The City Council of Medina, Minnesota met in special session on September 2, 2014 at
6:00 p.m. in the City Hall Chambers. Mayor Weir presided.
I. ROLL CALL
Members present: Anderson, Pederson, Martin, Martinson, and Weir.
Members absent:
Also present: City Planner Dusty Finke, Public Works Director Steve Scherer, Public
Safety Director Ed Be!land, Consultant Finance Director Joe Rigdon, Assistant Finance
Director Erin Barnhart and City Administrator Scott Johnson.
II. 2015 CITY OF MEDINA PROPOSED TAXES AND EXPENDITURES
Staff provided the City Council with the 2015 proposed budget and levy. The proposed
2015 tax levy was $3,501,811 with a tax levy rate of 24.0%. The preliminary estimates
show the City's property tax rate would decrease from 25.5% in pay 2014 to 24.0% in
pay 2015, or a 5.7% decrease in the rate.
The proposed budget includes a 3.0% increase to the General Fund property tax levy
for 2015. The General Fund Budget was proposed at $4,119,507. The $156,332
proposed increase will be utilized for the general maintenance of the facility at 600
Clydesdale Trail for Public Works and Police, increased fire services expenditures,
moving a Public Works position from part-time to full-time, increased insurance costs,
and a 2% cost of living increase for staff.
Council reviewed the long-term needs for fire, equipment, road pavement management
planning, utilities, neighboring cities tax rates, and the financial management plan. The
financial management plan will be updated and posted on the website.

Mayor Weir adjourned the Work Session at 6:42 p.m.
