The City Council of Medina, Minnesota met in special session on September 3, 2013 at
6:00 p.m. in the City Hall Chambers. Mayor Weir presided.
I. ROLL CALL
Members present: Anderson, Pederson, Martinson, and Weir.
Members absent: Martin
Also present: City Planner Dusty Finke, Public Works Director Steve Scherer, Public
Safety Director Ed Be!land, Consultant Finance Director Joe Rigdon, and City
Administrator Scott Johnson.
II. 2014 CITY OF MEDINA PROPOSED TAXES AND EXPENDITURES
Staff provided the City Council with the 2014 proposed budget and levy. The proposed
2014 tax levy was $3,428,080 with a tax levy rate of 25.4%. 4.5% of the 5.5% proposed
increase will be utilized for the purchase, renovation, and general maintenance of the
facility at 600 Clydesdale Trail for Public Works and Police. The remaining 1 % increase
will be used for City insurance cost increases and a 2% cost of living increase for staff.
The proposed General Fund Budget was proposed at $3,948,175. The $171,750
proposed increase is largely due to adding the operational and maintenance
expenditures for the new facility at 600 Clydesdale Trail. Council reviewed the long-term
needs for fire, equipment, road pavement management planning, utilities, neighboring
cities tax rates, and the financial management plan. The financial management plan will
be updated and posted on the website.
III. Generator for 600 Clydesdale Trail
Steve Scherer provided the City Council with an update on a used generator he found
for the new facility. The generator will be used for the facility during emergency
situations where power is lost to the facility. The cost is approximately $30,000 for the
generator. The generator will be purchased through the contingency fund for the 600
Clydesdale Trail project.
IV. ADJOURN
Mayor Weir adjourned the Work Session at 6:49 p.m.
