HomeMy Public PortalAbout20140918 - Community Preservation Committee - Meeting Minutes CPC September 18, 2014 Minutes Page 1 Approved on October 16, 2014 Community Preservation Committee Town of Hopkinton, Massachusetts 18 Main Street, Room 211 Thursday, September 18, 2014 at 7:00 p.m. MINUTES Members present: Chairman Henry Kunicki, Vice-Chair Jeff Doherty-Open Space Representative, Ken Weismantel-Planning Board Representative, Jim Ciriello- Conservation Commission Representative, Eric Sonnett-Parks & Recreation Representative, Dianna Doucette-HHC Representative and Ron Clark-Member at Large Member Absent: Al Rogers-Member at Large The meeting was called to order at 7:06 P.M. by Chairman Kunicki. Citizen’s Comments None Request for Funding Discussion Mr. Weismantel informed the committee that NSTAR may be a potential applicant because they claim to still be interested in selling the Berry Wood parcel, across from the train station, to the Town and also the Legacy Farms parcel, which maybe for something else other than an athletic field at this point. Mr. Weismantel also said that another potential applicant might be for the opens space parcel on Spring Street. Mr. Sonnet said the town will receive the Legacy Farms parcel next year and that it will be developed by the Parks & Recreation Department. Mr. Sonnet also said that the Parks & Recreation Department will be requesting funding, at a later date, for a doghouse and storage facility to place the athletic equipment off season. Ms. Doucette asked if a town-wide survey for cultural resources would be an item that would be funded by the CPA. Chairman Kunicki stated that the CPA funding is for preservation projects only not for surveys and recommended that Ms. Doucette investigate the Conservation Preservation Act on-line for the funding criteria set forth by the State. Chairman Kunicki requested that Chris Howe, CFO be reminded of the State’s new process for funding the C.P.C. (CP-3) and informed the committee that there is an additional step to execute in order to receive funding. Signing of Invoices Chairman Kunicki signed the following invoices for various CPC projects:  Survey Historic- Jennifer Doherty $987.50  Historical Records Preservation- Nancy Heywood $462.00 CPC September 18, 2014 Minutes Page 2 Approved on October 16, 2014  Historical Records Preservation- Linda Connelly $730.00 Review of the FY15 Funding Request Application and Procedure The Committee reviewed the CPA Funding Application Guide and the CPA Funding Application for Fiscal Year 2015 and made the following date announcements:  The deadline for the submittal of applications is no later than Monday, November 17, 2014  A Public Hearing will take place on Thursday, November 20, 2014 at 7:00 p.m. in Room 211 to hear the proposed projects  The Legal Public Notice shall be advertised once a week for two weeks prior to the November 20th hearing. Mr. Sonnet motioned to approve the draft FY2015 Funding Guide and Application as presented. Mr. Clark seconded. All favor. Approval of Minutes Mr. Weismantel motioned to approve the Meeting Minutes of August 28, 2014 with the meeting change date from November 27th to November 20th. Mr. Sonnet seconded. All in favor. CPC Meeting Schedule Chairman Kunicki announced the following meetings for the Committee all to start at 7:00 p.m.:  Thursday, October 16th  Thursday, November 27th (Changed to November 20th ) Unanticipated Topics: Mr. Sonnett informed the committee that the Parks & Recreation Department will execute the process of putting together the bidding documentation for the Claflin Fountain on Monday night, September 22, 2014 and that Mr. Furber has been invited to attend. He also stated that the point person for this project is Kevin Hanley the Parks & Recreation Department Director. ADJOURN: Mr. Clark motioned to adjourn at 7:40 p.m. seconded by Chairman Kunicki.
