HomeMy Public PortalAbout95-077 (06-06-95)RESOLUTION NO. 95 -77 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD TO AUTHORIZE THE COUNTY OF LOS ANGELES TO SUBMIT AN APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD TO EXPAND THE LOS ANGELES COUNTY RECYCLING MARKET DEVELOPMENT ZONE TO INCLUDE THE CITIES OF CARSON, COMMERCE, COVINA, EL MONTE, MONTEBELLO, SOUTH EL MONTE, AND UNINCORPORATED AREAS OF LOS ANGELES; AND TO AUTHORIZE LYNWOOD'S CONTINUED PARTICIPATION IN THE LOS ANGELES COUNTY RECYCLING MARKET DEVELOPMENT ZONE FOR FISCAL YEAR 1995 -96, AND THEREFORE, APPROPRIATING AN AMOUNT NOT TO EXCEED $5,000 FROM THE GENERAL FUND UNAPPROPRIATED WHEREAS, California law provides for the establishment of Recycling Market Development Zones which provide programs and incentives to stimulate activities that are favorable to development of post consumer waste material; and WHEREAS, the success of state -wide implementation of the California Integrated Waste Management Act of 1989 (AB 939) is directly related to development of additional markets for post - consumer waste materials; and WHEREAS, the expansion of the boundaries of the current recycling market development zone will assist in strengthening the zone's marketing efforts and the overall visibility of the zone in relation to other zone's in the region and the State; and WHEREAS, by participating in a multiple jurisdiction zone, zone participants can minimize administrative costs while reaping the economic benefits; and WHEREAS, the Community Development Commission of the County of Los Angeles is currently administering a multiple jurisdiction zone; ' NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Lynwood: SECTION 1 . That the City of Lynwood supports the expansion of the Los Angeles County Recycling Market Development Zone to include the cities of Carson, Commerce, Covina, Et Monte, Montebello, South El Monte and unincorporated areas of Los Angeles County. SECTION 2 . That the City of Lynwood authorizes the Executive Director of the Community Development Commission of Los Angeles County to submit a multiple jurisdictional application to the California Integrated Waste Management Board for redesignation as a Recycling Market Development Zone. SECTION 3 . That the City Council authorizes Lynwood's continued participation in the Los Angeles County Recycling Market Development Zone for Fiscal Year 1995 -96, and therefore, appropriating an amount not to exceed $5,000 from the unappropriated General Fund. SECTION 4. That this resolution shall take effect immediately upon its adoption. PASSED, APPROVED AND ADOPTED this day of June 6 , 1995. ' ST: i Andrea L.
