HomeMy Public PortalAbout1963-04-15 Meeting147 The Village Clerk stated that at the close of registration for the April 2, 1963 election, there were 155 registered voters and asked that the list be approved. Mr. Hart moved to approve the voting list as submitted, seconded by Mr. Faulkner and unanimously approved. Mr. Webb advised the Council that on October 27, 1962 Mrs. Sanella Cauchois, widow of Mr. Jean Cauchois, had appeared before the Council requesting that in view of her husband's death, the Certificate of Public Convenience and Necessity of the Bal "arbour Limousine Company issued to Mr. Jean Cauchois be transferred to her. A temporary certificate was granted Mrs. Cauchois, good until March, 1963, at which time she was advised that a formal application for a Certificate of Public Convenience and Necessity should be made. The Village Clerk reported that Mrs. Cauchois' attorney had been notified that she must make this formal application on March 23, 1963. After deliberation, Mr. Faulkner moved that Mrs. Cauchois, having been previously advised that her Certificate of Public Convenience and Necessity would expire if she didn't appear to validate her temporary certificate, be advised that her certificate and her permits would be canceled as of April 1, 1963. Mr. Kirkeby seconded the motion and it was unanimously approved. Mr. Webb advised the Council that since the Village started picking up the garbage and trash at the hotels in November, three of the hotels have been storing garbage and trash outside of the hotel instead of in the refrigerated garbage room and fire proof trash room provided for that purpose. He requested the Council to pass an ordi— nance controlling the storage of hotel trash and garbage. Mr. Hart moved to instruct the Village Attorney to prepare an ordinance govern— ing the storing of garbage and trash in hotel trash and garbage rooms. Mr. Beatty seconded the motion and it was unanimously voted. There being no further business, on motion of Mr. Hart, seconded by Mr. Faulkner, the meeting was adjourned. ATTEST: »��� Village Clerk COUNCIL MINUTES April 15, 1963 Mayor The Council of Bal Harbour Village met at the Village Hall on Monday, April 15, 1963 at 10 A.M. for the purpose of inducting the new members into office. Present: Mr. Faulkner, Mr. Kirkeby and Mr. White. Absent: Mr. Beatty and Mr. Hart. March 23, 1963 148 Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. The Village Clerk reported that 49 out of 155 registered voters, a total of 31.6%, voted. The votes were counted by the Clerk and Barbara Beckham and Mary Torrado, Election Clerks, with the following results: Fred Faulkner — 45 votes; Herbert W. White — 40 votes; Edwin O. Kirkeby — 35 votes. Mr. Faulkner and Mr. White will serve four year terms until 1967 and Mr. Kirkeby will serve two years until 1965. Motion was made by Mr. Faulkner and seconded by Mr. Kirkeby to accept the report of the election. Motion was made by Mr. Faulkner and seconded by Mr. Kirkeby to adjourn the old Council and install the new Councilmen. Mr. Fred Faulkner, Mr. Edwin O. Kirkeby and Mr. Herbert W. White then came forward and took the oath of office administered by the Village Clerk. After the Councilmen had taken the oath of office Mr. Fred Faulkner moved to appoint Mr. White as temporary chairman for the purpose of the election of a Mayor. Mr. Kirkeby seconded the motion. Mr. White then called for a motion for nominations for office of Mayor. Motion was made by Mr. Kirkeby nominating Fred Faulkner as Mayor of Ba1 Harbour Village. Mr. White seconded the motion and Mr. Kirkeby moved that the nominations be closed. This motion was carried upon vote as follows: Mr. Faulkner — yes; Mr. Kirkeoy — yes; Mr. White yes. Mr. Fred Faulkner was then sworn in as Mayor by the Village Clerk. After being seated as Mayor, Mr. Faulkner then called for nominations for Assistant Mayor whereupon motion made by Mr. White and seconded by Mr. Faulkner, Mr. Kirkeby was voted Assistant Mayor by the following vote; Mr. Faulkner — yes; Mr. Kirkeby — yes; Mr. White — yes. Mr. Kirkeby was then duly sworn in by the Village Clerk. Upon motion of Mr. Kirkeby, seconded by Mr. White, the minutes of the previous meeting of March 23, 1963 were approved as submitted. The Village Clerk read Ordinance No. 93 amending Ordinance No. 11 regarding the removal of the Diagnostic Clinic section. After discussion Mr. Kirkeby moved to adopt. ORDINANCE NO. 93 AN ORDINANCE AMENDING ORDINANCE NO. 11 The motion was seconded by Mr. White and unanimously voted. The Village Manager read Ordinance Nc. 94 regarding hotel garbage and trash rooms. After consideration Mr. White moved to adopt ORDINANCE NO, 94 AN ORDINANCE OF BAL HARBOUR VILLAGE RE— QUIRING GARBAGE AND TRASH k',:OMS IN HOTELS AND APARTMENT HOUSES CONTAINING MORE ThAN ONE HUNDRED ROOMS Mr. Kirkeby seconded the motion and it was unanimously voted. April 15, 1963 149 The Village Clerk read Resolution No. 102 regarding the Village Council meeting dates. After discussion Mr. White moved to adopt RESOLUTION NO. 1C2 Mr. Kirkeby seconded the motion and it was unanimously voted. Mr. Faulkner then presented the ex —Mayor with the gavel used during his term of office. There being no further business, on motion of Mr. White, seconded by Mr. Kirkeby, the meeting adjourned. ATTEST: ____ _------ Village Clerk COUNCIL MINUTES May 25, 1963 The Council of Ba1 Harbour Village met at 9:30 A.M. on Saturday, May 25, 1963 at the Village Hall. Present: Messrs. Beatty, Faulkner, Hart, Kirkeby and White. Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; Thomas H. Anderson, Village Attorney. Upon motion of Mr. Hart, seconded by Mr. Kirkeby, the minutes of the previous meeting of April 15, 1963 were approved as submitted. The Village Manager advised the Council that it was necessary to pass a resolution creating a Civil Defense Council. The resolution and plan would then be sent to Tallahassee and upon its approval a resolution of acceptance would have to be drawn. Mr. Webb then read RESOLUTION NO. 103 SETTING UP CIVIL DEFENSE COUNCIL Mr. Hart moved to adopt Resolution No. 103. Mr. Beatty seconded the motion and it was unanimously carried.
