Public Safety Committee Meeting
Call to Order
The July 25, 2019, Public Safety Committee meeting convened at 7:30 a.m. by Councilman
Graham.
Attendance
Present: Committee Members: Councilman Graham, Councilman Schreiber, Councilman
Kemna and Councilman Hussey.
Guests: City Administrator Steve Crowell, City Counselor Ryan Moehlman, Fire Chief
Matt Schofield, Police Chief Roger Schroeder, Firefighter Colin Wright, and
Firefighter James Noah.
Approval of Minutes
Councilman Kemna made a motion to approve the minutes of the April 25, 2019 meeting.
Councilman Hussey seconded the motion. Minutes were approved.
Discussion of Agenda Items
OLD BUSINESS
None.
NEW BUSINESS
Revision to Trespass Ordinance Sec. 18-72.
City Counselor Moehlman advised the ordinance revision is at the request of City Prosecutor
Carver. The revision adds a lesser trespassing offense, trespassing in the second degree. This will
mirror the applicable state law RSMo §569.150. Trespass in the second degree removes the mens
rea state of "knowing". The city prosecutor will only have to prove the defendant actually
entered another's property unlawfully for a successful prosecution. There is only a fine penalty
for trespassing in the second degree.
Councilman Kemna made a motion to move the ordinance revision on to the full City Council
for approval. Councilman Hussey seconded the motion. Motion approved.
2020 Fire Department Schedule 48/96 State Date, Shift Cycle and Sleep Exclusion
Chief Schofield stated he has two modifications to the work agreement which requires City
Council approval. The first is the start date for the 2020 schedule change will be January 4th. The
second modification will change the FSLA cycle from 27 days to 24 days and the number of
hours of sleep exclusion from 38 to 35.75. These changes, with the concurrence of the Law,
Finance and Human Resources Departments, will assist in keeping the work agreement budget
neutral.

City Counselor Moehlman advised the City Council approved the earlier changes to the work
agreement. It was sent to Local 671 representatives who identified the concern in the FLSA cycle
and are now seeking to modify the agreement before signing. The revised agreement will repeal
the previous ordinance and the submitted changes will be placed in the new ordinance for
Council's approval. Upon Council's approval, the agreement will be sent to Local 671 for
signature.
Local representative Firefighter James Noah (or Colin Wright) stated the schedule will be
evaluated at the end of one year and three years. There will be monthly reviews and at the end of
six months, fire personnel will be surveyed. At the end of nine months, the results of the surveys
will be reported to Chief Schofield for his review. At the three-year mark, a decision will be
made to either make the schedule permanent or revert to the previous schedule. Chief Schofield
stated there would be ongoing discussion, analysis and feedback.
Councilman Kemna made a motion to send the revised work agreement to the City Council for
approval. Councilman Schreiber seconded the motion. Motion approved.
OTHER BUSINESS
Councilman Graham asked if there was a report from Chief Schroeder regarding the outcomes of
the town hall meetings held by Empower Missouri. Chief Schroeder stated Captain W ilde
attended all of the meetings. He advised there were no police department changes planned as a
result of the meetings. There were newspaper articles published regarding Empower Missouri's
findings and their report widely distributed. Chief Schroeder stated the group has drawn their
conclusions on limited data, and the opinions of the citizens who attended the meetings were not
changed by discussions or listening sessions. The participants were encouraged to participate in
department ride-a-longs, and encouraged to enroll in the Citizen Police Academy scheduled for
this fall. The meetings allowed for communication, but the sessions were limited in value. Chief
Schroeder stated there were as many positive comments made at the meetings as negative. He
stated the police department continues to be open and transparent and invite people to get to
know our officers and the difficulties they regularly encounter.
Councilman Graham advised he has attended the Citizens Police Academy and found it very
informative. He would encourage anyone to attend.
Fire Department Update
Chief Schofield stated Captain Kevin Bagley retired after 23 years of service. Nick LaBoube was
promoted from driver to captain, and Anthony Trapani was promoted to driver. One new hire is
attending class in Columbia.
Chief Schofield advised bids were requested and received for replacement of the roof at Fire
Station 1. He estimates the roof to be 25-30 years old and has been repaired several times.
Because of the recent tornado, securing competitive roofing bids is difficult. Chief Schofield
stated the cost of the roof was anticipated to be $50,000-$60,000; however, the bid received was
double that amount. Due to the cost and unavailability of funds, the project will be delayed.
Chief Schofield hopes to carry over funds from the building and grounds line item to the next

budget and combine with other sources to pay for the new roof. Until that time, further tempory
repairs will be made to the roof.
Firefighter Colin Wright (or James Noah) stated the Guns & Hoses hockey game will be played
at 6:30 p.m. on Saturday, August 24th. Tickets are $10 each and can be purchased from FOP or
Local members. The proceeds from the event will benefit Safety Net. There are also t-shirts for
sale for $10 in either blue (JCPD), red (JCFD), or neutral.
Police Department Updates
Chief Schroeder advised Communications Operator Rachel Irey has been promoted to
Communications Supervisor, a position left vacant with the unsuspected retirement of Supervisor
Donna Jordan. Rachel has been with the police department for 11 years.
Other Updates
Councilman Graham asked Chief Schroeder if the police department is now fully staffed. Chief
Schroeder advised the department has had a higher number of turnover this year after enjoying
low turnover for three years. He has given conditional offers of employment to three
communications operator candidates and four police officer candidates. He is in the process of
filling the Animal Shelter Manager position left vacant when Supervisor Jennings resigned to
pursue a nursing career.

Councilman Hussey made a motion to adjourn the meeting. Councilman Kemna seconded the
motion. The meeting was adjourned at 8:01 a.m.
