COUNCIL “PRE-MEETING” WORK SESSION, AUGUST 19, 2019
CALL TO ORDER
Mayor Carrie Tergin called the August 5, 2019 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, and Ward
Absent: Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman Prather will lead the prayer.
Miscellaneous
- Mayor Tergin will request a motion to amend the agenda, adding Item 4(c.)
under Miscellaneous. Lincoln University’s USDA grant fellows from Jordan
will be at the meeting. Mayor Tergin would like to recognize the group.
Public Hearings
- Margie Mueller, Director of Finance and Information Technology will present
bills 2019-036 and 2019-037. Councilman Mihalevich will request to place bill
2019-036 on the informal calendar since the FY2020 Budget has not been
approved by the Budget Committee yet.
Appointments by the Mayor
- Gail Strope, Human Resources Director will present one recommended
appointment.
Presentations from Staff, Consultants & Invited Guests
- David Bandré, the attorney representing the property owners of 202 East
High Street will provide an update on the building’s status.
- Matt Morasch, Director of Public Works will provide a concrete street repair
update.

- Sonny Sanders, Director of Planning and Protective Services will have an
announcement related to a Comprehensive Plan Community Workshop.
Bills Introduced
- Mr. Morasch will present bill 2019-045.
- Ms. Strope will present bill 2019-046.
Bills Pending
- Ryan Moehlman, City Counselor, will present bill 2019-038.
- Assistant Fire Chief Matt Bowden will present bill 2019-039.
Councilwoman Wiseman arrived at the meeting at 5:55 P.M.
- Matt Morasch, Director of Public Works will present bill 2019-040.
