Organizational Matters
As you probably aware, the Town of Fraser has launched a
county-wide initiative to bring the public and private
stakeholders together to discuss trash and recycling
collection in Grand County. The initiative is funded by
Colorado Department of Public Health and Environment and
aimed at producing a report based on public meetings,
survey and waste audit. Currently, we are conducting a
survey that all Grand County residents are encouraged to
take at www.surveymonkey.com/r/grandcountysurvey and we are in the process of
holding three public meetings in Kremmling, Granby and Fraser. The goal of the survey
and public meetings is to have as much of public and private stakeholders’ input as
possible and to strategize the future of trash and recyclables collection in the County.
We encourage county residents to participate in the survey and/or public meetings. In
case you can’t make it to the meetings and/or weren’t able to fill out our survey, I invite
you to contact our Assistant Town Manager Bektur Sakiev to express your vision on the
matter. Every household’s and business’ opinion matters!
Community Matters
In November of 2015 the Towns of Winter Park and Fraser passed
a sales tax initiative to provide year round transportation in our
area. We need your help in evaluating the usage and schedules for
the upcoming seasons. On behalf of your business, please take

The results of this survey will assist the Transit Advisory Committee in making decisions
to best serve our community.
Administration
Election Day is April 5. If you have not yet returned your ballot you may do so at Fraser
Town Hall Mon.-Fri. 8:00 am – 5:00 pm, and Tuesday April 5 from 7:00 – 7:00 pm.

Building
The Building Department is in the process of filling the Building Inspector position. It's
been a fast start for our new Building Official and the construction season is off to a busy
start.
Planning
The Planning Commission (PC) held a workshop and meeting on
Municipal Code parking regulations ~ strategies, evaluation, planning
and possible amendments. We will schedule a public hearing on the
matter in April. Please join in the dialogue!
We have received the building permit for Wendy’s.
Planning Commission
The Planning Commission is in receipt of a major subdivision
proposal: Rendezvous East Mountain Filing 10. This is a proposed
replat of four large custom home lots (East Mountain Filing 1, lots
72-75) into 21 small cabin lots. The project area is located in
Planning Area 1E. A public hearing was scheduled for March 30,
2016. The applicant asked for the public hearing to be continued
until April 27, 2016.

Public Works
Water:
The Public Works staff continues to make progress with the development of a source
water protection plan for our water systems. We are a couple of meetings behind on our
schedule but should be able to make that up over the course of the grant program.
New regulations affecting our water systems will take effect on April 1. Those include the
‘Revised Total Coliform Rule’, ‘Minimum 0.2mg/l Chlorine Residual in the Distribution
System’, and, the ‘Storage Tank Rule’. On January 1, 2016, the ‘Backflow Prevention
and Cross-connection Control Rule – 11.39’ went into effect. Please contact our Public

Sanitary Sewer:
Update: The North System Sewer Rehabilitation and Replacement Project: the Conroy
Excavation has completed the final main line replacement of the project for the area from
Norgren to the west town limits north of the Byers Peek Townhome properties.
Staff met with reps for our flow meters where they upgraded our software and assisted
us with the calibration and operation of the meters. We will soon be installing the meters
into the sewer main lines downstream of the areas where we replaced piping and taps
as a part of our grant project in advance of spring run-off to monitor the inflow and
infiltration.
The staff is currently evaluating replacement options for the remaining sewer taps that
are located under hard surfacing. There appears to be some noninvasive options for
these repairs.
Streets:
The Safeway Frontage Road Underdrain and Resurfacing project bid opening occurred
on Tuesday March 29. Three local bids were opened with a high bid of $54,820 and the
apparent low bid being $32,210. Staff along with our consultants will evaluate the bids
and make a selection over the next week. Notice of Award is anticipated for April 12
followed by the Notice to Proceed on April 27. Construction may begin as soon as mid-
May with a 24-day window for construction, less any work restricted days/dates
(holidays, etc.).
General:
PW is preparing to advertise for seasonal staffing positions next week for gardening and
maintenance laborers positions to begin working in May.
Our Street Superintendent Dale Booth has returned to duty following a 31/2 month hiatus
to recover from surgery. Welcome back! The Department is still down one additional
operator that is out on extended leave due to surgery.
Police
We would like to extend a warm welcome to our newest police officer, Kevin McConnell.
Kevin recently moved to Grand County from Texas where he was a police officer for four
years. Prior to that, he served as a Police Officer for a branch of the Federal
Government, and also as an MP in the US Army where he served combat tours in both
Iraq and Afghanistan. Kevin, his fiancé and their horses are excited to be here and are
looking forward to all Grand County has to offer

Water and Wastewater Committee
We continue to work with our consulting team regarding the copper compliance matter
after our meeting with the state. Our current permit requires removal of copper to levels
below reliable testing limits and beyond current treatment technology limits. Note that
copper levels in our drinking water are well below standards. As discussed with the
Department of Health and Environment, we have provided supplemental information
regarding the results of our bench scale testing (simulation chemical removal of copper),
river testing and flow data, and corrosion control program information. After the state has
an opportunity to review this information, we expect further discussion.
