored by community housing development organizations (CHDO(s));
and
WHEREAS, the fifteen percent set -aside based on the Fiscal Year 1993 allocation is $56,400
and the fifteen percent set -aside based on the Fiscal Year 1994 allocation is $66,600; and
WHEREAS, staff issued a Request for Qualifications (RFQ) to identify CHDO(s) that are
capable of carrying out a housing project eligible under the HOME Program guidelines; and
WHEREAS, out of the four organizations that responded to the RFQ, Humana Economic
Development Group met the HOME Program guidelines for being designated as a CHDO and proposed
a project that complies with the HOME Program guidelines relative to the fifteen percent set - aside; and
WHEREAS, Curry Temple Community Develo m nt Corporation has proposed a project that
cannot be fully evaluated prior to the May 30th deadlin arefore was not selected to be provided the
1993 and 1994 CHDO fifteen percent set - asides; and
WHEREAS, Curry Temple Community Development Corporation's project may be worthy of
future consideration and the organization can be designated as a CHDO,
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of
Lynwood:
SECTION 1 . That the City Council designates Humana Economic Development Group and
Curry Temple Community Development Corporation as Community Housing Development
Organizations (CHDO(s)).
SECTION 2 . That the City Council approves the HOME Contract and Administration
Agreement with Humana Economic Development Group to carry out certain housing related activities
pursuant to the United States Department of Housing and Urban Development regulations, and
commits $56,000 of the 1993 Home Investment Partnerships Program's CHDO Set Aside Allocation and
$66,600 of the 1994 HOME Investment Partnerships Program's CHDO Set Aside Allocation to be used
for the development of affordable housing units.
SECTION 3. That this resolution shall take effect immediately upon its adoption.
