Minutes of Sept. 12, 2016 meeting

Chairman Clarke called the meeting to order at 4 pm. The first item of business was a
discussion of CCRT crossing lights. Rick Scannevin had gathered information about two options,
one produced by TAPCO and used on CCRT crossings in Harwich and Eastham, the other by
Cross Alert System —both solar powered. The TAPCO equipment includes a LED warning
system while the Cross features a standard flashing red light facing the road and a stop sign
facing the biking direction. Quotes for the equipment came in at about$11,000. To reduce
installation costs, the DPW director indicated that the department could provide the labor
(although an electrician would be needed to connect the system). The Committee indicated
that the TAPCO system, with the addition of the stop sign facing the CCRT would be the most
effective option.
Chief Koch made a motion to recommend the purchase of crossing lights t all four CCRT
crossings to the Board of Selectmen, to be funded by the CPA or other appropriate source. The
motion was approved unanimously.
Next, Patrick Ellis gave an up-date of the current road paving projects on Rt 6A and Underpass
Road. The Underpass Road paving is expected to be completed within a week, followed by
striping which will create 10 foot travel lanes and approximately 2 feet 9 inches beyond the fog
lines as bike lanes on both sides. There will be sidewalks on both sides and stamped pavement
at the CCRT intersection. The 6A paving is expected to be completed this Fall also.
Committee members recommended that future meeting topics include a discussion of
reviewing the number and composition of the Committee and activities that could be planned
for this winter in anticipation of biking promotion and safety activities next year.
The meeting adjourned at 4:45 pm.
