MANDATORY PROPOSAL FORM Please provide a brief description of your overall understanding of the requirements of this proposal: Duncan Technologies, a division of Duncan Solutions Inc., is very pleased to have the opportunity to offer our services to the City of Tybee Island, Georgia. The purpose of our solution is to summarize the desired goals the City wants to achieve, describe the solution in making those goals a reality, present some key benefits, and provide compelling reasons for the City to partner with Duncan Technologies. We understand the City of Tybee Island wants to purchase 42 pay and display parking meters and a management system for three of its parking lots. We also understand that the City is going to supply the concrete slabs, safety barriers, trucks, and equipment for installing these meters, as well as maintaining the system after installation and collecting the monies. The Vendor will be responsible for supplying and installing the meters and management system, training the City - designated personnel to maintain the meters and system, and providing ongoing support and warranty to the City. Our approach to maintenance is to develop a clearly articulated management plan that has the approval and support of the major stakeholders. For this proposal, we assume the City of Tybee Island will be responsible for routine maintenance services. However, Duncan Technologies proposes to offer the City a comprehensive maintenance program to help ensure long -term protection of its investment. Comprehensive Maintenance Program: Duncan Technologies will provide second -level support to the City of Tybee Island, as well as lead the implementation of controls and processes to ensure the successful operation of parking services in the City. Open and ongoing communication between Duncan Technologies and all affected parties is a key factor that will allow the successful delivery of the supply and installation program. Card Reader The MX card reader module combines a die cast, stainless steel protective outer shell with an EMV1 compliant hybrid reader and a stainless steel bracket. The parking equipment's powerful look -ahead software is able to present on the screen in real time the amount of time and money that the current and future parking rate specifies before the motorist confirms the payment details. Credit card transactions are processed and securely stored in encrypted format at the meter until they are periodically collected by the ReinoNet management system. Since the transactions are stored in a 128 -bit encrypted format on the equipment's smart media card, a large number of credit card payments may be held at the meter. In the unlikely event of either a complete power or processor failure, all transactions and e -cash are securely backed up on the smart media card. These transactions can then be accessed securely directly from the smart media card or by simply transferring the removable smart media card to a replacement device, thus ensuring continuity of parking revenue. Duncan Technologies recommends and utilizes the specific low- value, off -line, non - authenticated transactions EPS (Visa) and QPS (MasterCard) methods for the processing of credit card transactions. These systems have been specifically development by Visa /MasterCard to allow the quick, cheap, and trouble -free processing of low -value credit card transactions. The process for making a credit card payment at an MX meter is simple, intuitive, and commensurate with the coin payment process. The user simply: 1. Inserts and removes their credit card 2. Selects the amount of time and dollars they wish to pay 3. Presses the Confirm button 4. Collects his /her parking ticket The preferred method of implementation, facilitating the shortest possible transaction time at the meter for the motorist, is in off -line mode. The credit card payments in off -line mode at the parking machine are made under the auspices of the Visa and MasterCard EPS and QPS services. These services have been specifically designed to facilitate low -value transactions without authorization at the point of sale. This method ensures that the meter transaction can be completed within 10 seconds. A number of checks are undertaken at the parking machine when a credit card is entered including: ❑ Expiration date check ❑ Card BIN range check ❑ Luhn check for verifying the accuracy and validity of credit card numbers ❑ Local blacklist card number lookup check These checks mitigate the potential for fraudulent activity at the front -end prior to transaction processing fees being incurred. Each transaction is then securely stored in the parking machine's non - volatile memory using a unique 128 -bit encryption key. On a periodic basis, typically at night, the ReinoNet management system communicates with each parking machine to collect all credit card transactions that have occurred during that day. ReinoNet then stores these transaction records in a secure central database. Once all credit card transactions have been collected from the parking machines, ReinoNet transfers all credit card transactions over a secure Internet link via an electronic payment gateway for acquiring and subsequent processing. The standard banking procedures for credit cards (clearance, settlement with the card schemes, and card issuers) then occurs between the payment gateway and the relevant financial institutions. On a periodic basis (typically daily) the merchant's bank account is credited with the revenue attributable to payments made with credit cards by the financial acquirer less the agreed merchant services fees (MSF) that apply. The merchant is able to view reports using the ReinoNet management system to reconcile the value of card transactions recorded as being received by the parking machines with the revenue deposited in their bank account. This represents a closed -loop financial reconciliation. Smart cards differ from credit cards in that the card itself contains the secure data about the funds available for purchase, so the parking meter does not need to authenticate or check card balances from an external source such as a bank. This means no online or batched transactions are necessary—all authentications are performed at the meter during the motorist's payment. Integration of different smart card programs has been achieved in North America and other parts of the world with accreditation from Telstra and ERG in Australia, the Octopus Smart Card System in Hong Kong, and U.S. smart card vendors like Cardlogix and ERG (U.S.). ERG Group in the U.S. has developed the Translink card for the nine San Francisco Bay Area county smart card transit payment system and the Puget Sound card for the Seattle area combined transit payment system. Duncan Technologies can provide the City with Surface Mount and Subterranean installation kits as needed and described below. The Surface Mount Installation method is an alternate installation method used for general sidewalk installations or for areas affected by underground vaults and basement spaces that extend to the edge of the sidewalk. With the Surface Mount install, a ' /z' thick stainless steel surface plate is fastened to the sidewalk using up to eight 5 /8 anchor bolts. Using heavy -duty nuts and washers, the meter is then affixed to the steel rods from inside the secure vault area so that no access to the rods is possible from outside the unit. When installed, the meter covers the two primary anchor bolts, making them inaccessible unless the meter is first removed. The Subterranean Installation method utilizes six high tensile steel anchor bolts set into a poured concrete footing. When the concrete is dry, using heavy -duty nuts and washers, the meter is affixed to the anchor bolts from inside the secure vault area so that no access to the anchors is possible from outside the unit. When installed about 1" below sidewalk grade, the meter covers all anchor bolts, making them inaccessible unless the meter is first removed.
